>ryan>right now, at 530, the stock market plunging further today as president trump imposes new tariffs on the three biggest trading partners. and those tariffs took

effect at midnight, canada, mexico, responding with their own tariffs when they say she will speak to president trump as soon as thursday. and we spoke to the president who said californians could start feeling the impacts in the next few weeks. >> causing a lot of angst among consumers and businesses is really not knowing what's going on. how long these tariffs are going to last. what's the impact going to be? how can you plan? >> one recent study estimates the new tariffs could cost the average u.s. family more than $1,200 a year. as we give you a live look at the capitol hill, president trump is set to address congress in america in less than half an hour from now. joining us live now is professor from occidental college. thank you for joining us. after a busy first two

months of the administration, what do you think the president hopes to achieve with tonight's speech to congress? >> i think he has two audiences. the first is the viewers, for the past 30 years that the biggest viewership will be from the party. i think he has a hard sell on the economy, given what's happening with the stock market and how they will drive up prices. and he also has this audience with republican members of congress because as much as he has been flooding the zone and putting everything he possibly can, kind of throwing spaghetti against the wall, he really can't pass major legislation. for example, getting rid of the department of education without congressional support. he'll be pitching his programs to republican members of congress. >> you mentioned the economy during the past few days, we saw the stock market take a tumble

with new tariffs. one of his campaign promises has been to lower the prices of groceries and goods for americans, but the opposite may likely happen with those tariffs. so how will he defend those tariffs? >> well, i could imagine he might make a pitch it's short-term pain for long-term gain, even though if we get in a trade war, there is no assurances like building a steel mill or something like that along those lines. i think donald trump, the wall street journal, the conservative news publication called this really a dumb idea, right? their words. and the dumbest tariff decision. i don't know why he is doing this, given he ran on the economy. if you look at government waste, that doesn't make the top ten risk. doge is dominating the headlines, the economy is dominating headlines, and he's not doing what he promised the american public he would, reduce pricing, which is quickly on key points here. 60% of our crude oil comes from

canada, so we will immediately see an increase in prices at the gas pump. target and best buy and a number of ceos have come out and said we will see an increase in the cost of goods and the cost of fresh fruits both from canada because 80% of our fertilizer comes from there. so not really sure what donald trump is doing here. let's see if he could clarify that tonight. >> one international headline after the blowup, with the ewe crepe yan president. how much influence do they have, especially when negotiating a peace agreement? >> it appears he has decided to essentially and formally shift 80 years of our diplomatic kind of sorting. i don't want to be hyperbolic here, but we're not the leader of the free world anymore. when he's trying to normalize relations with putin,

it means we are no longer seen as countries standing for freedom. this is a hard fought alliance. 80 years of the most prosperous peaceful time, who has made the largest land grab, and as we have seen with european leaders meeting without us, offering zelenskyy those assurances that the united states could not. >> okay, thank you very much for your insight and your expertise. >> good to see you. north bay representative, mike thompson, selected by democrats to be the designated survivor. one bay area city taking red tape to a paper work error. we'll hear from the developers even as the major comes to their defense. >> will and it is very marginal

treatment option that's right for you. well san jose all across the bay area badly need housing, so a builder stepped forward with a plan only to have that plan rejected not because of the project, but the tiny margins on the paperwork were too wide. our kevin ko introduces us to the developer who had literally gone back to the drawing board. >> reporter: he decided to live and work in the bay area because of a single piece of legislation. >> identify all the eligible

sites throughout california. >> reporter: known as the california home act became law, allowing homeowners in zoned areas to build up to four units on their property. the goal, to address the housing process statewide and give them the opportunity to build intergenerational wealth. and it focuses on helping homeowners. >> the deals that we have done with sb9. >> one of those projects in the south bay almost fell apart because of this. less than a quarter of an inch. >> just like all the margins that are around the side. >> the east bay native is the operations manager at the area. he got an e-mail, rejecting the housing project because the margins on the map were 0.2 inches over the requirement. >> this one is a good one to share because it's very marginal, annoying, and there are some things that are much

harder to deal with. >> and so it is more of a symptom of a broader issue like we need to address whatever state, local guidelines that are impeding, promoting housing growth. >> reporter: donovan, posted the dilemma online, which caught the eye of san jose mayor matt mahan. >> you have to be kidding me. if we're letting an eighth of an inch of the paper margin get in the way of building housing that we need, something is fundamentally wrong. >> reporter: the measurement is required by a 1974 state law amended in 2010. requiring an entirely blank margin of one inch on housing plans. >> many of those rules are there for good reason. some overreach. >> reporter: donovan says the team helped them get the project back on track. for a smaller developer like bill casa, unpredictable delays and timelines could jeopardize the housing project altogether. so the help was welcomed and the mayor agrees. the setback

highlights a larger issue at hand. >> we need to go upstream and figure out how to encourage the state to create a little more flexible and then work downstream of the process with the county. >> reporter: until then, there is no margin of error to build housing in california, which bill casa was reminded of when they got an update on their san jose housing project. >> and after they signed it, the ink got smeared. and it is just deaths by a thousand paper cuts, where you get used to it eventually. >> the mayor is meeting with the team this week working to identify barriers to building housing in the state. straight ahead in sports, march madness time is around the corner, awards are being handed out locally. an east bay school is getting ready to

okay, first alert chief meteorologist, paul heggen is here. rain is here and they didn't need the umbrella, but we felt it. >> enough to notice what's coming down. and not substantial, not measurable. a trace of rain that is

accumulating. just a little bit to subtle the dust a bit. more rain tonight. the bulk of the system will be in farther to our south. a look at the big picture here as the next wave of rain will be making their way on shore and really aim at the central coast in southern california, very welcoming rainfall for southern california and more snow flying into the sierra. they will add up the higher elevation and a foot or two of snow, potentially locations just a few inches of the total snowfall. off and on showers will continue into wednesday, even the possibility of a couple rumbles of thunder in the bay area on thursday. we'll be seeing that giving way to a dry end of the workweek and a dry first half of the weekend as well. and increasing odds that maybe the entire weekend is going to be staying rain free. a look at the close up details of how this will evolve. rain surging up from the south as we would head through tomorrow morning. i would plan on at least a damp commute early tomorrow morning. but this is going to be light to moderate rainfall. any potential will

avoid the bay area. and plus we have been mostly dry for the past couple of weeks. off and on showers will continue even as they make their way farther and farther to the east. we'll see a few more hit or miss showers throughout the afternoon into tomorrow evening. there will be gaps in between. with enough cold air in the upper levels of the atmosphere is when the potential of a couple rumbles of thunder make their way down to about 3,000 feet. maybe even 2,500 feet and frosting of snow around the bay area by the time thursday morning rolls around. in between the showers tomorrow, it will be a cold day. temperatures running 4 to 7 degrees below average into the santa clara valley. warm spots will be in the north bay because the bulk will miss us to the south. they will see more sunshine peeking through. your temperatures are likely to get to a little bit above 60 degrees. 61 the warm spot across the entire region by tomorrow afternoon. in terms of total rainfall from this one, let's

add it up. again, it will be more sparse. a few hundredths of an inch of rain as you make your way down i-80. and again closer to the real heart of the storm system. a few tenths of an inch of rain in san jose, and then close to one inch in the santa cruz mountains. even that number is well short of the threshold for any kind of potential. winds will pick up throughout the day tomorrow. it won't be an issue throughout the rest of tonight. even with the sun that comes up and the rain starts to move in. bulk will not kick in until late afternoon and early evening commute, where they might be trying to move you a little bit. these numbers are short for the wind advisory. in the sierra, add up the snow. a couple inches of total snowfall. but you go up in elevations, especially to the south. you'll be seeing the potential of two feet of snow on some of the peaks over the course of about the next 48 hours or a little bit more than that. and we do dry out as we

hit the end of the workweek. and friday and the weekend, saturday and sunday, looking dry. we'll add more clouds to the forecast on sunday. there is still an outside chance. but it really looks like that's being pushed back into monday and tuesday of next week. this one is probably going to be spread out, more across the bay area, so everybody will get in on the action. it will be a little bit heavier in the forecast. but it's the last couple of days of the seven-day forecast. there is a lot that could change between now and then. let's head over to vern with a look at sports. >> kpix sports is powered by kia. learn more at kia.com. kia, movement that inspires. college basketball up top with the men dominating the west coast conference this season, and that domination extended into the individual awards, starting with the head coach, randy bennett, named the wcc coach of the year for the

rodgers. now both are gone. could the 49ers have interest in this proven veteran receiver? high school basketball post season is here. the norcal playoff tip-off is tonight for schools all across the bay area including one school that saw this stage for the first time. >> confidence is really high. i think we could go really far. >> i think after that win on friday is sky high right now with confidence. >> and if martinez, they win their first ever ncs boys basketball last friday after starting the post season with a below .500 record. what a losing record. >> after the first round, we believed really that we could win the whole thing. it's something we dreamed of as kids for sure. we worked our butts off to get to this point to make it a reality. >> i thought it was amazing though. growing up playing with these guys since middle school. it was pretty special though. knowing i was a part of the first year to win the title for
