they are negotiating with russia to extradite the former contractor who is charged with espionage. state department spokesperson said the americans believe snowden is still in moscow. he nodes deputy secretary william burns and otherer officials are holding talks with their russian counterparts and hope the russian government will look at all available options to return snowden back to the u.s. to face justice. the state department officials believe russian authorities did not allow snowden to leave the country in consideration of the u.s. position. snowden arrived in moscow on sunday from hong kong and did not board a plane on monday for the cuban capital even though his name was on the passenger list. the foreign minster said snowden requested asylum and said a u.s. embassy requested his government not comply, but he stressed a

>> the former prime minister won't have to serve prison time until he exhausts the appeals process. another italian court previously found berlusconi guilty of tax evasion and involved in leaking information. he is appealing those rulings too. >> workers at the damaged nuclear plants have detected unusually high levels of radioactive substances off the coast of the guilt. the plant operator is not ruling out the possibility that contaminated ground water is seeping into the sea. tepco workers tested samples from a port near fukushima. they found the water contained ten times more radioactive right to yum than previous samples and it's less than 150. workers found them exceeding the safety level earlier this month in water drawn from a well near

the benchmark plunged more than 240 points at one stage. fears of tapering by the fed pushed the yield on treasuries higher. those on 10-year government bonds closed at the highest level since august of 2011 in new york. the spike in u.s. treasury yields also rippled through to europe. the effect was particularly evident in the debts of fiscally strapped countries. the yield on the spanish bond rose above 5% for the first time in 2.5 months. on the italian government bonds it exceeded 4.8%, marking the highest level in about three months. they saw sharp declines following the deg negative performance in asia. to see how this is affecting all of this, we will go to the tokyo stocks exchange. another day of volatility.

well as bonds as well. i need to bring up another point and that is really the focus on china markets and after we saw the plunge in the shanghai composit composite. the hang seng index is seen right now on the screen. there is a concern over the growth issues or cash crunch as investors like to say. they are a wait and see policy about what the government may take to ease market concerns. >> indeed it being loos like investors are looking if are a clearer picture on all fronts. currency, where do we stand on some of the pairs? >> a big issue of course. that has been a big focus. it's down against the yen compared to this time yesterday. comments if are federal reserve officials sent the dollar lower and some called if are a lowering of expectations of an early tapering of the bond

buying program. that's playing into the markets at the bottom of the screen. so that's a focus as well. further market direction may be dictated by the government officials and a lot of data coming out of the u.s. the goods orders and consumer confidence and new home sales. that will be a big focus as well. we will keep track of china's shares as well. given that plunge that we saw yesterday. a lot of focus on that and the nikkei is in the positive and the topix in the negative. >> thanks for the update. from the tokyo stocks exchange. the economic researchers said the mood of the moment for big manufacturers is optimism. the weaker yen is taking industry on an upward trend. they gave predictions for the bank of japan's quarterly survey

to be released next monday. the measure of business sentiment ranges from minus 4 to plus 5 points, up from the minus eight points of the previous report in march. now six of the ten institutes predicted a great improvement with major makers with the forecast on mitsubishi research institute. a wide range including autos and electric machinery makers. the up turn is thanks to the weaker yen. it's amazingly the u.s. the forecast for small and medium sized manufacturers showed a smaller uplift. they had minus 17 points to minus 12 points. that's an improvement over 19 points of the previous report

millimeters into the next 24 hours. tokyo at 28 degrees with sunshine and it's going to be overcast, about you random showers will be spread widely due to the unstable conditions. to the south of that, 33 degrees and chances of thunderstorms there as well. shanghai is going to be a moderate to heavy rainy day at 28 degrees. over to the north and eastern pacific, you can see a mass of cloud formation and this is the tropical storm which is going to be a hurricane status over tuesday morning local time. but the good news is it's going to be moving away from the land masses and not making any landfall as we predict. it it will be bringing storm surges across the coastal regions and also supplying moisture to dump heavy rain across the coastal area.
