>> fighting has been taking place for a fourth night in parts of the united kingdom, with fires in manchester and the madeleines. in nottingham, a police station has been firebombed. in london, it has been largely quiet. 16,000 police officers are patrolling the streets. 685 people have been placed under arrest with connection to the rioting and looting. we will get the latest but first this report from manchester. >> first there was panic as the drivers try to turn their car way, the violence had already begun. looters were trying to get into this store. within minutes, a car had been

set on fire. as we tried to film one shop being looted, the cameraman was attacked. an hour later, the writers had moved on to manchester center, and the people who work here try to get home as quickly as possible. >> how does this make you feel? you are trying to get home? >> the youngest person that we saw with a hood was 11. in his right hand, this man holds a bottle, he threatened us with. the teenagers said they were in the city center and did not want to be here. >> the crowd is moving and we can see children running from there, through piccadilly

garden, and the windows are smashed. people live here have been left hiding inside the restaurants. >> tonight, one store has been set on fire, but the police say that they are in control although this may be a long night. >> late-afternoon, and the mob is ruling the street. a short while later, this is birmingham city center, and the damage is done. those responsible have slipped away. the police are more organized than last night, but this is like chasing shadows. with no buses or trains

running, people are left stranded. >> have you had any reassurance from the police about this? >> this was scary to leave? >> i will go home scared. >> the situation quickly gets worse. this is the scene, as people watched the chaos beneath them. >> things are more violent here tonight. this is the front line. just beyond these police you may be able to see a large gang that has been throwing glass bottles in this direction. >> police raided those suspected of looting.

there were more arrests and the recovery of stolen goods. >> you are a bit too late. >> nick clegg came to meet people but did not get a very warm reception. >> i will not apologize for speaking to the victims of this needless violence and destruction. >> people do what they can to save their businesses even as the violence breaks out around them. the police know that they cannot be everywhere and much of the time all that they can do is wait. >> we will bring you the latest news coming to us regarding the situation where we were reporting to you an hour ago. a former journalist heard several loud explosions, and we can verify that this is a recycling center, and this is

according to the london fire brigade. the incident has now been contained and the fire has been put out. that is the situation in north london. some news coming to us from liverpool, where two fire engines and a phi alpha -- fire officer's car have been damaged to the south of the city. and a number of burning cars at the time. it is not clear how badly damaged these fire service vehicles are, but north of the city in liverpool, thieves have attended to steal a cash machine in one of these suburbs. this is the situation in liverpool, coming to us within the last 20 minutes. we're looking to manchester where it has gotten quieter, but in the last few hours this has

been particularly busy. we have footage of the closed bridge that had been set on fire earlier on tuesday evening. >> i stepped out after i finished working about 4:00 and i went for a stroll in the middle of town but there were not really any police on the patrol. and i thought this was a bit strange. if there is impending doom, it was strange that there were no police there. i went out again, where i could hear sirens. it was instinctive to look out to see what was happening. i went up and there were just a bunch -- the atmosphere completely changed.

the youth were hanging around, and if you have their videophones out, actually recording what was happening. seth -- the south bridge on the other side of the center, there was a youth in a gray hoodie, at the window. and a red dress on a stand was set alight. i think that is visible on the footage. this was strange. there were police, and i think that they work on the van. so there was nobody on foot. and it was allowed to happen, what was going on. people were filming this and there was a stampede at the top of market street, where this shop is that.

there were running, and this was possibly a good time to leave. and suddenly i looked around when i was leaving and i suddenly saw the flames had grown, and this was almost a full fireball that was there coming out of southbridge. this was a shocking scene. >> people at the scene say that this had been developing in manchester, and it may be quieter than it was a few hours ago. the police are now concerned that several fire engines have been attacked during these instances in the south of the city, focused on lawrence wrote. liverpool is facing a second night of violence there. we will have more on that, but moving slightly down south to

birmingham, this has been the focus of another evening of violence. we will find out what the situation is right now. we have a reporter for the guardian newspaper. what is this picture like where you are at. >> it feels quite get it -- good after dealing with this program early in the morning and reporting a lot of violence, to be able to say that this seems to be comparably quiet. there have been disturbances here today, police say that this has been quieter with less disturbances. there was one report of the possible use -- use of a firearm, and the details of that are still unclear and this is why we are here. i should stress that this is

very difficult for individual reporters on the ground. all that we can do is tell you what we see, and there is obviously -- there are a lot of people trying to find out what is happening. there are large parts of the u.k. with things going on, without people there to report this. we're trying to cover as much ground as possible. >> with the situation in manchester and liverpool, we spoke to an eyewitness in the city center this says that a lot of criticism has been made about the police using the tactic of disposal -- have you heard anything about this and if people want to see this used by the police force? >> i was not here in birmingham when these tactics were being implemented.

the tactic i felt on arrival was the police having sealed at the entire center. they are trying to sterilize this area. and they are finding this difficult to deal with. there used to big demonstrations and protests were the crowds gather. and this is very different. people are vanishing, disappearing and reappear in, and the groups are volatile and this is a different prospect for the police, with a different kind of challenge to respond to. >> would you say that this situation, i know that you are moving around, but would you say that there is tension? >> in birmingham, the city center, it took us awhile to get

in. and eventually, a police officer would use this discretion, and i would describe this as occasionally using these on the corners guarding those buildings, and groups of the youth, smaller in number than in london, these other groups of three or four, running around and having trouble there, earlier with a larger number their earlier, of the colleagues, but this was tense and you have a real sense there that -- everywhere that these rights have been going on, almost like anything could happen at any moment. people are speaking out of that and this much is clear. >> we have been speaking continuously for the last three nights in the early hours of the

morning, looking to the capital and what is happening there. i know you do not have a crystal ball, but you have been at the center of what is happening. how do you think that this will play out over the next few days? do you believe that this will calm down? >> people's worst fears were that we would have another escalation and tonight would be worse than last night, and recognizing that manchester has been very bad, and recognizing that liverpool, as we speak is very bad with the fire engines being attacked there, but all of that said, if you to the picture across the united not as bad as it was last night. this has been more quiet. it is not necessarily the case that this will have to grow. i do not know if this will

happen in the next few days but there are more police on the streets. we must remember that a lot of young people are involved and they do have friends and family, and they do not want to be taking part in this but there is social pressure that keeps people from coming out as well. we just do not know. when i first spoke to you on saturday, it was in the middle of what felt like a very localized destruction. disruptions' centered around an area covering a couple of miles. within a couple of hours that had spread across england. >> stay safe, and i am certain that we will speak to you again. he is in birmingham. >> you are watching

"newsday." we will have more on of violence in parts of great britain. 685 people have been arrested since saturday. >> we have a world right on the financial markets. the latest from angel. >> the first riots on saturday were sparked by the shooting of mark duggan. the police commission says that there is no evidence that he had fired at the police officers first. >> the independent complaints commission -- >> the second part of this is continuing today. >> this is the test we commissioned, and this has so far confirmed that the bullet

lodged in the radial is a jacketed round. this is a police issue bullet. it is subject to dna analysis, but is consistant with having been hired -- fired from an mp 5. the firearm found at the scene was a converted bbm breuning self-loading pistol. this is not a replica. the scientist considers this a firearm for the purposes of the firearms act and a prohibited weapon that is illegal. the handgun had a bulleted cartridge in the magazine. this is subject to further tests. there is no evidence the handgun

what has been happening over the last few hours. >> since i walked home from work at 6:00 this evening, i saw a couple of stores being ransacked, and the windows been broken down by youths. - therelips cathedral - were 60 of them down there. the police turned up, and anything like that -- i was at the holiday inn with friends. there were 300 youths putting the shop windows through. they were running out with a video recorder, and literally, this was happening under our very eyes. they were throwing bottles of,

and the police arrived and this was a good while before they arrived, but they arrived in force. they did not actually chase after these assailants. the police came, and then they sort of ran off and the police put them in the vans. we did not see anyone being arrested at all. and not long after that -- they came back again. they were waiting to see what else that they could grab hold of. i have lived in the 61st for 20 years and have never experienced anything like this. in the whole time that i have been here. >> you have some news for us on the global markets? >> the global stocks have continued to rally, with the asia-pacific rockets -- markets

continuing to rally. new zealand was the first to follow the rebound. this was for at least two years. this was up by 2%. now this is up by 1.5%. singapore is in positive territory. the financials and technologies -- they continued to digest the federal reserve move to maintain the low interest-rate policy until 2013. analysts say that the reason economic fundamentals remain stable with strong consumer demands and an influx of investment. the question is whether the market's rally today, can these gains be sustained? the markets do not know because there is a lot of uncertainty. these have brought the market's down.

the fears of a double-dip recession, this could lead to a further recession and the highest inflation, to heighten the interest rates. the dollar is falling broadly, more than 5% against the swiss franc. the oil prices continued to recover from the losses from yesterday. for more on the u.s. economy, we are joined in our studios by the chief investment officer from singapore groupl. . now that the federal reserve has announced interest rates will stay low until 2013, is this a prerequisite to a third round of bond buying, -- >> this remains to be seen. this becomes inevitable, with

the united states. the economy has been slowing down for the last several quarters. the fed is probably going to do more, but you have to learn that this will not do much for the real economy. this is two or three or never that you want to call this. there is concern that the u.s. could go into a double-dip recession. >> we believe that there is a good probability for a recession. this becomes almost inevitable. this does not do much for the real economy. you have prospects al the local level. and you have the housing market in depression. generally speaking you have a lot of deleveraging to go.

and the debt levels are still too high. and you need this liquidation to a certain degree. >> between 1 and 2, this did not jump that much with the economy. a lot of the funding and the liquidity in the quantitative easing basically moved into asia, raising prices. >> asia is going to see another rise off of the capital, which puts upward pressure on inflation. and the asian central banks -- >> and what about china? what can we do right now, during this time of uncertainty? >> we saw inflation going higher than expected. china is most likely to delay the tightening measures and a lot of people say that there

will not be a rate increase for the rest of the year. i think that china has to look at the global picture as well. >> from singapore group, the chief investment officer. thank you very much. back to you for more developments? >> we have a reminder of the main news this hour. spreading violence has broken out in parts of the united kingdom. there have been violent scenes tonight in liverpool and parts of the medellin. london has remained largely calm, with around 16,000 police officers guarding the capital tonight. these pictures that we see in manchester, i believe, we have the underground -- looting goods. we will have more on this developing situation.
