news 4 at 4:00 starts now. j and good afternoon, everyone. thank you for joining us. i'm joe hart. >> and i'm shelby shea happen. -- sheehan. welcome to news 4 at 4:00. >> it was a little more slushy on the roads today. with all of the snow we have had moving in, things are starting to melt, and it is definitely, like joe said, slushy out there. madison joins us with our first look at the forecast. that's right. we got warmer than we were forecasted to. we did reach the lower 40s, but outside in reno now we're sitting at 39 degrees. we do have partly cloudy skies with the winds out of the northeast at five miles per hour. now, relative humidity remains pretty high at 62%. and we are still seeing some isolated showers out there, especially in eastern nevada, and we're going to continue to see that throughout the night. very isolated and scattered in nature. then we're looking for quite a break on your friday. here is a look at your 24-hour

tonight we're looking to drop down into the 20s overnight tonight and freezing fog is possible after 10:00. and then early tomorrow morning. so that has been the case the last couple of nights and it looks to be the same case tonight. tomorrow we're looking at a mix of sunshine and clouds, so a little bit of a switch-up and again, looking to warm up into the upper 30s by tomorrow afternoon. we do have a good air quality rating this afternoon for the reno-sparks err why and it is okay to burn. we have a break on your friday with these winter storms, but we've already got another system making its way in by saturday. we'll talk about how much snow we could see with the next system coming up in your full forecast. back to you. >> thank you, madison. new at 4:00, the nevada attorney general has filed a motion to dismiss a lawsuit over the state's education savings account. the suit was filed last month by the lieutenant governor, and the lawsuit filed in clark county asks the court to expedite a ruling on whether

legislature this spring passes constitutional muster. the e. s. a. program allows the parents to climb a majority of their child's per pupil state school funds and apply them toward tuition or other educational expenses. several different lawsuits have been filed over this issue. the reno police department's traffic division is the first in the state to use a high-tech gadget, and the machine has a rotating mirror that shoots out 36 degrees of lasers. those lasers collect color and uses data points to create an immersive 3-d image of the scene around it. pretty advanced stuff. the accident investigation team will use the system to diagnose crash scenes much faster and more accurately. it is made possible bay grant from the state office of traffic safety. well, new reports show nevada is not doing very well when it comes to our education system. two reports released in the last week show how the silver

the country. education week ranked nevada 50th for k. - 12 education, and that report takes into account poverty-based gaps, academic performance and finances. another organization, young invincibles, focused on higher education. they released report cards for all 50 states, and nevada received an f. in its final grade. if you're wondering what lawmakers are doing about it, tune in tonight. we'll have more on this coming up at 5:00 and 6:00. and this brings us to our mynews4.com web poll question. we want to know tonight what grade would you give to nevada's higher education system? there is plenty of time to vote. you'll find the web poll on our home page, my news 4.com and we'll have updated results for you throughout our newscast tonight. a controversial rate decision by the nevada public utilities commission is being reconsidered, but it is coming too late for solar city employees who are now out of the job. the company is pulling out of nevada and the employees say

reno and nevada are simply gone. another solar company, sun run, also announced it, too, is leaving nevada. at issue is a rate decision made by the public utilities commission last month that increases bills for nevada's solar customers. that decision raised a fixed fee and lowered the value of credits that solar customers earn for providing excess energy to the grid. the employ questions of solar city says it makes solar energy no longer affordable in nevada. >> we have this great resource that is just getting ready to leave the state. for a state that is based upon mining and using natural resources, we have one of the best resources right up in the sky, and we're choosing not to use it. >> now, the commission argued the new rate structure is necessary so customers without solar are not unfairly subsidizing solar customers. and the decision is being challenged by the state's bureau of consumer protection

treated like old friends. >> reporter: building friendships with customers what the owners of this boutique say their business motto is all about. >> we still have clients from 18, 19 years ago, absolutely. >> reporter: the boutique carry as variety of women's clothing and more that you may not see anywhere else around town. >> we only buy like four to six of one item, so it is -- we keep it on the unique side or different. >> reporter: and when the owners are looking for that unique item, they say it is all about their customers. >> we try really hard to get to know our customers, and when we go to market, we're thinking of our customers to shop so we're thinking oh, so and so would love this. let's buy this for her. >> reporter: stacey sorenson opened 18 years ago with a friend. >> it actually started as home business 18 years ago where we actually brought it to people's homes like an in-home show. >> reporter: the home shows eventually involved special a shop. she moved the store to a few different locations throughout the last several years, but

dolan joined the team, they fund a new home in reno. >> we have been here for about a year, two years, excuse me nmarch, and we're just a lifestyle boutique. we try to kate tore the neighborhood and so it is easy to shop and be close and not go down to the malls and things like that and keep it real local. >> reporter: and keeping it local is what it is all about. >> this is what keeps our community going are the local businesses. and i truly feel it is very important to give back. always have. >> reporter: giving back is what they do. sorenson says they try to donate the a local charity every quarter. they also help out schools and local events weekly. >> we really do try to spread it throughout the local communities, and we have a little bit of a heartstring as far as the children go. so children, we have done quite a few with animals, too. >> reporter: and sorenson says the loyalty of their customers keeps them going. >> being a local business is not easy. reno is fickle, and loyal at the same time so it is just a

for the worst today dropping 392 points. in the a good day for the stock market. a wave of selling knocked down to more than 5% down from this year, the first couple of days of the year that is the worst four-day percentage loss to start a year on record, according to stats that go back to 1897. the nasdaq is down 6% in 2016. it is the worst start since the year 2000. the financial experts are placing much of the blame on china. well, macy's plans to close dozens of stores nationwide in the coming months capping a disappointing holiday season. macy's says it will close 36 stores as a part of a restructuring plan. the company also says it will eliminate more than 4,500 positions. macy's suffered a significant sales decline during the holiday season. there are no closures planned in nevada stores at this time. airline ratings.com has released its annual ranking of

topping the list for a third year with a fatality-free record throughout its 95-year record is quan as the. it is the flag carrier of australia and the world's oldest, continue usely operated airline. the top 20 list was released in alphabetical order and those making it include alaska airlines, hawaiian airlines and united airlines. airlineratings.com also ranked the top ten safest low-cost airlines which included jetblue and virgin america. apple rang in the new year on a high note. new year's day was a recording day for its app store. apple says the first day of 2016 was the most popular day in app store history with customers spending more than $144 million on apps and in app the app store also had a holiday season for the record books. apple says during the weeks of christmas and new year's day, customers spent a whopping $1.1 billion within the app zero.

customers spent more than $20 billion. well, let's go over now to the weather center to talk to madison about the forecast. madison, beautiful out there today. snow on the ground and sunny skies. that's right. it made for slushy conditions out there as well today. we're sitting at 39 degrees, partly cloudy skies and light winds out of the northeast at five miles per hour with the relative humidity at 62%. looking around the region, a lot cooler now in truckee. already down into the 20s and south lake tahoe sitting rite at that freezing mark. we're still seeing some isolated showers out in eastern nevada, but those are expected to diminish tonight and then we are looking at low pressure making its way out this evening and then we're going to see another system make its way in by saturday. so here is the future cast all the way through noon on saturday. we're looking at prity clear skies tonight, and then really just seeing a mix of sunshine and clouds tomorrow. this is at 4:00 in the afternoon on friday so we'll see some cloud cover across the state and then as we hit early

at that rainfall in california and is about area and -- or snow hits the sierra early saturday morning, and we will see lingering showers throughout saturday afternoon. now, tonight in reno and sparks, we're looking to get down to 21 degrees. we'll have mostly cloudy dies and then isolated showers are possible, but very, very slight with that chance. patchy fog is expected after 10:00 so we have seen that freezing nothing the last couple of nights and early mornings and that is a possibility tonight into testimony as well. tomorrow we're looking to top out at 38 degrees for reno and sparks. again, partly cloudy skies and then light winds are going to be the trend. eastern nevada could see a few left over showers tomorrow with day time highs in the upper 20s to the lower 30s. as we head west into fallin, we're going the see upper 30s for fallin reaching the lower 40s for hawthorn. down to six degrees in bridgeport. carson city, 18 degrees tonight and topping out at 36 tomorrow with winds out of the southwest

we're going to see quite a bit of sunshine throughout the day tomorrow as well. around the lake, there's just a slight chance for some left over snow showers there at lake level with day time highs ranging from the lower 30s right at the freezing mark to 36 degrees in glenbrook tomorrow. some -- a cold night in some areas ahead of us tonight. 19 degrees in susanville. 16 and these day time highs warming up into the mid and upper 30s and then reaching even the 40-degree mark. the valley floor, that possibility for some patchy fog after 10:00 and lasting through the early morning hours tomorrow with overnight lows in the teens and 20s, and then day time highs in the 30s around reno and sparks. here is a look at your extended forecast. we do have the break tomorrow with the storm systems and then a new system making its way in on saturday is. a 90% chance for snow in the sierra and then a 50% chance for carson city and reno here. we are looking to see a few inches in the sierra with saturday's storm and then maybe

the weather we're expecting tomorrow. cloudy skies. today we actually did reach the lower 40s. we were only forecasted to reach 38 degrees. it will still keep us in the upper 30s, and then we are inching up toward average temperatures next week. saturday's system, we're expecting -- it is kind of a weak system at this point. we're expecting a few inches in the sierra and possibly an inch on the valley floor. ahead to. here is a look at carson city and south lake tahoe. they have a much better chance with this system moving in. it sounds good. >> i am so amazed by that story. >> that will be me in 12 years crazy!
