trade war erupts. the trump administration firing the first shot enacting sweeping tariffs on imports from america's neighbors. now they're retaliating. aid halted. president trump pauses american military shipments to ukraine after the heated oval office blow up with ukrainian president zelenskyy. where do things go from here? and severe storms. a powerful system bringing the threat of tornados, damaging winds, and hail to the south just as fat tuesday celebrations get underway. good morning. i'm michael george. tonight president donald trump is set to give his first speech before a joint session of congress since his return to the white house. the president says he'll, quote, tell it like it is. the president's address comes as he kicks off a trade war with america's three biggest trading partners. as of midnight it's now more expensive for mexico, canada,

and china to bring products into america, which likely will have a big impact on prices here. canada and china added their own tariffs in retaliation. mexico has yet to detail its plans. trump is also expected to address ukraine tonight after pausing u.s. military aid into the country and attacking ukrainian president zelenskyy again following friday's white house meltdown. cbs' natalie brand jones us now from capitol hill. natalie, good morning. so what else can we expect from this speech tonight? >> reporter: good morning to you, michael. well, the white house says the theme of tonight's speech will be the renewal of the american dream. it's expected to touch on domestic and foreign policy. the president also expected to push congress to pass additional money, additional funding for border security. but this speech also comes amid deep divisions over the administration's major moves so far.

weeks into a whirlwind second term in office, president trump will address congress and the country with the economy in focus. it comes on the day 25% tariffs went in effect overnight on the nation's two biggest trading partners -- canada and mexico. >> it's a very powerful weapon. >> reporter: u.s. stocks slid sharply monday with economists warning that the price of everything from food to lumber to new cars could go up. >> there is little doubt that consumers will feel the pain of this. >> reporter: yesterday the president will also discuss ukraine days after his oval office clash with ukrainian president volodymyr zelenskyy. >> you don't have the cards. >> reporter: cbs news has confirmed the white house has paused military aid to ukraine even as president trump pushes for a peace deal with russia and an economic agreement to mine ukraine's earth minerals. >> i think everybody has to get into a room, so to speak, and we have to make a deal. >> reporter: president trump's domestic agenda is expected to be front and center tonight

including stepped up immigration enforcement and sweeping efforts to shrink the size of the federal government. white house officials say billionaire elon musk will be among the guests in the room amid growing anger over mass federal worker firings and cuts advocated through the department of government efficiency. >> when did elon musk get the power >> reporter: several congressional democrats say they're split over whether or not to attend. michigan senator elissa slotkin will deliver their party's formal response. now, a number of democratic lawmakers have also invited recently fired federal workers as their special guest tonight. a number of those workers also veterans. the lawmakers say they want to raise awareness about how they've been treated and also about their concerns about the potential impacts the widespread cuts could have on services, michael. >> natalie brand in washington, thanks. and cbs news will have complete coverage of president trump's

prime time address to congress at 9:00 p.m. eastern with john dickerson, maurice dubois, and margaret brennen. well, the vatican issued its latest update this morning on pope francis saying he slept all night and is continuing to rest as he fights double pneumonia in a rome hospital. it comes after the vatican said the 88-year-old pontiff suffered a setback yesterday with two new episodes of respiratory crises. he was put back on mechanical ventilation to breathe. doctors had to suction fluid from his lungs. his prognosis remains guarded. more than 60 million people are under a threat of severe storms over the next two days. this morning severe weather will move east of dallas and tulsa crossing over arkansas, louisiana, and mississippi this afternoon. powerful winds and possible tornados could disrupt mardi gras celebrations. the severe storm threat arrives in alabama, georgia, and the florida panhandle overnight. tomorrow severe storms with damaging winds will threaten the east coast.

the highest risks will be in the carolinas and virginia. and lighter winds yesterday helped crews make progress against the wildfires burning through the carolinas. south carolina's national guard is pitching in to help. you can see them dropping water from above. an air quality alert remains in effect for myrtle beach and the rest of horry county because of the smoke. dave malkoff is in myrtle beach with the latest. >> this is absolutely insane. >> reporter: drivers faced a wall of wildfire smoke on the highway near myrtle beach monday. local fire officials expect the haze to stick around for another few days as they work to contain the fires. >> we advise everyone to stay inside and stay out of this smoke. and if you see flames, call 911. >> reporter: volunteer firefighter desmond bowen says he's amazed to be part of such a huge emergency response. >> i haven't seen this many fire trucks and firefighters in -- only on tv. >> reporter: south carolina's biggest wildfire in more than 15

years forced evacuations over the weekend. the governor declared a state of emergency and issued an outdoor burning ban. >> and this is part of the problem right here. listen to this. i'm going to put it right up to my microphone. that is crispy, crispy fuel for this fire. fires need the fuel. they need low humidity. they need high heat, and they need high winds, and that's what they got. >> by the time that you go and try to find an extinguisher or water source, it's already beyond control. >> reporter: crews were able to keep these massive flames away from homes over the weekend. >> it was a little bit scary with flames coming over the tops of trees near homes. >> reporter: and volunteers say they'll continue to offer food and aid for as long as the firefighters need it. david malkoff, cbs news, myrtle beach, south carolina. >> and the powerful storms in the south are forcing

cancellations and changes to some mardi gras celebrations. in new orleans the parades will go on on, but they'll kick off earlier along a shorter route. and for the first time in history fat tuesday has the same federal security designation as the super bowl. cbs' kati weis is in the big easy. >> reporter: the big easy, the top tourist destination for american mardi gras celebrations. after the new year's eve attack on bourbon street that killed 14 people, the city is operating at tier one, the highest special event assessment rating the federal government can assign. it also means hefty security resources from hundreds of state officers and federal agents including bear cat patrols and bomb sniffing dogs. it's the first time in the nearly 200 years of new orleans' mardi gras parading for the city to see this level of support. >> the january 1st attacks changed everything for this city. >> reporter: steven stavinoha is the director at field operations

for customs and border protection in new orleans. because mardi gras season started in january, his team has been here since before the super bowl. what are some of the things you're looking for? >> we're looking for that lone wolf, an individual that may be trying to do something with an automobile. we're also looking for people who may possibly have ieds in their backpacks as well as people with weapons that are around the parade route. >> reporter: cbp is also looking for threats by water. >> we're just looking to see if we see any sort of traffic that seems out of place. >> reporter: matt valzania is a marine agent for customs and border protection. he's keeping watch on the mississippi river. >> coast guard's out here. border patrol's out here, louisiana fish and wildlife. a large event like this, it's an all hands on deck kind of thing. >> that was kati weis in new orleans. well, the faa is investigating why several passenger planes received rare false alarms from their onboard

san diego. he was just days away from his destination of brisbane when he hit the storm. he activated on emergency beacon in waters are friday but was stranded in rough waters for three days until he was rescued yesterday. well, a texas official wants to rebrand new york strip steak. and a surprise guilty plea in a mass shooting in illinois. those are some of the headlines on the morning newsstand. the chicago sun times says robert crimo iii abruptly changed his plea to guilty in the 2022 independence day parade massacre in highland park, illinois. moments before prosecutors were set to deliver opening statements yesterday, crimo admitted to opening fire in a chicago suburb killing 7 people and injuring dozens more. eight months ago crimo also agreed to plead guilty but backed out at the last minute. he faces up to life in prison when he's sentenced next month. the bbc says two people were killed when a man drove a car

into a crowd in mannheim, germany. surveillance video shows the car speeding along a street yesterday before ramming into the crowd. 11 people were hurt. the suspect, a 40-year-old german man, is in stable condition in a hospital after authorities say he shot himself as he was being arrested. police say he acted alone and is not believed to be linked to extremism but showed signs of mental health issues. and "the new york times" says texas may try to change the name of the new york strip steak to the texas strip. in a post on x, texas lieutenant governor dan patrick said he was working with the state senate on a resolution that would officially rebrand the cut, which was named because it was invented in new york. he noted that texas leads the nation in heads of cattle. he added that, quote, liberal new york shouldn't get the credit for the hardworking ranchers in texas. the head of one new york steakhouse called the proposal ridiculous. ahead, dialing for donuts. a little boy's call to 911 ends
