by crutcher's twin sister tiffany. >> while we're pleased to learn that the officer who senselessly killed my beloved twin brother will face criminal charges for her reckless act, we understand nothing will bring him back. our goal now as a family is to insure that this never happened to another innocent citizen. we're demanding full prosecution. we want a conviction, and when that happens, this is a small victory, but we know we have to get r >> nbc's blake mccoy has more. >> video from a police helicopter shows terence crutcher with his hands up, just moments before being shot and killed by tulsa police last friday. >> shots fired. >> the officer who fired, betty shelby, is being charged. >> i determined that the filing of the felony crime of manslaughter in the first degree against tulsa police officer betty shelby is warranted.

officer shelby suspected crutcher to be high on pcp. she said he wouldn't follow commands and seemed to be reaching into the car. >> i've got a subject. >> but the video seems to tell a different story. while the lead investigator in the case told the tulsa world that a vial of pcp was in the car, no gun was found. legal observers say charges against officers, especially this quickly, are unusual. >> we're seeing public pressure. we're seeingor in rare cases we're seeing faster movement towards prosecuting officers. >> the first step in the long road to justice for terence crutcher and his family began today. >> crutcher's family is mourning the father of four. blake mccoy, nbc news. >> the events in charlotte and tulsa continue to serve as a backdrop for tumultuous presidential race and with the first presidential debate just three days away, donald trump

their outrage and protests are threatening the country and their own communities. >> the rioting in our streets is a threat to all peaceful citizens, and it must be ended and ended now. the main victims of these violent demonstrations are law abiding african-americans who live in these communities and only want to raise >> that came after trump seemed to suggest drugs are influencing the nightly protests out of charlotte. >> i will stop the drugs from flowing into our country and poisoning our youth and many other people. and if you're not aware, drugs are a very, very big factor in what you're watching on television at night. >> a trump spokesman rejected the assertion he was speaking of

when trump is working to build his support among african-american voters, a group that is resoundingly supporting clinton by large margins. that was clear when the trump campaign quickly distanced itself from its ohio county chair cathy miller who said this to the guardian. >> i don't think there was any racism until obama got elected. we never had problems like this. i'm in the real estate industry. there's none. now, with the people with the guns and responsible citizens. that's a big change. i think that's a philosophy that obama has perpetuated on america. and if you're black and you haven't been successful in the last 50 years, it's your own fault. >> miller has since told a local ohio publication, i am apologizing that it's causing all the problems for mr. trump, not for the statements.
