nasdaq took a 4% nose dive. this ups can amid the escalating trade war. the province of ontario put a 25% surcharge on electricity sales to michigan, minnesota and new york. china meanwhile scllapped an additional 15% on farm products including poultry, beef and soybeans. derick waller joins us now. a big sell-off on wall street. a lot of people are fearful about the economy. what are financial leaders saying? >> michael, some of the big banks raised the prospect of recession, they've increased their odds that will happen. jpmorgan pegging the likelihood at 40%. investors are really spooked by the impact president trump's tariffs could have on the economy. all eyes on wall street this morning after stocks tumbled once again monday. the white house down playing those steep losses. >> i think that we're pretty close to having the uncertainty behind us. as you know, when that happens

the economy lifts off. >> some u.s. companies are moving forward. goldman sachs and delta airlines are latest to downgrade economic outlooks citing weakening demand and concerns. meanwhile, china slapped new retaliatory tariffs on u.s. agricultural products like beef, poultry and wheat. ontario, canada added a 25% surcharge on electricity to three states, prompting the president to respond, we don't need your energy. the house could vote as soon as today on a gop bill to avoid a partial government shutdown today although one republican of kentucky, thomas massie, says he will vote no. the president on social media called for him to be pry married. t the. >> the house spending bill does nothing to protect social security, medicare and medicaid. >> reporter: there's new fears those programs are in jeopardy

a limited cease-fire covering the black sea and long-range missile strikes. officials say ukraine is also ready to sign an agreement granting the u.s. access to its rare earth minerals. ukrainian president volodymyr zelenskyy met with saudi crown prince mohammad bin salman to thank him for hosting the talks but he is not expected to take part in the actual negotiations. and coming up on "cbs mornings," an exclusive interview with senator mark kelly who just returned from ukraine. how he responds to elon musk calling him a traitor and why kelly says the u.s. can't abandon ukraine. a new york judge ruled a palestinian activist who helped lead last year's protests at columbia university in new york should not be deported until a lawsuit challenging his detention is heard. mahmoud khalil who received a graduate degree from columbia last semester was arrested by immigration agents and faces possible deportation. his attorney says the agents

sudiksha konanki was last seen early thursday on a beach near the resort where she was staying during a spring break trip to punta cana. a dominican police source tells cbs news that she and the five women she was traveling with walked to the beach with two american men. her friends returned to the hotel while she and one of the men stayed behind. the new l.a. district attorney says he will fight a renewed push for lyle and erik menendez to be released from prison. the brothers were convicted of killing their parents more than three decades ago. as cbs's carter evans reports, the d.a. says the brothers need to come clean about the crime. >> our position is that they shouldn't get out of jail. >> reporter: l.a.'s new district attorney, nathan hachman, says erik and lyle menendez should not be resentenced because after more than 30 years they still haven't taken responsibility for their crimes. back in october former d.a. george gascon said the brothers' case deserved another look. >> i do believe that the

brothers were subjected to a tremendous amount of dysfunction in the home and molestation. >> reporter: but that wasn't their defense in the 1993 trials. in court the brothers said they were acting in self-defense when they killed their parents. the evidence suggested otherwise. >> they took actions that were both premeditated and deliberate, not just immediate responses to their parents somehow threatening them the night of august 20th. >> reporter: hachman outlined how days before the murders the brothers droves to san diego to purchase shotguns and even visited a firing range to practice. he says the brothers tried to make the murders look like a mafia hit by shooting their father in the back of the head and their mother in the face, then shot both in the kneecaps to complete the picture. >> to the extent that there's evidence of preplanning that undercuts the idea that there was an immediate risk, that there was no other choice other than to kill their parents. >> reporter: family members who support the brothers' release say the new d.a. is playing

politics. >> do you think there's any chance the menendez brothers are going to get out of jail in the next few years? >> we have laid out a pathway for the menendez brothers to potentially get out of jail. it requires them to finally fully acknowledge and completely accept responsibility for the entire breadth of the crimes and all of the lies that they have told. >> reporter: a judge will ultimately decide if the brothers should be resentenced. and california governor gavin newsom can still grant clemency. he has asked the parole board to evaluate erik and lyle menendez would pose a security risk. carter evans, cbs news, los angeles. yesterday doctors say the 88-year-old pontiff is no longer in imminent danger of death and lifted the previous prognosis of guarded. they said they want to keep pope francis in a rome hospital for a few more days to receive treatment.
