(samantha)>> a man has been taken to the hospital after falling through the ice.. news 4's ben deach is live at paradise park with the latest. good morning ben. 3 (ben)>> good morning, that's right fire crews tell us that a man fell through the ice here early this morning. 3 (ben)he was in the ice for what crews say to be about 30 minutes. witnesses saw him fall in and were quickly able to call authorities. he was removed from the ice right around 4 am, and crews cleared out afterwards this case serves as a reminder to stay off the ice, and if you see someone who falls in please do not try and save them. call immediately.

roads clear as we've been hit with one storm after another, n-dot watches weather conditions very closely and they have different procedures for wet and warm winter storms that produce rain and snow versus cold only snow events. they use sensors on the roads that give them real time weather data as well as temperature sensors on the snow plows themselves. the plows track road temperatures as well as air temperatures. 3 ((spraying anti-icing liquids, it does, it's like a bond breaker. you put it there prior to the snow pack developing and what ends up happening is the end of the storm, ndot can drop the plows and peel off the snowpack much quicker, getting a safer condition to the public. )) 3 (bill)>> even though we are currently getting a little break from all the storms... as tim said... be ready for another system to move in this weekend. 3 (samantha)>> and speaking of the roads.. the reno police traffic division is the first in the state to use new technology that will

on major traffic accidents.it will 'll also improve how it gathers evidence during those crashes.news 4's van tieu has the story. 3 ((van>> during major accidents, detectives go out to the scene and must recreate a picture of what happened. here's an example of what it typically looks like, you see a car here, a bicycle--- it could take hours to scale these measurements. but with the division's newest technology--- it'll take about 30 minutes to create an interactive, 3d model like this... you can see the difference is beyond comparison. nat- beep beep beep this is the faro system. an odd contraption of spinning mirrors, rotating on a tripod. nat"there's two set of mirrors in there- it's shooting one laser a time, and as that thing rotates around, it actually only turns 180 degress. because it's shooting that laser in both directons. " the lasers pick up colors and data points of its surroundings. when done manually, it could take a few

major accident to collect about 200 data points to create a map like this one, but- "with this system, uh, within 40 minutes, we can have over 2 million points."and the image it creates-- is much more immersive. it's also interactive. so a detective could, essentially go back to the scene of the accident. "when you build this model, you can go back, and sitting at your desk, you can look at the vantage point of what that person claimed to see."thanks to a 65 thousand dollar grant from the nevada department of public safety, rpd uses the faro system to clear accidents sooner.with this system, we have one or 2 officers running the faro, and essentially have traffic control and be in and out of there in an hour.that's a big improvement. some investigations could close roads between 4 and ten hours. "f" for its financial support of higher education.but several education officials who spoke with news four .... say they expect nevada's scores to increase in the coming years. 3 ((if you take a look at what

plah, blah, pack your patience. tomorrow we could have action around here. >> yes, snow on the way for tonight and into tomorrow morning. there are areas of concern for fog, just not where we are. if you look toward the north valley, carson city, there are areas with a big potential for fog as well as perhaps ice on the roads so you still need that patience and give yourself extra time. >> i stand corrected. >> we are looking a lot better right here in reno around the stays, the valley floor looking dry at this point. 39 in reno-sparks later today. we are watching for another batch of moisture in the form of snow to arrive in the sierra tonight into tomorrow morning as well. that is going to be another travel concern for you. overnight hours into tomorrow morning, as well as starting to make its way out by about the late afternoon or early evening

it asks the court to expedite a ruling on whether the program authorized by the legislature this spring passes constitutional muster. the program allows parents to claim a majority of their child's pure poop el state school funds and put them. they are out of a job. the solar rooftop company is pulling out of nevada and employees say hundreds of good paying jobs in reno are now gone. another company, another solar company called sun run announced it, too is leaving nevada. it increases bills for nevada's solar customers the that decision raised affixed fee and lowered the value of credits that solar customers earn for providing excess energy to the grid.

tim, there are scattered areas with fog. >> yes, there are. truckee is reporting fog. carson city as well. some areas are still seeing fog and it is that situation where it could be putting ice on the roadways. that is a dangerous situation you want to be careful of. here in reno near the station we're dry so that is a big improvement. roads have been dry for my commute, your commute. sounds like things have been better. 39 in reno-sparks. the high later today. not much of a snow shower chance. today is our break, but another system moves in tonight into tomorrow morning. that one brings again snow, once again to the sierra. a moderate accumulation possible 6 to 12 for the highest elevations and less than that if you get down. chain controls may be required tonight. we'll have to watch for that in the sierra.

>> good morning to you guys. like tim said we're getting a small break from the weather here this morning. we're crash and incident free. the area around tahoe we want to warn you about west of carson city where highway 50 and highway 28 meet up. we're getting reports of it being slick in that area so be careful. another quick reminder if you're trifling down the highway and you see an emergency vehicle on the shoulder, move over a lane and give them some space. this is for all emergency vehicles whether police and fire, dot cleaning up the highways and making them safe. you have to slow down and move over. this is a law in all 50 u.s. states. seat belts on, cell phones off. stay safe. they have been working to keep our roads clear. they watch weather conditions closely and they have different

winter storms that produce rain and snow only event. the censors on the roads give them real-time weather data and temperature censors on the snowplows themselves. the plow trucks read temperatures as well as air temperatures. spraying anti-icing liquids is like a bond breaker. you put it on before the snow develops and at the end of the storm, we can drop the snowplows and peel off the snow pack quicker and giving a safer condition to the public. we'll see a break for the next 24 hours. be sure for another system to move in this weekend. we'll check in with tim after the break. >> well mavericks have always been a popular spot for surfers but yesterday they tested their skills and how high the waves got.

and [applause] and you're looking at the opening bell on wall street. it has been a very rough week. starting out on a better note this morning we're dropping quite a bit from the morning session highs. we were up 100 points at 6:30 and since dropped down by 46 on the dow. nasdaq up 39 points. whole sale stockpiles. labor department is reporting that u.s. employers added 292,000 jobs in december and unemployment remained at 5%. today's job report is

the u.s. can continue to create jobs even as global growth has flagnd. analysts say solid consumer spending has off set weakness overseas. let's toss it to tim studebaker. >> not too bad. some areas of fog though in a few spots like the douglas county area, carson city, north valleys and truckee as well. maybe even some other spots and that could put ice on the roads. that is the biggest concerns this morning. we're getting a break, but by tonight snow starts to move in once again during the overnight hours and stilling into western nevada. we have seen this so many times this winter. 26 in town. partly to mostly cloudy skies. 6miles per hour winds. the humidity low enough in reno- sparks that there is not a fog chance near downtown or the

anniversary of the deadly islamic attacks. he said while the man was known by police who detained him in the south of france months ago, information about higgs identity was contradictory to the police report and a manuscript found on his person after he was killed. a police officer was shot several times in a shootout with a suspect before midnight. the 33-year-old officer was driving through a west philly intersection when the suspect opened fire. he walked up to the police car and fired at least 13 times. the officer was hit 3 times in his left arm and is expected to make a recovery. the 30-year-old man was shot at least three times. he has been taken into custody. no word on his condition right now. well, today marks five years since a deadly shooting spree in tucson, arizona left gabrielle giffords injured and six others dead.

year-old girl and chief judge in arizona. 18 people were injured in the attack. gabrielle giffords was speaking at a congress on the corner event at a grocery store when 22-year-old jared lee loughner opened fire. they believe she was the target of the attack. he spent months learning to walk and speak again. he is serving a life sentence. a plane headed to chicago from new york city made an emergency landing in detroit last evening when a passenger became abusive and unruly prompting authorities to get her off the plane. a passenger wanted to remain anonymous shows the moment she was carried off the plane. passengers were applauded as she was taken off the plane. that woman became disruptive shortly after takeoff and assaulted several passengers. police say the woman may have been suffering from a medical condition. after the unplanned stop, the flight resumed its trip to o'hare airport.
