u.s. redesign the war-torn territory as a resort. the reaction to the video he posted. first, the next phase. the trump administration ordering large-scale cuts to the federal work force, taking aim at career employees with civil service protection. good morning. i'm michael george. well, today president donald trump is set to host britain's prime minister at the white house. the visit comes as trump tries to balance his foreign policy goals of ending the wars in ukraine and gaza in what he calls his america-first agenda. yesterday he and billionaire adviser elon musk warned to prepare for even deeper cuts to the federal work force. cbs' jarred hill joins us with the latest. hundreds of thousands of jobs on the line. what are we learning from the white house? >> so a memo went out yesterday detailing some of the lengths to which the trump administration plans to dismantle a federal work force impacting millions

across the country with 80% of federal employees living outside of the d.c. area. trump is doubling down on doge. >> everyone at this table is behind is this. if they aren't, i want them to speak up. they're very much behind it. >> reporter: at the first meeting of his second term, the senior adviser, elon musk, defended efforts to slash federal spending and chop the federal work force. >> if we don't do this, america will go bankrupt. >> reporter: wednesday the president signed an executive order expanding the department of government efficiency's power to make more cuts, special proposing they trim as much as 65% from the environmental protection agency. the white house is also directing the heads of federal agencies to prepare for large-scale reductions in force. >> this country's gotten bloated and fat and disgusting, and incompetently run. >> reporter: during the meet president trump discussed russia's war on ukraine acknowledging that russia may have to make concessions. trump announced he'll sign a rare minerals deal with

president volodymer zelenskyy in washington tomorrow. seen by trump as repayment for the war, but the agreement doesn't guarantee security protections from the u.s. >> we'll be on the land, and you know, that way it's -- sort of automatic security. nobody's going to be messing around with our people when we're there. >> reporter: the russia-inquiry war is likely to be a key topic when the president meets with the british prime minister today at the white house. and beating a late-night deadline the supreme court says the trump administration does not have to restart $2 billion in foreign aid payments at least while justices review the case. this overturns a lower court ruling. we're learning the trump administration plans to significantly cut foreign aid including most humanitarian help around the world. michael, back to you. >> all right. thanks. and the trump administration unveiled its plan to battle the bird flu while admitting the cost of eggs is going to get worse before it gets better. the agriculture department says egg prices could soar another 41% this year.

the government plans to spend $1 billion to help farmers bolster bio security measures, provide relief for affected farmers, and develop a bird flu vaccine. the administration is also in talks to import up to 100 million eggs from abroad in the coming months. and turning to the growing measles outbreak in texas. an outbreak that's turned deadly. a disease that's entirely preventable thanks to a vaccine that's been around for 60 years. this is first measles death in this country in nearly ten years, and the victim an unvaccinated child. cbs' omar villafranca has the story from lubbock. you're now seeing a serious consequence of what happens when we have measles in our community. >> reporter: the first measles death in the u.s. in nearly a decade happened here at covenant children's hospital in lubbock, texas. >> the child was school aged and did not reside in lubbock county.

>> reporter: there are now more than 120 measles cases in texas, about 20 children have been hospitalized. some in the icu. none were vaccinated. now health officials are racing to stop the spread. >> we've talked to parents of little ones under 1-year-old who can't get the measles vaccine. what do you tell those worried parents who feel their kids are susceptible and don't want to take them out? >> it's important to communicate with your physician for infants, especially 6 to 12 months. so that population is a little bit different only because we can in certain context give the measles vaccine early. >> reporter: before the mmr vaccine was introduced in 1963, 400 to 500 people died every year. the virus is extremely contagious for those who don't have immunity. >> saturday morning she woke up with a rash. >> reporter: knowing the measles outbreak was near her home in odessa and her daughter was too young to be vaccinated kaitlynn

norris took 8-month-old poppy to the e.r. when she developed a fever and rash. >> she also had the coughing, runny nose, and rash. she had a good amount of all of the symptoms. you're so sicky and don't know it. >> reporter: despite her symptoms, poppy's results came back negative for measles. but her mother isn't letting her guard down yet. when you started hearing about this in your backyard, what's going through your mind? >> it's terrifying. i've read how children have seizures because of the high temperatures of their fevers and brain damage, and they die. it's terrifying. >> reporter: at the white house hhs secretary rfk jr. said some of the hospitalizations were for quarantine. doctors here tell me that is not correct. they say everyone who is hospitalized here is receiving respiratory treatment. omar villafranca, cbs news, lubbock, texas. the vatican issued an update on pope francis this morning saying he slept well through the

night and is now resting. the pontiff has been in a rome hospital for close to two weeks now battling double pneumonia. the holy sea said the condition has shown a slight improvement. the prognosis is still guarded. now to the middle east where israel and hamas completed the last hostage and prisoner exchange under the cease-fire's first phase set to end on saturday. israel says it's identified the four murdered hostages handed over by hamas late last night without a public ceremony. in exchange, israel freed more than 600 palestinian prisoners. some returned to gaza, some to the west bank, and some to egypt. and last night cities across the world lit up in orange in memory of the bibas family who were abducted and killed. the mother and her two young sons were laid to rest yesterday in a single casket. here's cbs' debora patta. >> reporter: thousands of

israeli mourners lined the funeral procession route in a national outpouring of grief for shiri bibas and her two toddlers. her husband who survived the october 7th hamas terror attack bid them a heartbreaking farewell. [ speaking in a global language ] >> reporter: "i am sorry i could not protect you," he said. many hostage families accuse prime minister benjamin netanyahu of abandoning their loved ones. hamas has returned four more bodies in exchange for more than 600 palestinian prisoners. the six-week gaza truce ends on saturday. negotiations for a second phase have not yet begun. talks will focus on freeing the remaining hostages alive or dead, and the thorny question of who will control post-war gaza. >> the u.s. will take over the gaza strip. >> reporter: president trump has floated the idea of relocating the territory's more than two

million palestinians. critics have condemned it as nothing more than ethnic cleansing. an a.i.-generated video posted on trump's truth social showed gaza transformed into an exotic beach side resort complete with a gold statue of the president. the white house says it did not create the video but described the president as a visionary. he wants the u.s. involved in rebuilding gaza and resettling its people. palestinians who have endured more than 15 months of war had this to say after watching the video -- "if trump wants us to leave, he's dreaming." "we will stay here and die here." from makeshift tents to bombed out buildings, palestinians say this is their home. debora patta, cbs news, east jerusalem.

trees yesterday and snow the ground likely cushioned the impact. the snow, weather conditions, and the location of the wreckage 3,200 feet up the mountain made the rescue difficult. responders had to use snowshoes. the victims were hoisted onto a helicopter and flown to hospitals with non-life-threatening injuries. the "los angeles times" says california's governor gavin newsom ordered the state parole board to assess whether the menendez brothers would pose a risk to the public if they're released from prison. erik and lyle menendez are serving life sentences for the 1989 murders of their parents. newsom is considering their request for clemency. the brothers are pursuing different ways to be released after new evidence surfaced supporting their claims they were sexually abused by their father. and "usa today" says freight train heists in the remote areas of the western u.s. have netted more than $2 million in nike shoes. prosecutors say thieves have

suspected and no cause of death has been announced. the 95-year-old starred in "the french connection," "bonnie and clyde," and "the royal tenenbaums" to name a before -- to name a few. he retired from acting in 2004. tributes are pouring in for actor michelle trachtenberg who was found dead in her apartment at the age of just 39. >> i let go of the evil so i can find love and happiness with the good. >> trachtenberg was best known for her roles on "gossip girl" and "buffy the vampire slayer" and the movie "harriet the spy" when she was just 10-years-old. police say they do not suspect foul play. the new york medical examiner is investigating the cause of death. trachtenberg had reportedly undergone a liver transplant recently. in a post on instagram, "gossip girl" co-star blake lively wrote, "the world lost a deeply sensitive and good person in michelle. may her work be remembered by those who were lucky enough to experience her fire."
