what the changes coming for airlines and travelers. >> reporter: the department of transportation has landed on a new set of rules for airlines that official hopes will mean an upgrade for travelers. the changes announced by the white house are designed to protect passengers, promote competition, and lower ticket prices. >> most americans believe that the airlines to whom they pay significant sums of money to help them get places should treat them fairly in return. required to disclose their total number of mishandled bags. >> we sent -- we spent our whole vacation searching for luggage. >> reporter: it will not happen immediately but the department of transportation is proposing a new regulation requiring carriers to refund baggage fees if luggage is delayed. they will be required to provide more complete data including on-time numbers for regional partners and will have
