candidate hillary clinton made reno an example of what the criminal justice system should look like nationwide. while speaking in iowa on monday, she argued that drug addicts and those suffering from mental illness should not be sent to jail, but should be helped. here in reno the crossroads program aims to do exactly that. the washoe county sheriff's office and catholic charities help these recovering addicts find a job and get a fresh start on life. without the program i would be in a rough spot or still in jail. so it is a big changeover. drug addicts and alcoholics do not deserve to be incarcerated. >> reporter: clinton also pointed out how much cheaper it is for taxpayers to have these types of facilities rather than spending more than $100 a day for keeping someone in prison. it's about $19 a day for someone in a transition home. you can see the full story on

news 4 at 5. the washoe county school district might be shutting down the rainshadow charter high school because of funding issues. according to a school official rainshadow has been on probation for quite some time because of a lack of proper funding. although they are a charter school, washoe county school district still oversees the school. rainshadow gave a presentation to the board members at tuesday's board meeting and was instructed to provide a contingency plan, but no decision was made. a decision regarding the future of the school will be made at the next board meeting set for january 26. well, nevada has hammered out a contract with an oregon computer manufacturer to get laptops in the hands of thousands of middle school students. the state announced a deal to help implement the nevada ready 21 program. it's authorized by the legislature. teachers and principals get training this spring on how to use the computers as teaching

a ctl chromebook with a google operating system. that happens next school year. the city of reno has officially appointed david cochran as the new chief of the reno fire department. cochran has been working as the acting chief since august of last year and was recommended for the permanent position during a city council meeting back in december. he has more than 17 years of experience with the reno fire department and worked up through the ranks starting as a firefighter. >> i'm looking forward to expanding the paramedic level of service that we have just implemented to encompass the whole department. i want to add more firefighters over the coming years and basically get our staffing equipment and station levels up to where they need to be. >> the city council voted unanimously to approve cochran's permanent position with member

a conflict of interest. reed skenandore has been arrested. authorities say watkins was shot when others tried to rob him of a small amount of marijuana he was selling. according to police skenandore was identified as having been at the scene and firing a gun at watkins. police also have two others in custody in this case. brothers jesus garcia and alan garcia. gun casings have been found at a sparks apartment complex where shots were reportedly fired this morning. according to police more than one shot was fired in the area of green bay drive around 7 this morning. no injuries were reported. witnesses are still being interviewed and the suspect was not on scene when police arrived. we will update you when more information becomes available to us. sad news to report this afternoon. a man that was -- who was struck by a car on new year's day have

have been drinking when he was hit. that was about 1:20 on new year's day. officials say the driver has been cooperating with authorities and the crash is still under investigation. anyone with information regarding any of these incidents is asked to contact reno police or secret witness. so far we are around average for new year's eve for this year, but snowfall is not the only component to keeping the truckee river healthy. cassie wilson spoke with a water master earlier today to learn where we are in terms of river flow. lake tahoe has been below the natural rim for a few years now and that has been impacting water supply all along the truckee river. >> right now we are 164,000- acre feet below the rim. we would have to have enough water to either cover 164,000

talking to us today is samira. thanks for being with us. you have something going on called quick fit. what is that? >> it's a six week program. it runs five times a week. it's a chance for -- to be in a small group setting, get more one on one personal training with our trainers, and a chance for a nutrition guide by our very own registered dietician. >> love that. >> she pretty much guides you a way to kick off the new year, get started, ludes some weight or gain some strength. >> reporter: a lot of people think with a fitness class it's all about cardio, hit, weights, et cetera. >> we have different trainers for every day of the week. we do high intensity boot camps and yoga, we do, you know, core conditioning, flexibility. all kinds of stuff u get a little bit of everything from all our trainers. >> reporter: a little mix depending which one you like. and also help with the food part as well? >> absolutely. that's one of the best parts

now, on satellite and radar we are watching this first winter storm system we are expecting on this seven-day forecast moving east tonight. so again we could see some scattered showers across far western nevada tonight. here is a look at futurecast. you're going to see the snow over the sierra tonight. then things clear out and by tomorrow morning we are going to see that cloud cover making its way back in and then tomorrow night another chance for snow in the sierra and spilling over into far western nevada. definitely still expecting quite a by of precipitation through the week. so tonight in reno and sparks 27 degrees, mostly cloudy skies, and a chance for scattered showers and the winds out the of the southwest at 5 to 10 miles per hour. tomorrow looking to reach 45 degrees, mostly cloudy skies, and through the day as you saw on futurecast we are gonna see clouds through the day. in the evening we see that possibility for a mix of rain and snow. here is a look at your forecast

around average with battle mountain 35 degrees and isolated snow showers there. down to the teens for bridgeport and mammoth lakes tonight as well as bishop. those daytime highs in the upper 40s in hawthorne and lower 50s for bishop tomorrow. fernly 28 degrees tonight. 44 degrees tomorrow. winds out of the southwest at about 10 to 15 miles per hour and partly cloudy skies there. now, we can talk about some snow accumulation at lake level tomorrow. an additional 2-4 inches after what we've already seen today. those winds picking up out of the southwest 10 to 15 miles per hour and slightly warmer than what we have seen. a warmer system this time a around. 30 sutcliffe tonight. for the reno valley sparks floor average for this time of year. 42 degrees sun valley. we have got a little bit of a break tomorrow for carson city and reno through the day. but again those chance for

be a great event where a lot of people can come and participate. >> you have your facility in washoe valley. you have 40 dogs at this point? >> yep. we usually have anywhere between 40 and 50 dogs. we are more of a recovery center. we focus on recovery, training, medical care, socialization, those types of things. and then when they're ready we adopt them into loving homes. >> wonderful. pretty new. you have some major work to do at the facility, right? >> we do. we are in the old cattle man's restaurant. we are in our sixth year. we are building and growing and that kind of thing. we are building little condos for the dogs. we started construction on a new indoor training and play yard. so that's gonna be fun. we like to invite people out, take a tour. >> and for you this is a real labor of love. >> it is. >> you used to have a business and then you launched into this. how is it? >> it's awesome. it's my purpose. i just love it. you see these guys come in and they have been through so much.

months with us before we adopt them out. you get to know everybody about them. they become your kids. >> where do they typically come from? families who can't handle -- >> little bit of both. we service a support system for other rescues and shelters that cannot place them. label them unadoptable for whatever reason. we help families that are going through, you know, trauma or tragedy, military, senior, death in the family, financial reasons. whatever the case. we help re-home those dogs, too. >> how rewarding is it? >> it's indescribable. our adopters are plugged into my fon. we send pictures and share stories. it's great. we build relationships. >> sounds great. thanks so much for coming in. january 23rd at the bowling stadium. >> back to you. thanks, guys. well, the harlem globetrotters
