right now. he is continuing to engage with vladimir putin to find a diplomatic solution to the war in ukraine. they see him as a man that could push the european union towards a moderate position toward china. the one that the united states is taking. >> china has proposed a peace plan and we will commitment do we agree with it and is entirety ? no. but it is interesting. it shows commitment to resolving conflict. it is not a piece band it is a desire to have responsibility to build a path toward peace. i hope to be able to participate in initiatives that are used toward the ukrainian population. >> president macron will face challenges if he shows support of the peace bill from ukraine -- about ukraine. by china. russia has taken -- poland has taken over a million refugees

of taiwan's democracy. however, it is no secret that today the peace that we have maintained and the democracy we have worked hard to build are our -- are facing unprecedented challenges. we, once again, find ourselves in a world where democracy is under threat. and the urgency of kiki -- urgency of keeping the freedom shining cannot be understated. president reagan said it best, "freedom is never more than one generation away from extinction. " we have for this and defended it -- and must befall for and

defended constantly by each generation. in this discussion with congressional leaders this morning, i reiterated taiwan's commitment to defending the peaceful status quo. where the people of taiwan continue to live in a free and open society. i also highlighted the treaty which president reagan champions strong. i would like to add that we are stronger when we are together. >> the taiwanese president in los angeles meeting with the house speaker kevin mccarthy. we have a great panel with us tonight to discuss all that has happened. with top journalists and if anyone is looking for context of what is going on we have is a

bill -- isabel with us. thank you offer your patients for being with us. isabel, let me take in what has happened in l.a.. the white house just put out a statement saying there is no re for beijing to turn this transit into something that is used for a pretext to overreact. of course they are thinking back to when nancy pelosi went to taiwan. how will beijing react? >> beijing will react because they react to everything that is related to taiwan. but at least the white house is signaling strongly that they are not endorsing it and they do not have a meeting with the president of taiwan and as you pointed out this is in los angeles and not washington. it is less toxic. the white house could not signal any stronger that this is going to happen but it is not being promoted. >> if you're looking for the yen

and the yang of what is going on in the west with china or you have it. kevin mccarthy meeting with the taiwanese president and emmanuel macron in beijing. >> yes emmanuel macron is pursuing his own ambitions to be a diplomatic player of a high order. he did not have a lot of success in russia, but he will be given a are welcome in beijing. because he represents for china the possibility of keeping europe from the embrace of the united states. he is probably being too firmly embraced by the united states which is a major ambition of chinese diplomacy. the war in ukraine, as we know, has driven the u.s. and the eu together in a time when china would wishm not to be close. essentially china sees the u.s. as a lost cause. it sees it as an enemy that will never relent.

there is no concession tbe made in u.s. policy. but as europe is pop -- promising, if a rack -- emmanuel macron's position can prevail over urszula who is also in the threat. >> let's talk about emmanuel macron's visito beijing today. he said he will have a look at the peace plan. he doenot agree with all of it but in his words he wants to participate in initiatives that are useful to the ukrnian initiative. how will that be viewed by the meeting -- those in the meeting today? >> those words are meaningless and less what china is talking about is putting pressure on pressure to withdraw its troops from ukraine. this is a war started by russia it could be ended by russia. if china wants to make an effort to prevail upon russia to end the war, i think that would be very welcome, but until that happens, i don't think either

the pools or the ukrainians or either -- anybody in washington or most european pitals are going to be area impressed by the conversation. >> the nato general said today that the russia's decision to deploy nuclear weapons to belarus showed empty promises. we will see the views of what beijing may thing about it in the second but i wonder how that changes the strategy for the baltic countries. >> it doesn't really change it because the nuclear weapons that put has right now can't -- p utin haskin already hit the baltic regions. really it is just rhetoric. it is reminding everybody that russia is a nuclear power a creating anxiety. it is how russia is exercising germany against the western powers. i don't think anybody is taking

it seriously as a new threat. >> we should not give a impression that macron has a soft touch on this he said anyone helping this would be a accomplice in a breach of national law. he is nodded to this is -- this mission of people aid from china to the u.s. -- from china to russia. >> it is important to not mature his position. the first to be made on that front is he knows perfectly well what the chinese game is all about. one of the reasons he has taken with him to beijing the european commission of the president is that he wanted not to be in as just t french president, but a european show of unity. macron tried last year to get schulz to go with him to beijing and schulz decided to go alone. he wanted to do that. i think that is part of the message he is trying to bring. yes, he wants to put pressure on

china to try to put pressure on russia over its war in ukraine, but he wants to do that alongside another leader whose views he knows very well is different than his. she has been more outspoken but the idea out front is a double act that is a stronger show in as far as they can exert any pressure than if he had gone by himself. >> there is a split, isn't the? between the likes of rishi sunak and emmanuel macron. you think there would be pragmatism in this relationship with china. and as you said, we need to scale back relations with an increasingly assertive china. >> that is right but macron today in beijing also use the word d risking edges the phrase that has been coined elsewhere to just english -- distinguish the european position. again, as i said, macron and this leader know each other very

well. she came to paris and had lunch with him monday before they went on the trip read they know their positions are slightly different and they think this could be a way of playing it to europe's advantage to have two voices at the same time. i think the judgment in france is that it is worth despite the differences miss -- differences still making the trip together. and trying to air some things that macron wants to say he was the heir of russia deploying weapons and he wants to talk about the oppressed people. he wants to go there with the businessmen at play with him but he is also going to have that kind of dialogue. >> i want to talk about this in the context of the wall street journal journalist who has been taken. in the last few minutes, the white house has said they have noess to him. we know he is being held in a prison somewhere in moscow. does that suggest that in washington they don't think

there is any point in trying to negotiate with vladimir putin and that he has made reckless decisions that put him beyond normal diplomacy? >> actually there are negotiations that go on. there are negotiations about his and hers of war, the nuclear power plants, and that is in the middle of the war zone. and the negotiation's. it is not true they have no conversation. it may be literally that they are just telling the truth. that they he no access and they have not been allowed to see this kidnapped journalists. desk journalist. and they have not had a conversation with him. this is being perceived in washington as a kidnapping. it is an act of aggression they are going to use him to trade for something and already it is being understood as an open anti-american act in the middle of the war. it is certainly not going to

help make any kind of negotiation platform in -- friendlier or easier. >> would you feel comfortable working in russia right now? >> no, but i haven't for some time and i have not been there for a number of years. i am on a backlist in any case. >> >> so much diplomacy in l.a. and warsaw, beijing, china sits right at the heart of this. do you think the decision is being made in beijing as to which way they will go in relation to the war in ukraine? >> there is no sign that china is backing off of its support for russia at all. that internal propaganda continues to be very much repeating the russian lies. there have been no firm calls with president zelenskyy which was touted as a possible balancing act when president she -- president xi visited president putin.

that was in his third term. and i really don't see that this visit is going to make any difference in terms of xi jinping's willingness to deviate from his support for russia. you know, the peace plan has no diplomatic underpinning. it is not a plan. there is not a way forward with the plan. until he acknowledges that the ukrainians have a voice in this, it won't help. >> really interesting isabel hilton and others. thank you both for your time. thank you. let's take a quick look at the other stories making headlines here in the u.k.. the home office has confirmed it has leased a barge to howls and -- asylum-seekers. it cost more than 6 million pounds a day to house migrants in motels and this is a cheaper

solution. around 500 migrants will be accommodated in the south of england. the husband of a scottish minister has been arrested in an investigation of the sep financial investigation. he is the chief executive from 1999 until his ragged -- resignation last month. this is part of their investigation of several properties. and it is a difficult day for his party. let's stick with that story. andrew kerr who is joining us. we understand that they have eight hours to charge or release mr. morel. what has happened? andrew: breaking news in the last few minutes we discern heard from the police in scotland that the former chief executive peter morrow has been released without charge pending further investigation by police scland after being arrested at his home. the home he shares with nicola sturgeon the former first

minister of scotland. we just got that news in the last few minutes. in a statement, the police said that officers searched a number of addresses as part of their investigation, that was of worse, the house, the headquarters of the s&p and a report will be sent to the crone office and the curator of physical service for further consideration. as you see, and very difficult day for the s&p that is what the current first minister is seen today is a difficult and challenging day. and nicola sturgeon the former first minister released a statement to a spokesperson saying should know prior knowledge of police actions or intentions. and that he will fully cooperate with police scotland if required. however at this time no such request has been made. >> thank you, andrew. police forces around the world have taken part in a major operation in one of the biggest online criminal marketplaces.

genesis market is thought to assault personal information stolen from more than 2 million ople. to fraudsters allowing them to impersonate the individuals without raising suspicion. ip addresses, physical locations, all of it on sale for less than a dollar. allowing them to access bank and shopping accounts. the investigation is led by the >> opened the door. police. >> an early morning raid in cream speed yesterday the beginning of the u.k. contribution to an international operation against online fraud. officers from the national crime agency and police arrested a man in his 30's on sis should've rod and computer -- on suspicion of fraud and computer misuse. the target of the raid was the genesis market website a one-stop shop for hackers that can login and buys stolen passwords for bank accounts,

paypal accounts, servis like amazon, google, and netflix. what was dangerous about the data bei sold on the genesis market website is that it was not just login details. the hackers could purchase all of your digital fingerprint your browser information, your ip address, physical location, so when the hackers logged into the bank account or shopping website. it really did look as if they were the original user. >> hackers trying to use genesis market today did not get the usual login page. rather they gothis message from the fbi saying website had been seized as part of operation cookie monster. as a reference to one of the things that genesis market was selling was computer cookies to help impersonate genuine users. >> for too long hacke have stolen credentials from innocent members of the public. we want criminals to now be afraid that we have their information and they should be.

>> to avoid fraud we remind those that you should use two factor authentication -- wherein it is possible. daniel sanford, bbc news, national crime agency. >> we are here in the studio. this is a significant piece of international police work. what else could you buy on the website? >> the point is that it was the whole suite. that is what was so problematic for law and smitten. not only was it usernames, passwords, information about what browser use, browser fingerprint, the ip address, the location which would allow somebody to effectually impersonate someone else's computer. but you also saw the software that would allow you to do that as well. it was part of a service that was being provided to the hackers. genesis market was selling software which they could go on to an in the information they bought and t to log in on

someone else's bank account or shopping account. if they logged into an email account they could take hold of -- total control of that part of their life. they could even change passwords and a message would come back from the shopping website saying you want to change your password. and if they are in your email account they can change your shopping account fast and spend your money. the remarkable thing to me is that it was not on the adult web it was -- the dark web. it was on the open web you could go find it if you wanted to. >> there is criticism around this because the website has been operating since 2017 and 2018. it is being written about by web security companies some years being pointed out there's been a number of articles in the public demoing -- domain but it took until today forhem to figure out how to take it down. and i think in their defense that would be the need of an international court nadir. with the dutch fees and fbi

working to say how this is we are going to do it. and then they also utilize canada, australia, new zealand, and the u.k. >> that allow them to do massive action for 17 countries. >> if you look at the crime figures in any country cyber crime goes under the radar and it is a significant problem. could the people who might have had their information put on the website can they be confident it will still be used? >> no is the simple answer. you can check if your information is for sale by going to the dutch piece website it'll tell you if your information was for sale but if it is for sale there is quite possible that someone has cap that data and it will be made available elsewhere. you need to get in there and change all your passwords if you find tha it is one of those people that need to keep changing their passwords and looked after this information. thank you, daniel. in extradinary investigation across 17 countries around the
