israel and the palestinians have been holding their first direct negotiations in nearly two years in washington. the american middle east envoy, senator george mitchell, said talks so far have been constructed. he said talks -- sides agreed to meet again in two weeks and that they would work towards reaching a framework agreement first. the bbc's middle east editor is in washington. >> the two sides' motorcades brought them into the state department in washington for the latest installment in what has turned into a 20-year middle eastern saga of lost hope. not surprising, then, that in a public part of the meeting they were all careful to say that negotiations were just supposed to bring peace inside the year and would not be easy. the americans will be with them inside the room or hovering outside.

palestinian refugee families who lost their homes when israel was created in 1948. in a few jewish settlements in the occupied west bank, building has restarted, despite an official construction freeze. it is a response to the killing of four settlers by, saw this week. israel says the freeze stops at the end of this month. palestinian president says that if it is not extended, he will walk away from the talks. >> we call on the israeli government to move forward with its commitment to end all settlement activities and completely lift the embargo of the cover -- completely lifted the embargo of the gaza strip. >> the conflict is changing. it is no longer simply nationalists fighting over land. a religious war is being crafted steadily on to that. back on the ground, there are people on both sides who think they are doing god's will. at home, mr. netanyahu's

government includes ministers who do not want what they called jewish land to go to palestinians. mr. abbas cannot speak for all its people. hamas, which condemns his presence here, controls gaza. they all looked relaxed as the journalists were ushered out. they will not be behind closed doors. >> the u.s. middle east envoy, george mitchell, described some of the key issues address during that meeting at the state department. >> both prime minister netanyahu and president abbas condemn all forms of violence that target innocent civilians and pledged to work together to maintain security. they reiterated their common goal of two states for two peoples, and to a solution to the conflict that resolved all issues, and is all claims, and

establishes a viable state of palestine alongside a secure state of israel -- ends all claims. president abbas and prime minister netanyahu agreed that these negotiations can be completed within one year and that the aim of the negotiations is to resolve all core issues. >> george mitchell there. now, a look at some of the day's other top stories. the afghan president says a nato air strike has mistakenly killed 10 election campaign workers in the north of the country's peak -- north of the country. convoy vehicles carrying election workers had been attacked by a fighter plane and two helicopter gunships. large cues have formed outside branches of afghanistan's main commercial break because of fears about insolvency. the governor of the country's central bank has said some customers have had problems withdrawing their money.

he said the bank was providing more cash to reassure depositors that their money is safe. firefighting vessels have been sent to an oil platform in the gulf of mexico after an explosion. the platform is still ablaze, and coast guard's say a mile long sheen of oil has spread from the area. 13 workers on board have all been accounted for. the world bank has raised the amount it is offering to help deal with the floods in pakistan to $1 billion. earlier, the international red cross warns that resentment was growing toward aid workers as people became increasingly desperate. staff had twice been forced to abandon distribution of food supplies because of angry crowds. the 33 miners trapped underground in chile have had their first hot meal in 26 days. nasa scientists have also arrived at the mine to offer a vice on keeping them healthy. there has been a setback in their rescue, though, after a fall in the rock meant that the

drilling had to be halted. correspondent james reynolds has been at the mine, where he met one of the local helpers. >> plenty of entertainment has been provided for the families waiting here outside the mine in this village where this group is actually dancing a traditional dance for each of the 33 miners. if you have a look here on this yellow notice board, you will see an official information board. people have signed their names there and written prayers to the minors. i am joined by pamela. she is going to give us a tour of what is going on here. >> here we have the office where we can look after people with a little bit more privacy. we can also use the computers there when we need to. there, we have the storeroom, which the mayor has brought to store supplies that are coming

decency and diligence with which he has negotiated this agreement. i thank him for bearing in mind at all stages the national interest. >> it could still go horribly wrong for labor, showed that group of three independent mp's decide to back the conservative. either way, it seems australia's wait for a new government is coming to an end, following the closest election result in the country's history. >> president obama has warned americans to prepare for the worst as hurricane girl approaches the east coast of the united states. thousands of residents have been moved from their homes ahead of the storm with winds of up to 125 of the hour. by the hurricane weakening slightly, forecasters say top winds were still close to 125 miles an hour. our correspondent is in atlantic beach, north carolina. >> conditions here have changed pretty dramatically over the last few hours.

you can see the certification behind me is really picking up power and ferocity as that storm gets ever closer. the winds are still about 145 miles an hour, but the latest forecasts say this storm could swiped the coastline and head of north. that is slightly good news, but they also say there's a chance the western i of that storm could make landfall just north of my position here, making it one of the most powerful winds. the chances of huge floods. president obama telling millions of americans now to track this storm very carefully and watch and wait and see what happens. there are warnings in place now from south carolina all the way up to massachusetts, covering a huge swath of the eastern seaboard. there's a chance the storm could carry on up to places like long island and even densely populated areas like boston. people watching the storm very carefully now. >> you are watching "bbc world news." still to come, enjoying people

that has to avoid the bus. more on brazil's rising property market. in mozambique, the government has said 8 30 cents increase in the price of bread will not be reversed. this comes amid a second day of rights which has now claimed at least seven lives. another 280 people have been injured in the given stations against the cost of living, and water and prices have also gone up. >> the people of mozambique have been pushed to their limits. they are angry at the rising cost of living. the price of bread controlled by the government has gone up by 30%. water and fuel have also become more expensive. the result is riots on the streets of the capital. after the authorities blocked off many of the roads, the situation had been, more on thursday.

many people are scared to lose their homes. some people have been to out to throw stones at the police. it follows bloody scenes on wednesday in which at least six people were killed. shops were looted, and buses and trade houses were destroyed. now, in a bid to restore calm, the government has deployed the army to drop a response by the army that the price increases will not be reversed. state media reports say that the president is working to address the country's food production problem. more than half of mozambique's 22 million population live on less than $1 a day and can scarcely afford any increases in the cost of living. two years ago, rioting forced the government to abandon plans to increase fuel prices. it appears that a similar reversal this time is unlikely, and so tensions may well remain

high. >> you are watching "bbc world news." the top story this hour -- israeli and palestinian leaders are meeting in washington for their first face-to-face talks in two years. hillary clinton called it an important step towards peace. for more on that, let's talk live now to our correspondent in washington. there have been so many false starts here before, so many cascading failures. if they get in to talk every two weeks, that in itself would be a breakthrough. >> yes, and what has been agreed so far is that the israeli and palestinian leaders are going to meet again in mid-september, and as you say, they have agreed to meet every two weeks subsequently face-to-face, talking about the core issues which are crucial to reaching agreement between the israelis and palestinians. that in itself is seen as a

breakthrough, but remember, the bar is quite low, and there is a looming obstacle, and that is the problem of the settlements in the west bank. there has been a moratorium on new building in the settlements. already, some jewish settlers are saying they will start rebuilding then. palestinians are hoping that the israeli prime minister will carry on with the moratorium. they say if he does not, the palestinian leader will leave these talks. already a huge obstacle and as yet, no resolution. >> when the israeli and palestinian leaders returned to the middle east, how do we think they will sell this to their own people? >> that is the key question, and it seems as though the israeli leader might be in a slightly better position than a palestinian leader. remember, president abbas is representing abbasfatah -- representing his fatah movementhis -- fatah movement

back. one of the world's biggest gap it shows gets under way, samsung is first out of the block with a new tablet computers. remind you of anything? yes, it does look like a smaller ipad, but this one runs with a rival google android software, and unlike apple products, -- here's the question -- is it going to be cooler than the ipad? >> the design, portability, functionality of the device are tested. >> it has taken apple rivals some time to hit back. total sales of $275 million, the ipod dominates the mp3-player market. its nearest rival nearestsandisk has a tiny share. google android bones are beginning to overtake apple, and more than 3 million ipads have

been sold, but this time, rivals like samsung have been quicker to respond. one technology blogger thinks other firms have learned a key lesson. >> they are trying to represent this sexy lifestyle. everything is just an easy once you get it out of the box. it just works, and that is very much something that apple has been offering for years. >> toshiba also has unveiled an ipad look like here. plenty of computers year in all shapes and sizes, but they have one thing in common -- just about all of them are likely to be much cheaper than the apple's ipad. >> the property market in brazil is booming as the company enjoys rapid economic growth. thousands of people are buying their first home, and prices in many areas have doubled in the past six years, but can the country avoid the boom and bust of property markets seen in other countries? >> it looks as if there is no more room, but the forest of

grains keeps on growing. look almost everywhere, and you will find a building site. property prices have more than doubled since 2004, a boon not seen in brazil for more than 20 years. whenever a new building is put on sale, it becomes clear that everyone with spare money once a part of the action. >> i think it is a great time to invest, but commercial property, the investment will probably be four doctors or psychologists. >> but a boom in property can be risky. if banks lend too much, you could end up with a banking crisis, similar to the of united states. developers build too many homes, then prices fall, as had happened in spain, but developers say that brazil's financial regulations are tighter and that demand is huge.

>> we estimate that 8 million families do not have houses in brazil. that means 30 million people. in other words, one whole argentina do not live in a house in brazil. >> there are 100 houses. they are being viewed under a government to provide housing for low-income families. about half of them are ready. the other half still under construction. almost all of the houses have already been sold. in most cases, to first-time buyers. they have dreamed of having a house of their own since they married 22 years ago. earlier this year, they finally moved into their dream home. they are among the millions of brazilians that have moved up the social ladder with the country's growth, and now, they want more. >> my husband's dream is to buy

a truck so he can work for himself. in my case, i want to have a beauty parlor of my own. i realize how much i like to work with women's beauty, so that is what i'm studying now. we managed to buy the house, but we will not stop here. i still had many dreams to fulfill ahead. >> the property boom shows no sign of ending soon. the company -- the country is enjoying economic prosperity, and the growing middle class wants to own their own home, but economists say brazil will have to be careful that the boom does not get out of hand. >> europe's oldest film festival is trying to regain its prestige after losing out to some of its competitors. for the first time, the event in the italian city of venice has begun by showing 3 opening night films. >> she is the most reticent of

film stock. images of natalie portman have gone global after the world pose a premier of the movie in venice. but this was not the only premier of the evening. jessica alba also present for the violent black american romp "machete." >> i think this is the most beautiful place i have ever been made. weather during the day or at night, it is unreal. it is stunning, breathtaking. you cannot even believe -- i cannot believe i'm here. >> in fact, that is premiered three movies on its opening night, trying to appeal to hollywood, asia, and latin america. quentin tarantino is the head of the jury. everything is designed to make maximum impact. >> i think to get celebrities into any festival is important because everyone likes to see

the stars on the red carpet, talking to the press, chatting, promoting their films, showing they are interested in their worked. when they do not turn up, there's not that much to say. you are just talking about films and talking heads, and it is not that interesting. >> because the festival reflect past glory, george clooney takes part in premiers for films like "casanova." >> the oldest film festival in europe does give business a certain prestige, but as it is fine and up, there are plenty of young pretenders' ready to steal its clientele. >> i have the craziest dream last night that a girl was turned into a swan. >> most of these films will go on to toronto next week, and 30- year-old festival, which thanks to its proximity to hollywood, has a market with this tonight
