hello and welcome to world news america. ukraine has claimed responsibility for an attack on the russian black sea fleet headquarters in crimea. the military says it carried out a successful strike. videos on social media show ask note blowing from the building. the governor said the foreshadowed windows of 10 nearby residential buildings. russia's defense ministry says one person was killed. a source of the ukrainian air force tells the bbc that it used a type of cruise missile supplied by britain and france. our correspondent has more. >> this is clearly a continuation in ukraine's tactic of specifically targeting sites in occupied crimea. but the apparent directive of russia's naval headquarters is hugely symbolic. it's not like -- it's not yet

clear what operational damage will be caused for russia, but this is a place where it has exerted such dominance through its navy, where i launches missiles across ukraine, it blockades ukrainian ports. i think what this attack does is undermine russia's continued occupation in a place that seems a cornersne of its invasion from as far back as 2014. there's also a connection between this missile strike in ukraine's continued's -- continued counter official further north. that they are trying to do is restrain russia's supply lines and occupy territory in the hopes that troops will run out of supply. president zelenskyy just completed a visit to the u.s. he's in canada currently. i think what we are seeing now is battlefield progress increasingly getting linked to the politics of it all. yes, he has been warmly welcomed

by both countries, but there are political corners that are growing increasingly skeptical as to what the ukrainian victory might look like, and for how long western allies should be pumping billions of dollars into ukraine. it's becoming increasingly high for president zelenskyy, who now is having to do negotiating in his foreign policy. >> as you heard, zelensky is working to shore up western support for ukraine. these currently in canada. the prime minister pledged six under 50 million canadian dollars in a for ukraine, a three year deal would include some 50 armored vehicles, as well as training for f-16 pilots. he said that canada unequivocally stands with ukraine, telling zelensky that this is an opportunity for canadians to express to the ukrainian president how strongly canada stands with ukraine. zelensky address the parliament and offered praise for canada's commitment to defend freedom. >> ukraine and canada are the

same. we stand and we fight for life. ukraine, not genocide will be victorious in this war. people will be the winners, not the kremlin. freedom will be the winner, justice will be the winner. you can know this for sure about us because you know for sure about yourself that you would never submit to people. >> zelensky's north america visit included meeting with business leaders and outside group supporting ukraine. earlier my colleague spoke with an advisor to zelensky about his appeal to the west. she asked about the support ukraine is getting from the u.s., and some polls show interest in the war. >> opinion polls fluctuate in al democracies, including in the u.s.

the cycles have their characteristics, which are turbulent and it might seem at times to support -- that support is swaying. as i said before, we are in this fight together. it's about making sure that there are autocracies that no dictator has encouraged around the world and using force to push their way through and achieve whatever objectives they see fit. that would be disastrous. that would be a calamity for the rest of the world. you can think of all the regions around the globe that would become inflamed. we are in this together, and the cheapest way for them to make sure they don't have to get involved, which is one big concern among voters, is to give every possible support to ukraine and to do it as quickly as possible. >> new jersey's democratic senator will temporarily step aside from his position as chairman on the senate foreign relations committee s -- after he was indicted for allegedly

accepting under its of thousands of dollars in bribes. it comes after a years long justice department investigation. prosecutors claim he and his wife accepted bribes from three new jersey businessmen in exchange for using the senator's influence and power to protect them. they say this senator accepted the money to benefit the government. federal agents found about $500,000 in cash stacked at the senator's home in a safety deposit box. the money was, stuffed into envelopes and hidden in clothing , closets and a safe according to the indictment. fbi agent's also discovered what they described as a lot of go, three kilograms worth of gold bars worth about 150,000 dollars. prosecutor spoke after the indictment. >> there are things senator menendez says he does for his constituents thinks he says he cannot do for his constituents. it's all on his senate website. for instance, it says he cannot

compel an agency to act in someone's favor. it says he cannot influence matters involving a private is in us. it says he cannot get involved in criminal matters or cases. but we allege that behind-the-scenes, senator menendez was doing those things for certain people. the people who were bribing him and his wife. >> the senator has been summoned to court on wednesday. in a statement he responded to the accusation saying, for years, forces behind the scenes have repeatedly attempted to silence my voice and did my political grave. since this investigation was leaked nearly one year ago there has been an active smear campaign of anonymous sources and innuendos to create an air of impropriety where none exists. i am confident that this matter will be successfully resolved once all of the facts are presented in my fellow new jerseyans will see this for what it is.

let's bring you some breaking news now. in the past hour the new jersey governor has added to the calls for menendez to resign saying, the allegations in the indictment against senator menendez and four other defendants are deeply disturbing. these are serious charges that implicate national security and the integrity oour criminal justice system. under our legal system senator menendez and the others have not been found guilty and will have the ability to present evidence disputing these charges and we must respect that process. however, the statement continued, the alleged facts are so serious that they compromise the ability of senator menendez to effectively represent the people of our state. therefore i'm calling for his mediate resignation. the allegations in the indictment against senator menendez and for other defendants are deeply disturbing. that is that statement from new jersey governor phil murphy. to discuss this, we are joined now by robber, cbs chief

election campaign correspondent, thanks for joining us. there's a lot of dramatic developments going on, but things look like they are very serious for senator menendez. >> they are serious and he said he will defend himself alongside his wife with regard to these charges. but to have the democratic governor of new jersey, someone with national ambitions that's considered a possible presidential contender down the line, to step out so early after this latest indictment, and to call for menendez resignation, it reflects a lot of what i've been hearing behind-the-scenes from top democrats, they are concerned about menendez and his political standing in new jersey. it's a state democrats rely upon to have a senate seat. two of them that are represented by democrats. though it has also been a state where republican ke former governor of new jersey, chris christie, has been able to find some success.

he not only can legally survive by politically survive. >> talk to us about the actual indictment, and senator menendez is not convicted of anything at this point. it's just an indictment, it's just charges. >> menendez is being accused of accepting bribes and of taking cash, gold bars, gifts, having a luxury car from egyptian businessmen who are doing business in and around new jersey, some related to a business related to food contracts. he's also being accused of, in some way, assisting the egyptian government in terms of the information he was providing to certain people. menendez is a powerful figure in washington. the chair of the senate foreign relations committee, due to the senate democratic rules, not due to the law, there's no law about this, but due to the rules of the senate among democrats,

menendez has decided to step down as a committee chairman. that decision has been applauded by the senate majority leader chuck schumer. though he continues publicly to defend menendez. we will see how this all plays out. it's a fast-moving story. >> stay with us for a couple of moments because it's perhaps not a fast-moving story, the deal is to avoid a government shutdown in congress. just over a week away from the deadline to fund the government or face the shutdown. what would it actually mean, what would a government shutdown mean when the shutdown expires at the end of the day at midnight, which is the start of a new fiscal year. if congress fails to pass legislation to renew funding, much of the federal government will shut down. many government authorizations come to a halt. some services deemed essential to continue. those could include border protection, federal law enforcement and air traffic control. but those workers will not be paid during the shutdown.

federal employees whose work is deemed non-essential will be put on furlough, meaning they will not work i will not be paid. once the shutdown is over, those who work will receive back pay. earlier i spoke with the republican congressman of iowa for his paws on the possibility of a shutdown. congressman, thank you for joining us. the clock is ticking. there's no deal done yet, are you preparing yourself for a shutdown at this point? >> we will use every measure possible to make sure we can have a shutdown that puts u.s. military members on the front line that would make our southern border relatively less secure than it already is by making our custom and border guys before load, or put a situation where american families might not have the resources they need to be successful. that's one of the reasons i'm in d.c. over the weekend to be able to work with this awafrom my family so i can fight for the families in my district to get a plan done before shutdown becomes inevitable. >> you may be staying there for

the weekend, but the entire house is not. should kevin mccarthy have kept everyone there? >> i think we only have a few days left until the end of the fiscal year and we need all hands on deck making sure we are working on this. from leadership down to every rank-and-file member of congress, we all need to be here working toward solutions. >> yet the speaker has not mandated that? >> is empowered a number of us to start having these conversations one-on-one. i've reached out to folks who were on a small group of what i consider the very right, as well as talking to folks in the middle and left to say what can we do, what can we agree on that would not only keep the government open, but cut back the spending coming out of washington that would secure our nation and make sure our military troops have access it. i've led three bills on this to make sure our military works to get paid. if we do have a shutdown, don't get paid and that people aren't

fundraising off of this. this is what we see too many people leaving the city to do is try to make a personal name for themselves and not do the hard work required to make sure the u.s. government takes care of the u.s. people. >> twice this week, a defense bill -- funding for defense failed to get past. what you say to that part of your own party who really are the one standing in the way of a deal. >> i have very direct words. you can come to the table and find a solution in pass appropriation bills, as we want to do, the 12 that are necessary. i also have a direct conversation with my colleagues on the oer side of the aisle. don't block rules bills so we can at least have a debate. let's not forget, this is an on the actual bill, this is on the rules so we can have the debate about passing budgets. this is something every american, every member of congress should make a priority. >> what does it say about the republican party that a relatively small percentage of the party is able to hold everything up like this?

>> i think we have a diverse group of individuals that are here representing their districts. i also think that they have a real desire to see spending levels cut back to pre-covid levels that threw up a lot of the inflation in our country right now. wherever they are in the spectrum of the republican party is that they are pragmatic. i'm a military guy, i'm focused on solutions. a lot of us want to see mission accomplished. not a few folks peeling off. in some cases, trying to get there name in the news or have another fundraiser over the weekend. >> given that kevin mccarthy is not able to rally those individual and has not kept everyone in d.c., is he the right person to be speaker of the house right now? >> i have supported kevin mccarthy 15 times. he has proven himself time and time again ready to lead this, but ultimately it's not the speaker responsible for this, it's the members of the majority

party who need to lead. so i would hold every single person accountable within our conference to say, what are we doing to help move forward? i'm doing my part, i think tre are many others. we have 200 plus members who all agree with the plan and we have a few folks who have eir own plans you haven't even talked to each other. for those individuals, we can work together so long as we are focused on not shutting the government down or a new cycle, but really working towards cutting government spending, protecting the american people and working together so that we can get something over to the senate and asked them to do their job as well. >> will there be a deal or what you can say to the hundreds of thousands of federal workers who are wondering if they will have jobs to go to the week after next? >> in the south china sea there are u.s. submarines patrolling. those men and women who are serving will come up and not know if their families back home are being taken care of. i think that's a pretty direct

indicator that everyone in washington needs to start working towards the solution and get off their individual high horse. the reality is, not only will federal issues happen, but we are going to put our countries at risk, our allies at risk, our interest at risk. we all know the shutdown ends up being far more expensive than if we would've just solve the problem on the front end. >> republican congressman, thank you for joining us. >> thank you. >> the cbs chief election and campaign correspondent is still with us. zach seemed to be saying there might be a little bit of wiggle room, a deal might be done. what's your reading of the situation? the clock is ticking for house republicans because as they continue to wrangle over the negotiations, mitch mcconnell, republican from kentucky and senate majority leader chuck schumer are working to broker their own agreement, should house republicans be able to come to some consensus over a deal. what's happening inside of the house gop right now is such a

reflection of what we are seeing inside the republican party more broadly on the campaign trail when it comes to the debate over ukraine. yes president volodymyr zelenskyy came to capitol hill. he made his overtures to republicans to stand with ukraine, especially when it comes to funding the effort from the united states perspective, but there's diminishing interest in the trump wing of the party to keep up that same level of spending for ukraine. in that particular issue is what is vexing speaker mccarthy as he moves forward. he ultimately is likely to remove ukraine fundingrom the house republican government spending plan and hope to push it through, but senate republicans and senate democrats could reject that. >> if there is a shutdown, what kind of price are republicans going to pay for that? >> a government shutdown, and i've covered many over the past 10, 15 years, usually has political fallout that affects both parties. the house republicans are often painted when there's a

democratic president, as being unworkable when it comes to a our partisan deal, but an incumbent president has ultimate responsibility as the executive of the government for what's happening. and if the government is dysfunctional, voters have wrath for both parties. so avoiding a government shutdown, at least a prolonged one, is in the interest of both parties based on my conversations with strategists. >> is there enough time to get a deal done? zach is saying, as are some others, congress is n back until tuesday. >> not back until tuesday but sometimes having or oxygen for dealmakers to talk behind the scenes is beneficial for an ultimate deal. >> bob costa of cbs news, thank you for joining us. >> thousand more autoworkers in the -- in the u.s. are on strike, expanding the process that began last week. the walkouts threaten to raise car prices and disrupt an industry that makes up 3% of the

entire u.s. economy. strikes are expanding against detroit automakers, general motors, but not ford. they noted there they are making real progress. this comes as the uaw seeks the rise of pay and demand to a system that allownewer hires to be paid less than a 6 -- existing workers. they are seeking automatic pay increases tied to inflation. with today's expansion, the auto workers union is striking against 38 morelants across the u.s., general motors. the uaw represents more than 140,000 workers at the detroit big three automakers. about 5600 more went on strike friday. in total, there are now about 18,300 autoworkers on strike. the union president spoke earlier about the lack of movement in those negotiations. >> both companies are still

offering a deficient cost-of-living allowance that is projected to provide zero increases over the next four years. both of those companies have rejected all of our job proposals. they have both rejected our proposals in both companies have rejected our proposals. >> president joe biden announced that he will visit the striking autoworkers on tuesday. the president said on, formerly known as twitter, tuesday i will picket line and stand inhe solidarity with the men and women of the uaw as they fight for a faishe of the value they helped cat it's time for a win-win agreement that keeps american and -- auto manufacturing thriving with well-paid uaw jobs. we are joined now by our business correspondent. where do negotiations go from here? will the president's arrival on the picket line make a

difference? >> you've got the white house and the focus from them, president biden doing the picket line next week. you have donald trump, who is potentially the republican presidential candidate year, and he has said that he potentially will go to detroit next wednesday. so, given this focus, i think that's to the pressure. if you look at what's been happening, you have sean fain, the president of the uaw basically praising ford for the progress that has been made, and castigating the other two, general motors for not doing more. in some ways that follows the traditional negotiation tactics we've seen from the auto workers union, with a strike a deal first circuit closer to a deal with one company and match the deal. at the moment you have comments from both companies. basically saying similar things,

which is they question whether the union is negotiating in good faith. that being said, they also say we look forward to the uaw leadership's productive engagement and they said they continue to bargain in good faith. what this means in terms of getting the parties at the negotiating table, we will have to wait and see. >> what are the particular sticking points that we know of between the sides at this point? >> we know they have been asking for higher pay. that has been one of the issues. beyond that there are others related to worker benefits. is something where more senior workers are entitled to substantially higher pay than those who have joined the company more recently. the's also a cost-of-living adjustment. things like keeping up with inflation, that is something that work -- work and sacrifice during the 2008, 2009 time when

the carmakers were struggling. now they are saying when inflation habeen a big issue, that they want that cost-of-living adjusted reinstated. there are other things, profit sharing. those are the areas they remain far apart that said gm and stellantis still have a lot more work to do. >> this weekend cap see with important clues for the formation of our solar system is expected to fall from space and land in the american state of utah. this is the moment that the spacecraft collected a sample of the asteroid after being safely stowed away in a capsule, the precious cargo traveled billions of mild true space at 27,000 miles an hour. after traversing the 7 billion kilometers, it will make landfall in the utah desert on sunday. when scientists can begin studying just how our solar
