zelenskyy and assembling a coalition of the willing to develop a plan for ending ukraine's war with russia which they hope could win the backing of president trump. cbs' derick waller joins us now. good morning. so right now how is europe reacting to that oval office meeting? >> reporter: many of them reacted by saying they will continue to stand with ukraine. that was a message we got sunday during a round table discussion of world leaders in london that notably did not include anyone from the united states. more fallout after friday's oval office clash between president donald trump and ukrainian president volodymer zelenskyy. >> you don't have the cards right now. with us, you start having cards. >> no playing cards. >> reporter: the blowup left a deal to give the u.s. partial access to ukraine's minerals unsigned. treasury secretary scott bessent says it's off the table for now. >> it is impossible to have an economic deal without a peace teal.

-- deal. >> reporter: across the atlantic in london, more than a to see leaders from europe and canada met with zelenskyy for an emergency summit. afterwards united kingdom prime minister keir starmer said the group is working on a russia-ukraine peace deal to present to president trump. in the meantime starmer said the group will bolster military aid to ukraine and look at building a coalition of peacekeeping troops from europe. >> europe must do the heavy lifting. but to support peace in our continent and to succeed, this effort must have strong u.s. backing. >> reporter: while in london zelenskyy told reportersly believes he can salvage his relationship with president trump. in moscow sunday russia's top diplomat praised the president's handling of the meeting with zelenskyy. the president posted we should spend less time thinking about putin and more time worrying about migrants. meanwhile, multiple u.s. officials tell cbs news defense secretary pete hegseth has directed u.s. cyber command to pause planning against russia including offensive digital actions.

the duration and reason for the pause are unclear as the president pushes for a peace deal. and something else to watch. tomorrow night president trump will lay out his agenda in a speech before a joint session of congress. now on the same day, 25% tariffs are expected to kick in on imports from canada and mexico with an extra 10% on goods from china. >> all right. derick waller, thank you. and cbs news will have complete coverage of president trump's address to a joint session of congress tomorrow night. that begins at 9:00 p.m. eastern here on cbs and streaming on cbs news 24/7. now to the ongoing battle against dozens of wildfires raging across north and south carolina. the flames are fueled by gusty winds and dry conditions. evacuations have been ordered in some areas. and the biggest fire burning near the coastal resort city of myrtle beach. crews are starting to make progress against it. so far no injuries are reported. cbs' dave malkoff reports.

>> reporter: the images are striking. homeowners in multiple counties watch as wind-fueled wildfires creep closer. >> i've never experienced anything like this. >> right. >> reporter: by land and by air crews are working around the clock to keep the flames at bay. the carolina forest near myrtle beach is getting the worst of it. >> we have a pool in our yard, and this morning we came out and there is ashes on top of the water. >> reporter: two major wildfires there doubled in size overnight. >> they keep popping up, little things do. and you don't know if they're going to come to your house or the next neighbor's house. it's really -- scares me. >> reporter: emergency leaders are urging everyone to stay alert as windy conditions are set to strengthen. there is now a statewide burn ban in place for south carolina, but this risk actually crosses state lines to right here. on friday the national weather service issued a fire watch that

includes atlanta. >> that was cbs' dave malkoff reporting. today there's an extreme risk of wildfires potentially breaking out and spreading in parts of new mexico and west texas where winds could gust up to 60 miles an hour this afternoon, and the air becoming bone dry with relative humidity values dropping to around 5%. more than 50 million people are under a threat of severe weather beginning late tonight. a powerful storm will move into the southern plains, bringing a risk of tornadoes in oklahoma and north texas before sunrise tueday. during the rest of tomorrow the severe storm threat will stretch from arkansas to the gulf coast. the biggest threat of damaging winds and tornadoes will be in arkansas, louisiana, and mississippi. on wednesday the severe storm risk will reach the east coast. israel is stopping all humanitarian aid into gaza, warning hamas of additional consequences if the cease-fire is not extended.

israel says it accepts a new u.s. proposal that would extend the first phase through ramadan and the jewish passover holiday. and it includes releasing half of the hostages immediately. hamas rejected the plan, calling israel's decision to halt aid a blatant attack on the truce already agreed upon. the news plunged hostage families back into uncertainty. together with thousands of supporters, they took to the streets of jerusalem demanding the government make a deal to bring all the hostages home. the vatican says pope francis rested well overnight as he remains in the hospital fighting double pneumonia. yesterday the vatican said the 88-year-old pontiff no longer required the use of mechanical ventilation to breathe, and his condition was stable. the pope suffered what's described as a respiratory crisis friday which sparked fears of a new lung infection. doctors say his prognosis remains guarded.

secretary of health and human services robert f. kennedy jr. is encouraging parents to consider getting their children vaccinated for measles amid the outbreak in texas. in an opinion piece on foxnews.com the longtime vaccine skeptic called the outbreak a call to action. he urged parents to consult their health care providers to could their options. nearly 150 cases have been confirmed in west texas where an unvaccinated child became the first person to die of measles in the u.s. in a decade. now to oscar night. a night to celebrate hollywood's best and honor the victims of the l.a. wildfires. the 97th academy awards was full of big orchestral numbers, celebrity singalongs, and a triumphant hosting debut for conan o'brien. there were several snubs and surprises. danya bacchus has a wrap-up of the big moments from los angeles. >> reporter: the oscars love was spread around on a night where it was anyone's guess who would take home some of the top awards.

some terrifying moments aboard a crown some terrifying moments aboard a crown princess cruise. 16 were injured when the vessel sailing through new zealand hit rough waters. crew members could be seen grabbing onto counters and trying to stop everything from falling. it was a 14-day roundtrip from sydney, australia. hundreds turned out to protest vice president j.d. vance, and andrew cuomo returns to politics. those are some of the headlines on the "morning newsstand." "the new york times" says former new york governor andrew cuomo hit the campaign trail after announcing he's running to be new york city's next mayor. cuomo stepped down as governor in 2021 amid accusations of sexual harassment. he denied any wrongdoing. over the weekend, he admitted to making mistakes. cuomo's joining a crowded field

for the democratic nomination which includes incumbent mayor eric adams who's facing accusations of corruption and bribery. the "associated press" says protests were held near a vermont ski resort where vice president j.d. vance vacationed with his family. hundreds of people holding signs in support of ukraine and against trump administration policies lined roads saturday. while the protests were planned in advance, it came the day after that oval office argument between vance, president trump, and ukrainian president volodymyr zelenskyy. a smaller welcome rally in support of vance and trump was also held in the area. "the arizona republic" says a freeway reopened yesterday more than 16 hours after a multi-vehicle fiery crash that killed four people. several tractor-trailers collided with other vehicles saturday about 50 miles west of phoenix. several people were injured including two critically. investigators are trying to determine if poor visibility from blowing dust was a factor in the accident.
