>> and now, "bbc world news." >> hello and welcome. >> the headlines. a fortnight of disorder on the streets of england with rioting and looting in manchester. more trouble in towns and cities in the midlands. the situation is largely quiet in london where thousands of extra police are out on the streets. >> a global rally as asian markets rise sharply when trading begins. it is 11:00 a.m. here in singapore. >> is 4:00 a.m. here in london, broadcasting for viewers on pbs in america and around the world. welcome.

>> fighting has been taking place for a fortnight in parts of the u.k., with violence in manchester, liverpool and the midlands. in manchester, there were several hours of skirmishes, scuffles and stems from, police and shops attacked. in liverpool, shops of an attack by gangs and in birmingham, cars have been set alight. there has also been riding south of england, but in london, it has been largely quiet. since the violence erupted on saturday night, 685 arrests have been made in connection with rioting and looting. our first report tonight is from manchester. >> first there was panic. watch as the drivers desperately try to turn their cars around. in the precinct ahead, the violence had already begun.

they are just trying to get into the shop. within minutes, a car had been set on fire. next, as we tried to film one shop being looted, our cameraman was attacked. an hour later, the rioters moved onto city center. hundreds gathered in piccadilly gardens while people who worked here tried to get home as quickly as possible. >> how does this make you feel? >> very bad. >> are you trying to get home now? >> i am trying to get home now. >> the yen best person we saw was a round 11. look at -- youngest person we saw was around 11. lookit this on your left. he is holding a bottle, something he used to threaten. teenagers said they were stuck in the city center and did not want to be here.

the crowd is moving. now we can see bottles being thrown. we can see children running. it is a cat and mouse game going on with police. windows are being smashed while people live here, people who have been left hiding inside restaurants. tonight, one shop has been set on fire in manchester city center. policemen's a they are in control. it could be a long -- police say they are in control. it could be a long night. >> late afternoon, and the mob is rolling this street -- a ruling this astreet. a short while later, this is birmingham center. those responsible have slipped away. the police are much better

organized than last night, but it is like they are chasing shadows. with no buses and no trains running, people are left stranded. >> have you had any reassurance from the police or anything like that? do you feel secure? >> this is the secure area. i feel good year. >> is it scary? >> yes, i am still scared now. really scared. >> quickly, the situation gets worse. this is the scene near the station. more supporters brought in, but as the sun goes down, people watch the chaos beneath them. things really seem to be a lot more violent here tonight. just beyond the police, you might be able to make out a large gang that has been throwing glass bottles in this direction. earlier today, there were raids

across the city on those suspected of looting. more arrests, and the recovery of stolen goods. >> deputy prime minister! >> you are too late! >> nick clegg came to meet people today, but he did not get a particularly warm reception. >> i am never going to apologize for getting up and speaking to people, and speaking to the victims of this needless violence. >> people did what they could to save their business is even as the violence breaks out around them. but the police know they cannot be everywhere. much of the time, all they can do is wait. >> as we have been hearing, in one part of liverpool, four fire engines have been damaged and a firefighter has been injured. we are on the scene.

>> four fire engines have been damaged in the lawrence road area of south liverpool this morning. police have also confirmed that there have been 44 of arrests since the disturbances have started here. a lot of this is caused by twitter. people are reporting things that are not that bad. we have had a much quieter evening. >> 44 people we are hearing have been arrested in connection with the disturbances overnight, but there is a second night of disturbances in liverpool. >> it is a second night, but tonight, there was a much higher police presence. it really seems like the police have a much better grasp of what was happening. there was still a sense of bravado almost coming from the people. at one point this evening, people were making little bombs

within 200 meters of the police line. there is still a sense of bravado coming from the people of this evening. >> is there a sense that the activity is concentrated in a particular part of liverpool? >> the trouble did start to move across one area known as [unintelligible] to where there were no disturbances last night. it has gradually marriage into that area. > -- merged into that area. >> in manchester, we learned what happened on tuesday evening. >> i stepped out after i finished work about four o'clock. i went for a stroll in the middle of town. they were coming down on the shops. there were not any police on patrol. i thought that was strange.

it was impending doom, so to speak. i thought it was strange that there were no police to stop that from happening. i went back to my apartment. i went back about half after. a wanted to see what was happening. at that point, i walked up to the center, and the atmosphere had completely changed. the shoppers were gone. there were used hanging around. a few of them already had their camera funds out, there videophones like they were recording something. i was curious to see what they were recording. the bridge on the right hand side of the center, there was a used wearing a gray hooded jacket who had smashed -- a young person wearing a gray hooded jacket who had smashed a

window. it was strange. i mean, i started recording. there were police. i think they were inside. there was nobody on foot. it was quite peculiar. it was allowed to happen, what was going on. people were filming it. then suddenly, there was a stampede from the top of market street where the shop is and they were coming running down. at that point, i thought this would be a good time to leave. it was strange, and i suddenly looked around as i was leaving and through the corner of my eye i saw that the flame had grown. it was almost a full fireball now. it was quite a shocking scene, really. >> that was in manchester city center.

birmingham has also experienced a rise in violence. according to reports in the newspaper, we have the report from just hours ago. >> we were talking to this program around this time earlier in the morning. it appears to be a comparably quiet night. the last three hours tonight in birmingham. there have been disturbances. there were arrests. there was one unconfirmed report about the possible use of a firearm. details of that are still unclear. that is why we are here. i should stress that it is quite difficult for individual reporters on the ground. all we can do is try to say what we see. there is obviously a dearth of

people out here trying to find out what is going on. we are all cognizant of the fact that there are large parts of the u.k. where things are going on, and there are people trying to report it. we are trying to cover in the -- as much ground as possible. >> we spoke to an eyewitness in the last hour goes said that much criticism has been made about the police tactics, the dispersal, containment and arrests that they have used in london. are you hearing anything about that and if people want to see more robust moves by the police forces? >> i was not here in birmingham today when the police tactics were being implemented. the tactics i've found upon arrival were basically police having sealed off the entire city center. they were letting people out but

not in. they were trying to sterilize the area. across the u.k., police are finding this exceptionally difficult to deal with. they are used to dealing with big demonstrations and protests where crowds gather. this is very different. people are vanishing, melting, disappearing and reappearing. the groups are fluid and volatile and i think that is a very different policing prospect and a different type of challenge. they're learning as they go along really. >> would you say the situation where you are now is tense? >> yes, it is tense. in birmingham particularly, it took us awhile to get in. essentially, we had a police

officer give us a car to drive around. we occasionally see police vans on corners guarding buildings. smaller in number than i have seen in london where there were up to 20, 30, sometimes more. these were three or four roaming around. clearly, there had been trouble there earlier. >> you are watching news day on the bbc live from singapore and london. still to come, more on the violence in parts of britain. 685 people have been arrested since saturday. >> and the latest news on the financial markets coming up from asia. back to the situation and the riots that have broken out in parts of the u.k. the first riot took place on saturday. there was a fatal shooting by a man in london. mark duggan was killed by a single shot to the chest.

there is no evidence at this stage that he expired. >> the independent police complaint commission investigation into the circumstances of the fatal circumstances -- fatal shooting of mark duggan is continuing today. one piece of information i can share is that tests we commissioned from forensic sciences services have so far confirmed that the bullet lodged in him was a police- issued bullet. while it is still subject to dna analysis, it is consistent with having been fired from an anti- 5. the firearm found at the scene -- an mp-5. the firearm found at the scene was a self loading pistol.

this is not a replica. the scientists considered it to be a firearm for the purposes of the firearm act, and a prohibited weapon, therefore illegal. the handgun was found to have a bulleted cartridge in the magazine, which is being subjected to further tests. at this stage, there is no evidence that the handgun found at the scene was fired during the incident. other facts that have been established so far include that two shots were fired by a firearms officer. >> it is newsday on the bbc. in in singapore. >> the headlines. for a fourth night there has been violence on the streets in

parts of britain with rioting and looting in greater manchester, although the situation there has started to calm down. >> violence in birmingham, nottingham and wolverhampton. >> let's say with the situation in the midlands. in city center, rioters seemed to have changed their tactics from previous nights. >> city center has been run amok with a lot of young individuals running around the city playing cat and mouse with the police. they have taken the opportunity to hide in the shadows, break into shops and steal as much as they can. the tactic has changed from last night when they were just riding and attacking people for the sake of it. -- rioting and attacking people for the sake of it. what they're doing now is breaking into shops, taking out televisions, and trying to hide them somewhere so that they can move them out of the way of the

police until they can find some way of getting them back home or wherever they want to take them. in many cases, they cannot get them out. they are too large. in the end, instead of returning them are leaving them, they are smashing them in anger. that is the kind of disrespect that is really causing chaos in the city at the moment. >> you are pretty quite high up when you are shooting these pictures. where are you in the city center? >> i have got a good view of this city, not only tonight but last night when there were a lot more people. it has been a lot more extreme and that there have been fires of theke ofbilling out locations i have been dealing. there have not been as many people attacked. today, there have been a lot more riots, stealing, fires and things like that.

>> how did you feel when you were seeing this and you thing on this scale? i mean, we are looking at the pictures now. it is very shocking still. >> it is. i mean, there are young people that came in yesterday. some are surrounded by people who just wanted to see what was happening. some were curious about this and try it that was -- about this righot. it was listed on social networks. they wanted to see what it was all about. today, people are coming from further afield to take advantage of the shops that were broken into last night. others were not broken into last night, but they were fresh targets. >> around two hundred sikhs have gathered in a show of force.

they are concerned that violence may erupt and spread. they were there to protect their community. >> we are outside the biggest sikh temple. around 50 or 60 people have gathered here. there are 60 or 70 at another site just a short distance away from me. this is one of the organizer is here. why are you out here tonight? >> we are protecting the temple. we will continue to do so. it is not just the protecting of the temple. we're working along with the rest of the community, which is hindu, muslim and christian. on this evening, it has been a

message to the whole world, that if this community can work in a difficult time together, and the rest of the community work together, i do not think these riots will succeed on the street. >> would you say that you are taking ownership of where you live? >> we are not taking ownership. but we do have to protect it. if you think somebody is going to attack you, before somebody attacks you, if you prepare, then there is less chance of an attack. we are working along with the police, but the police have minimal resources and the police cannot be everywhere. >> if, for example, looters were to attack a part of the temple --

>> we do not want to let anybody damage god's house. >> thank you so much. talking to temple leaders in west london. over to singapore with an update on the global markets. >> at least for one day asian investors are cheering the gains in the market. they are rallying well following a trend on wall street which had its best day in two years. japan, korea, hong kong, australia are in positive territory. they are buying oil, precious metals, trading houses and technology. the federal reserve moved to maintain its low interest-rate policy until 2013. with the market rallies today, the big question is, can these gains be sustained? market watchers do not know. there is a lot of uncertainty,

and the problems that brought these markets down remain. one is america's weak economic growth and fears of a potential double dip recession. two, fears that europe's problems could lead to further contagion, and three, that china could heighten interest rates. while the currency, the u.s. dollar is staying under pressure in asia, gold continues to scale new heights and oil prices have recovered some of yesterday's losses. that is the market at this hour. let's move to other developments. police in karachi have made nearly 60 of arrests to crack down on ethnic violence there. nearly 300 have died in the pakastani city. the population is 8 million, of which one-third are pashtun. >> these people are trying to

come to terms with the violence that suddenly changed their lives. in recent weeks, people from the area have been killed just because of their ethnicity. he tells us how his 16-year-old brother was abducted while selling sunglasses. his body was found hours later. it had been tortured and shot. his brother has also been killed. he takes us as close as he dares to what has become a new battle zone. this is a community of ethnic pashtun, originally from northwest pakistan. road is ae main lo community that says they have often been fired on by gunmen on the roof there. over the last two months, lines like that have opened up across this vast city. the two ethnic groups driven by

the political parties that claim to represent them in now engaged in a fierce fight over control of karachi. it is of fight that has often pitted neighbor against neighbor. for this household, the armed attackers came from next door. they burned down the wall and then the gunman streamed into the home. they terrorized the family and looted the place. the gunmen fled. the home was set on fire. all of this because the neighbors are from different ethnic groups. in this area, it is the other group that says they are being targeted by pashtun. they say they have come under fire from gunmen in the neighboring area. this 13-year-old was shot in the legs by a pashtun sniper as she tried to take her younger

brother and sister to safety. children here have to learn quickly about the ethnic divide. >> our people cannot go into their area and their people cannot come into ours. this is how it has become. the hatred has grown so much that our children now do not want to meet people from that side. >> as more areas get marked out by the group they belong to, the fear of much more bloodletting to come. bbc news, karachi. >> you have been watching newsday from the bbc. >> a reminder of the main news for you. there have been violent scenes in parts of the u.k. new reports from the midlands, although london has remained relatively calm. some 16,000 policemen have been
