london. broadcasting to viewers around the world. welcome. mitt romney has won the latest contest in florida to choose the republican party candidate for the u.s. presidential election in november. with 82% of the votes counted, he has polled 47%. newt gingrich received 32%. the other candidate, rick santorum has 13%. what congressman ron paul has 7%. both remain in the race. mitt romney declared himself victorious in his speech to his supporters in tampa. >> you know, three years ago this week a nearly a elected

president obama faced the american people. he said, if i cannot attend this economy a round in three years i will be looking at a 110 position. we are here to collect. -- a one-term position. we are here to collect. [applause] it has been 35 months of unemployment above 8%. more americans have lost their jobs than under the administration of any other president in history. in the last 10 days, i met with a father who was terrified that this would be the last night his family would be able to sleep in the only home his son has none. i have met seniors who thought these would be the best years of their life. they are worried about had to make ends meet. i met under the doors -- the bang -- entrepeuneurs who are

saying the american dream disappear. the president said, let's remember how we got here. we remember how we got here, you won the election. [applause] leadership is about taking responsibility, not making excuses. another era of american prices, thomas paine said, lead, follow, or bit of the way. well, mr. president, you are elected to lead, it chose to follow, now it is time for you to -- you were allowed it to lead, you chose to follow, now it is time for you to get at of the way. >> newt gingrich said he will fight for the nomination. >> it was stated in a historic moment in dedicating our first national military ceremony by the president of the united

states, abraham lincoln, who said, we have government of the people, by the people, for the people. we are going to have people power defeat money power in the next six months. [applause] how are we going to do that? the same way we came back in june in july and by december were ahead in the national poll by 12 points. if you have ideas and solutions and are positive and have a history of doing something in the past, the combination begins to reach the american people. >> newt gingrich. rick santorum spoke to his supporters in nevada. >> in florida, newt gingrich had

his opportunity. he came out of south carolina. he came out with a big win and a lot of momentum. he said, i am going to be the conservative alternative. it did not work. we cannot allow our nominee to be the issue of the campaign. [applause] i say to the people of nevada, the people across this country, if you want a strong conservative who is not going to be the issue, who is going to make barack obama the issue -- [applause] >> ron paul was defiant despite coming less. >> a few months ago, there were nine candidates. we are down to four. we are in third place when it comes to delegate. that is what really count. -- counts.

[applause] we have only gotten started. now accounting really occurs. >> let's get the latest from our correspondent in washington. you have been watching this unfold in the last few hours. we have been calling it an emphatic win for romney. it was a convincing win of for newt gingrich in south carolina. how are you reading this? >> the way we read it is the margin of victory, 15 percentage points, is a big win for romney who is back in pole position. he is the person with momentum. newt gingrich had a quick result in south carolina. he is left to pick up the pieces in his campaign. does he have the organization to compete? i think a lot of people in the republican paternity and a lot of commentators will start to say that romney is feeling like

the romney, but, there is still a long process to go through. we have only had about 10% of the total number of republican delegates from all of the state. -- states. mitt romney has a long road ahead even though on paper he looks and feels like a nominate. the question is, when and how do the candidates brought out. all three, paul, santorum, and gingrich, stay they will stand. >> let's talk about the campaigning. mitt romney has managed to change his fortunes, 10 them around. how has he done that? >> he has done it in two ways. first, threw cold hard cash. his supporters spent about $15 million on tv advertisements in

florida. that is five times what gingrich spent. money talks in a big state like florida. the fourth biggest day in the country. i think you also saw a change in mitt romney. his whole demeanor. how he soaked up a lot of attacks that worked well in south carolina. he came back fighting. mitt romney attacked newt gingrich about his record when he was speaker of the house. he had to resign. he attacked him about the that he worked for freddie mac. he was portrayed as a lobbyist for agencies. he was attacked for some of his ideas. newt gingrich talked about building a colony on the moon. mitt romney killed that. the voters watching that and live television debate liked what they saw. >> reports coming in from american networks regarding the

fact that mitt romney is going to received secret service protection. >> this is pretty standard about this time of the nominating process. as of thursday, mitt romney book it secret service protection because the numbers are beginning to swell at his rallies. he will become the second candidate to get that. herman cain, he had it until that point. who knows where a story like this leaks from, it all looks good to romney in terms of his wider image. getting this extra level of aura about him that comes with the secret service protection. it may be well -- it may well be that somebody on his side but that out. >> thank you very much. there is bad news for nato. >> elite nato report seen by the

bbc suggests there is collaboration between the taliban and the afghan military and police. the taliban are receiving direct help from pakistan. of course but it is in kabul ha -- our correspondent is in kabul. >> this is marked secret on every page. it comes from 27 dozen interviews with members of the taliban, al qaeda, and insurgents who say that pakistan is supporting the taliban. that pakistan knew the location of leaders and leaders of the taliban are living next door to security. the taliban, they have adopted a

tactic to lessen violence in some areas and almost withdraw troops. then they will return. when they return, they are more popular. finally, the entire mission in afghanistan is predicated on the hope that eventually the afghan army will be able to take over from foreign soldiers who will leave in 2014. this report says the afghan security forces are collaborating with the taliban. they are selling them weapons and even at the vehicles. members of the afghan government are crossing over to the taliban. we asked nato about this. they said it is confidential. they refused to comment. >> in kabul. the security council is

debating whether to adopt a resolution in syria that has been promoted by the arab league. it calls for assad to hand power to a deputy in demand and too violent. some say could lead to civil war. our u.n. correspondent told us when a decision could be expected on this resolution. >> what was the diplomats have been hoping is that wednesday serious negotiations will begin on the draft. they would like to have a vote on it by the end of the week. we will not know if that is realistic until we get a firmer indication of where russia stand. after the session at the security council, where diplomats piled the pressure on, saying the security council should act. the security council should support this plan for ending the crisis.

russians came out basically sounded conciliatory, saying the new draft did contain some russian ideas. that is a positive sign. consensus on syria was not only possible but necessary. i think the western diplomats will take heart from that. at the end of the day, the russians still stood firm on what their position has been, which is that this political plan announced to outside interference in syria puzzle political affairs. it asked the president to hand over power. the syrian government has rejected that. the council cannot impose political solutions. the only solution that will work is one that is supported by the air league, the syrian opposition, and the regime. it is not clear how much room there is to come up with something.

activists say convoys believing to be carried to food aid had been crossing over to north korea. reports in just beijing is showing up the new regime. in a separate development, the north korean government has said it will grant amnesty to some prisoners. we are joined from the south korean capital of seoul. what more do you know about this food aid? >> it comes from an activist thatp here in a sealeoul showed a photograph of chinese trucks delivering rice into north korea. it is not clear if that is what is happening. the group says they had one of the people on the chinese side of the border who was there and who spoke to some workers at the border. they said there had been 10 days

of truck convoys going across and to north korea. this comes at the same time that a japanese newspaper reported that china had decided to buff up the new regime in north korea by sending in food aid. >> there have also been reports that the north koreans will be releasing some prisoners. what have you heard about this? how soon will this happen? how many prisoners? >> the last we heard of this was several weeks ago when north korea announced it. they said it would begin on february 1, that is today in asia. they did not say much else apart from the fact that it was going to be in honor of the two former leaders, kim jong il and his father. this is something that does happen on key dates in north korea. one of the big questions is, what happens to the political

prisoners? many political prison camps are under the radar, where people are held for life. that is the real question. they would like to see people released from those camps. that is unlikely to happen. it is likely to be criminal prisoners who are released. we have no news of it yet. it was due to begin today. >> in the capital of seoul in south korea. thank you for the update. over the next five years the number of super rich individuals in indonesia is expected to triple. it is the fastest growth in asia. more than half of indonesian's still live on less than $2 a day. the government is struggling to provide basics, such as education and health care. many wealthy are stepping in and setting up charitable institutions to fill that gap. we report.

>> indonesia it is an economy on the move these days. its new-found wealth has led to a renewed confidence amongst the only. the glamorous set a living it up like never before. while some are seeing their money grow, many in indonesia -- for many in indonesia, life has stayed the same. indonesia still has some of the poorest health indicators in all of the region. the government is struggling to cope and many fall through the cracks. it is thought that every eight minutes a child drops at a school in this country, leading to hundreds of thousands of indonesian children on the street. some of the super rich are trying to lend a hand. this is the route taken by one of indonesia's richest men. >> but probably run of four or

five hours a day. >> each step he takes is a moneymaker. for every kilometer he runs, a gift to charity. he has raised three and a thousand dollars so far. >> -- $300,000 so far. >> our government is maxed out. they have policies to have built. -- handle. call it is social investment. i think what it also addressed is the long-term sustainability of this country. >> this is where some of the money goes. with a $100 loan from his chair the, snacks are provided to children. before the loan, this woman was barely able to feed her family.

expansion of the bank into one of the largest banks in the world. four years later a collapse. it cost 50 billion pounds. >> arias plan old fred goodwin. the man who sank a bank. the former chief executive of rbs has been stripped of his knighthood. it was the queen who honored him in 2004 for services to banking. it was her majesty who took the decision to this honor him. the announcement came at 5:00 on the website, reflecting the fact that the decision was made by the forfeiture committee. the most famous man to lose his knighthood was anthony blunt when it was revealed he was a soviet spy.

he is one of just six to suffer this sanction. >> we have a special case of the world bank of scotland at symbolizing everything that went wrong. fred goodwin was in charge. i think appropriately he loses his knighthood. the folks of the current government, just to make sure we get back all the tax payer money. win was once the toast of the establishment. he built the royal bank of scotland into one of the world's largest banks. all of that changed when the bank crashed and he was forced out in october, 2008. >> i give an apology for all of the distrust that had been caused. >> the apology was not enough for those who demanded he should

pay a higher price. >> fred goodwin will get a 650,000 pound pension for life. >> he had to make do with a reward for vila of just 340,000 pounds per year. >> we need to change the bonus culture. we need responsibility across the board. >> he will sympathize with him. there are some who worry he is being made a scapegoat. >> fred goodwin has not committed a crime of any kind. no single person or any single bank created the biggest financial recession in modern times. does this mean that any person
