backed off on his threat to double the fee on canadian metal after the premier of ontario paused a 25% electricity sur charge to three states. next on the chopping block the education department with 50% of its work force set to be fired. jarred hill joins us now. we are talking about 1,300 jobs, not to mention the impact on children. >> yeah. there's a lot of people. and the education secretary. these layoffs are the first step in making good on president trump's promise to shut down or at least severely shrink the department of education. amid the massive change, though, she says that key functions like student loans and funding for students with special needs will not be impacted. major downsizing at the department of education. today offices nationwide are shuttered with the agency announcing more than 1,300 people are being fired. >> it's going to have enormous consequences to families across the country. >> reporter: a step in president donald trump's promise to

dismantle the department. >> we have a bloated, very dishonest in many cases federal government and bureaucracy. >> reporter: also today president trump's 25% tariffs on all imported steel and aluminum kick in. >> the tariffs are going to be throwing off a lot of money to this country. and we've been ripped off for years by other countries. >> reporter: the move has support from many domestic steel and aluminum makers, but the head of the can manufacturers institute says consumers will eventually take a hit. >> how long will it take for people to feel the impacts of these tariffs? >> the impacts will be felt the next 60 to 90 days as we buy more feel and lump -- steel and aluminum and as those containers are filled with food and beverages. >> reporter: trade uncertainties sent markets tumbling again tuesday. the u.s. commerce secretary -- >> the markets are going to learn let the dealmaker make his deals. >> reporter: a breakthrough on one deal -- ukraine will accept a 30-day u.s.-brokered cease-fire with russia.

>> we'll take the offer to the russians. we hope they'll say yes. >> reporter: the u.s. will repeal intelligence sharing in response. the secretary of state says that the ball is in russia's court, but the kremlin has been opposed to anything short of a permanent end to the war sparked by their invasion in ukraine. meanwhile on the trade issue, today the european union announced counter-tariffs on $28 billion of u.s. goods starting next month. this is in response to trump's tariffs on steel and aluminum. this back and forth it seems is going to be continuing for quite a while. >> all right. thanks. the house passed a bill averting a partial government shutdown, but its fate in the senate is uncertain. the legislation which funds federal agencies through september passed 217-213 yesterday with one republican voting against it and one democrat for it. the gop-controlled senate needs support from at least eight

democrats to get the bill to president trump's desk. transportation secretary sean duffy is extending the ban on most helicopter flights around washington's reagan national airport after january's deadly collision between an army chopper and an american airlines plane. it came after the ntsb said it found an alarming number of close calls involving planes and helicopters near the airport. at least one a month going back 13 years. it called the celebration -- the situation intolerable. investigators looked at data from every airport to make sure the same thing isn't happening elsewhere. a hearing is scheduled in new york today after a federal judge temporarily blocked the deportation of a palestinian activist who helped lead last year's protest at columbia university. former student mahmoud khalil was arrested by federal immigration agents lasts weekend and faces possible deportation. his attorney says the agents claim the government was revoked

-- was revoking khalil's green card. demonstrations were held in several u.s. cities yesterday including new york and los angeles protesting the arrest. president trump has vowed to deport students involved in pro-palestinian protests who he claims support hamas. >> this administration is not going to tolerate individuals having the privilege of studying in our country and then siding with pro-terrorist organizations that have killed americans. we have a zero tolerance policy for siding with terrorists period. >> the white house says it's given columbia university the names of others being sought for deportation, but they claim the school has refused to help federal agents find them. new details and new video as the search intensifies for the american college student missing in the dominican republic. sudiksha konanki was last seen nearly a week ago heading to the beach in the popular resort town of punta cana. cbs' manuel bojorquez is there and reports the search party now

includes the fbi. >> reporter: this may be the last known image of 20-year-old university of pittsburgh student sudiksha konanki before she disappeared. surveillance video from the early morning hours of march 6th shows the five walking toward the beach. national police spokesmen have seen the video. are there clues that show maybe it was an accident or something else? [ speaking in a global language ] you still have to wait the results of the investigation. konanki and several friends were staying in the popular resort town. a dominican police source said konanki and women she was traveling with went to the beach with two american men. her friends returned to the hotel while sudiksha konanki and a man stayed behind. later video showed him returning alone just before 9:00 a.m. investigators in the dominican republic have re-interviewed the

man she was last seen with as they continue combing through surveillance video and phone records. u.s. authorities including the fi are also assisting in the case. the search has intensified. local authorities have been using helicopters, drones, diver teams, and k-9 units to find the college student. this year, 21% of americans who are traveling for spring break book trips abroad. about 2.5 million american tourists vacationed in the dominican republic according to a recent survey. konanki's parents flew here to punta cana after they learned she was investigating. -- she was missing. they're urging police to investigate all scenarios including foul play and not just the possibility that she may have accidentally drowned. manuel bojorquez, cbs news, punta cana, dominican republic. well, the measles outbreak in west texas and new mexico is growing and has spread to oklahoma.

veterinary hospital between the 82-year-old owner and the maine coon named aggie. the woman's home was destroyed in the palisades fire. aggie was in bad shape and has undergone several blood transfusions, but she's expected to be released from the hospital tomorrow. a woman missing for nearly a week is found alive, and a tragedy in a hyperbaric chamber. those are some of the headlines on the "morning newsstand." the "detroit free press" says four people were charged in the death of a 5-year-old boy inside a hyperbaric chamber. prosecutors say thomas cooper was trapped inside the pressurized oxygen chamber when it burst into flames in january at the oxford center in the suburb of troy. he was being treated for adhd and sleep apnea. the mother suffered burns as she tried to save her son. three people including the center's founder face charges including second-degree murder. another employee was charged with involuntary manslaughter.

cbs chicago says a woman missing for six days was found alive, injured, and trapped in her car after a crash in indiana. authorities say brieonna cassell was reported missing last week. yesterday a drainage company worker saw a car in a ditch by the side of a road. she contacted his supervisor who happened to be a local fire chief. together they discovered the woman alive in the car. she told them she expected to die in the ditch and explained how her sweater saved her. >> she had been dipping it down in the ditch to get water. it had -- it wicked up the water into the shirt, and she would suck the water out of the shirt. her survival mode was uncanny. her will to live. >> johnny martinez, thank you for finding my baby. i can't wait to hug and kiss her. >> reporter: the family said she fell asleep at the wheel and ended up driving off a bridge. she's being treated at a hospital. and "the hill" reports the republican chairman of a house
