>> and now "bbc world news." >> welcome to "newsday." >> the estate of the union and the vision for recovery, a radical reform, and reelection. president obama outlined how he believes he can lead america out of the global economic process. >> might -- global economic crisis. >> my message is simple. start rewarding companies that create jobs in america. since these tax reforms and i will sign them right away. >> barack obama says his presidency would continue to strengthen. he said his priority was to increase security and dismissed critics that said u.s. power was waning. >> to the missions we have led

against hunger and disease, the blows we have dealt our enemies, the enduring power of our moral example, america is back. >> it is 11:00 in washington. >> it is 4:00 in london. broadcasting to viewers on pbs in america and around the world. welcome to "newsday." >> president obama has sent out some of his aspirations for reviving the american economy. in his third state of the union address, with the presidential election coming in november, mr. obama said he wanted to encourage american companies to do their manufacturing here in the united states.

>> no challenge is more urgent, no debate is more important to, we can either settle for a country where a shrinking number of people do really well, while a growing number barely get by. or we can restore an economy where everyone gets a fair shot and everyone does their fair share and everyone plays by the same sets of rules. [applause] what is at stake is not democratic values or republican values, but american values. >> and over arching seen from the state of the union address, the president obama with the idea of fairness, then everybody in america should have equal shot of sharing in the country's

wealth. this is a thing that has been raised on the political campaign trail because of the tax issues of one of the republican nominees, mitt romney. mr. obama did not mention mitt romney by name. he did mention the idea of taxes and fairness. millionsnever forget, of americans who work hard and play by the rules every day deserve a government and the financial system to do the same. it is time to apply the same rules from top to bottom. new bailouts, no handouts, and alcott bouts. and america built to last insist on responsibility for everybody. we all paid the price for lenders who sold mortgages to people who cannot afford them. that is why we need smart regulations, to prevent irresponsible behavior. [applause]

rules to prevent financial fraud, a toxic dumping, faulty medical devices, these do not destroy the free market. they make the free market work better. >> under pending this vision of america, the differences between the democratic vision for america and the republican vision for america. something that sounds a little bit arcane, but the idea of reforming america's tax system so that millionaires pay more and ordinary middle-class americans do not have to pay for those millionaires. that is what president obama was getting at when he talked about fairness tonight. >> right now, because of loopholes and shelters in the tax code, a quarter of all millionaires pay lower tax rates

than millions of middle-class households. right now, warren buffett pays a lower tax rate than his secretary. do we want to keep these tax cuts for the wealthiest americans? or do we want to keep our investments in everything else? what education, medical research, at a strong military, and care for our veterans. if we're serious about paying down our debt, we cannot do both. the american people know what the right choice is. so do i.. >> in this election year, and with the economy still very fragile, it was largely a domestic state of the union address that mr. obama delivered to the houses of congress tonight. out of the 16th page address, there was only paid on foreign

policy. it was striking that the vision of america in the world was a very positive one. >> the renewal of american leadership can be felt across the globe. our oldest alliances in europe and asia are stronger than ever. our ties to the americans are deeper. are ironclad commitment -- our ironclad commitment to israel's security has been the closest cooperation in history. -- has meant the close cooperation in history. we made it clear that america is a pacific power. the new beginning in burma has led to new hope. from the coalition's we have built to securing nuclear materials, to the missions we led against disease, from the lows we have dealt our enemies, to the enduring power of our moral example, america is back.

>> america is back. much of president obama's speech was laying out his vision for the future, but he also took credit for some of his past economic policies. how many jobs a been restored, and how much improvement has been made during his tenure in the economy. the republicans, in their response, were having none of that. the governor of indiana, mitch daniels, gave the customary response to the state of the union. he blamed president obama for the country's economic woes. >> republican salute our president for his aggressive pursuit of the murderers of 9/11 and for bravely backing long overdue changes in public education. i would add to that list admiration for the strong family commitment that he and the first lady have displayed to a nation sorely needing such examples. the president seek to find a sunnyside to our national

condition. but when he claims the state of our union is anything but great, and he must know in his heart that this is not true. the president did not cause the economic and fiscal crises that continued tonight. he was elected on a promise to fix them and cannot claim the last three years of made things anything but worse. >> governor mitch daniels with the republican response to the president's state of the union address. it was striking that the republican response allied division of america that was more direct and more downbeat of that's all led by president obama. he was giving the customary speech to the house of congress, his vision for america, the policies he would like to enact over the course of the next year. it was all against the backdrop of the election. it was not meant to be a political campaign speech, but he was sure to make sure that everyone listening that he was up for reelection and he wanted

to win over as many voters as he can. this is a platform for americans. -- this is a platform for the president. that is it from the president's state of the union address in washington, d.c. let's go back to london for the rest of the day's news. >> the global economy will stay in the danger zone until action is taken to tackle uropods debt crisis. that is the warning from the imf, which sharply reduced its forecast for global economic growth. the warning of a tough year ahead was echoed by the governor of the bank of england. our economic and a jerk looks at the latest figures. -- our economics editor looks at the latest figures. >> the imf does not know what is going to happen to the economy in 2012, but it is not looking good. the global recovery has stalled

, downside risks are intensifying. it's all thanks to the crisis across the channel. >> the epicenter of the danger is europe. the rest of the world is increasingly affected. there is an even greater danger, namely the european crisis intensifies. in this case, the world could be brought into another recession. >> where do we fit into this gloomy picture? somewhere in the middle. they expect the u.s. economy to grow by 1.8% in year 2012. that is not what the president would be hoping for. it is a lot better than most. the forecast for the u.k. has been cut 2.6%. even that is better than the euro zone.

with much sharper downturn is for countries like spain and italy. european finance ministers disappointed the markets today by failing to reach a deal on greek debt. the imf says dad is laying on the recovery nearly everywhere -- gets its length on the recovery of nearly everywhere. >> decreasing debt is a marathon, not a sprint. going too fast will kill growth and derail the recovery. it is useful to remember that it took more than two decades to successfully decrease debt from its world war ii levels. >> does this mean the fund once the government to ease up? yes. the chancellor should consider its. you would not think so, looking at britain's mountain of ious. the government debt rose to over

a trillion pounds. that is below the average for an economy of our size and less than expected. it is still 16,000 pounds for everyone in the u.k. >> the governor of the bank of england. [applause] he said the bank of england would toss more money into the economy if it had to, but it could not make our troubles disappear. >> the path of recovery is likely to be arduous, long and uneven. the position of the world economy, especially in the euro area, is serious. there is no reason for despair. all crises come to an end. >> this, too, shall pass. the imf would probably agree. it the euro zone crisis continues to fester, the shadow hanging over the economy will not be lifting any time soon. >> syria has agreed to extend the arab league monitoring

mission by another month. five more states have pulled out of the mission. greece and france and germany are working on it resolutions put before the security council condemned syria for its violent oppression of protesters. >> activist outside u.n. headquarters demand the security council intervened to stop the violence in syria. the deeply divided council has been sitting on its hands, is the message. syria and russia have blood on theirs. more and more attention is shifting to the security council. the arab league has acted to support a peace plan for syria. the observer mission in syria is collapsing. the question is what the council will do now. the air of monitoring team was supported by all members of the security council. that was the bare minimum on which they could agree. it is not clear if this will expand to council support for the arab peace plan.

it calls on the syrian president to step aside for a national unity government. western states cd arabic request for help as a way to press forward with a strong resolutions. >> it is time for the security council to take action and support the arab league. with the objective of stopping the violence. >> russia, which has veto power, was much less enthusiastic. it fears any outside intervention could fuel a civil and sectarian war. >> attempts of outside forces to manipulate the situation from a distance, or bring to power one political, ethnic, or religious group, such attempts are flawed with serious consequences. >> complicating matters is syria's rejection of the plan, which seems to close the door on any peaceful negotiation.

the nigerian military has arrested 158 suspected members of the islamist group in the city. last week, zero wave of bombings killed more than 180 people. our africa correspondent traveled there and send this report. >> nigeria is in trouble. soldiers on the streets, communities torn apart by violence. these are christians. a militant islamist group gave them three days to leave. >> they started shooting, bombing. that is why the left the place. >> you were scared for your life? >> yes.

most muslims here. in the impoverished north, people do feel let down by their leaders. the group is exploiting that. >> no jobs, no schools. it is a sad situation. >> they are the center of that neglect. a vast increasingly polarized country braces itself for more violence. >> the military giant in the united states has -- staff sgt frank wuterich, who led a marine patrol that killed 24 rockies in 2005 has pleaded guilty to

charges of dereliction of duty. all charges against other members of this patrol either failed or were dropped. pakistan's army and intelligence chief and has reportedly matched the country's prime minister. tensions are running high over eight memo drafted, which asks for the u.s. help in the rain and of the military. regional security was discussed at the meeting. egypt military ruler has announced a partial lifting of the state of emergency from wednesday. he said it would still apply in dealing with crimes committed to what he calls the thugs. the move came on the eve of the first anniversary of the popular uprising, which ousted president mubarak. as if we needed further proof of the economic crisis in europe

this hotel was founded by a british methodist missionary in the 1860's. they are the new chinese middle- class, happier talking about " sex in the city.
