now, i also talked to some taxi drivers earlier today. some of them say uber is already affecting their business because they often offer lower rates, while other taxi drivers say they're not sweating this competition as long as the airport keeps everything fair. >> this is the first ride share company that is actually able to pick up passengers here at reno-tahoe international. >> reporter: you may remember uber was first allowed to operate in n. n. -- nevada back in september. >> since then we have been working closely with the airport so we could come to an agreement to offer safe and reliable rides here at the airport. >> reporter: one thing they had to work out, making sure the unirdrivers and the taxi drivers receive the same treatment. >> it is geo fencing. it is a technology that is a tracking tool. >> reporter: while the taxi drivers use trance responders, the uber drivers will send a ping alert from their phones when their cars enter the geo

>> like any other ground transportation provider here, they pay a trip fee for using the airport. >> reporter: both uber drivers and taxi drivers are charged $1 each time they pick up somebody from the airport. >> and competition is what it is. it has got to be fair business for everybody. >> reporter: some taxi drivers i talked to say they're not concerned about the competition. >> yeah, it is a convenience thing. i mean, if we're here, they'll have to wait for theirs. >> reporter: taxi drivers are able to line up outside of baggage claim while uber customers have the walk across the parking lot and wait for their car to arrive. the airport ceo says there's plenty of business to go around. >> with the snow that we have had this year and really our -- the economic prosperity that we're now seeing in our region, i think there's a lot of business for all different transportation providers. >> reporter: and uber representatives say they hope the new service will allow people from all over the world to get transportation from our local airports. >> those folks are using their uber apps at home in 65

they land here, it is no exception. they're able to open that app and get that ride and these drivers are able to benefit from that income opportunity. >> reporter: now, unlike taxis, you are not going to see them lined up here. you have to use your uber app, request a driver and wait a few minutes for them to come pick you up. we did talk to some of the first uber users. some of them were having a hard time finding the drivers because this is the first day allowing them to pick people up here. and news 4. >> thank you olive i can't. state auditors say las vegas area cabs are overcharging customers, listen to this, to the tune of $47 million a year. the finding came in an audit of the nevada taxi cab authority presented yesterday. auditors from the governor's finance office say the $3 credit card processing fee that

and really should be no moore new hampshire r. than 90-cents. they also criticized the authority even though the gas prices are going down. the audit recommends abolishing the taxi cab authority which regulates only clark county cabs. a critical deadline is fast approaching to sign up for health care under the affordable care act. if you missed the january 31st deadline, you could fates substantial penalties this year. in this on your side report, terri hendry shares advice and some may find the penalty this is year to be eye opening. >> reporter: and then some, shelby. the penalty started out at a minimum of $95 and we talked with an expert who shares that this year that minimum rises to $695. now, if you missed the january 31 deadline, you'll feel the pinch when you file your income tax return. we spoke to a broker with nevada health benefits, and he says that's not the only pain some folks are feeling when

they can run into bogus web sites that just want your information in order to sell to marketers, or they want to sell you plans that don't give you the financial breaks or subsidies you're entitled to receive. still, even if you get to the federal web site, which is the only legitimate one you can sign up for health care in nevada right now, he says many find they can't speak to one person and every time they call back they get victory information or they face confusing paperwork and red tape. >> trying to figure out why one department said one thing is impossible at the call center to e-mail them, which the call center has very limited function ality of contact than the other departments that actual process the paper work. >> reporter: so it can be a nightmare for some folks and many are finding that using the services of a broker can really help cut through all of that, and you can find a licensed reputable one through nevada's silver state exchange. visit our web site at mynews4.com.

we're going to share some tips from law about the exchange and what you need to know in an on your side report. joe? thank you. california's assisted suicide law is expected to go into effect in several months ahead of the new law, the california medical association has issued guidelines to doctors on writing prescriptions for lethal doses of medication for terminally ill patients. the 15-page guide outlines the complicated legal and medical steps that doctors must take. it also says the doctor cans list the cause of death that they feel is most accurate, including the underlying terminal illness. the act does not take effect until 90 days after the end of a special legislative session this year on health care. that date has not yet been set. the county officials are looking for a man who they say approached a young girl and asked her to come with him. it happened in dayton. the officials say the girl

they're going to act on the generosity of our country to try to intrude into us. >> reporter: the issue has been front and center in congress since the terrorist attacks in paris and san bernardino, california. as congress now haggles over the vetting process, we wanted to know just how many refugees are already here. how many came in in 2015? >> reporter: the state department sent us these numbers. more than 12,000 refugees from iraq and nearly 1,700 from syria. just in 2015. president obama has called for the acceptance of 10,000 more this year. the obama administration stands by its current policy on refugees and warns any changes to the program would be unnecessary and un-american. >> nothing is more important to the state department and to secretary kerry than the safety and the security of the american people that's why the syrian refugees are vetted additionally with more scrutiny than any other refugee that comes into the united states.

we'll talk about that well, frustrations continue to spill over in flint, michigan as the city continues to deal with its contaminated water supply. today water donated by the entertainer cher was donated. jay gray has the latest tonight as the investigations continue. >> reporter: bottled water continues to pour in to flint, michigan, along with a flood of controversy and concern over the city's water crises. >> water is a basic human right and everybody deserves clean water. >> reporter: but the residents

water since april of 2014 when the save money the city began using the flint river as the source for its water supply. an initial test months later showed elevated levels of lead in the water. still the officials insisted it was safe, despite a warning from e. p.a. and data from doctors that showed alarming levels of lead in children's blood there. it wasn't until a few weeks ago, nearly two years after it started, that governor rick snyder declared a state of emergency and asked for federal help. and the embattled governor has promised to release two years' e-mails regarding the situation in flint after promising transparency during his state of the state address last night. >> i say tonight as i have before, i am sorry and i will fix it. >> and i am sorry does not bring back the health and the welfare of those people and these children's future. >> reporter: a future that remains as uncertain as the water. jay gray, nbc news.

in the town of flint are being tested for lead levels. the health department held abevent last week billed as family fun night to take samples from young children exposed to tainted drinking water. the officials say they plan to hold more events like this in the coming weeks as the water crises continues to grow. let's now get a check ton weather with chief meteorologist colin jackson. we have clear skies the next several days, but, boy, the weather could put a damper on weekend plans, especially if you're heading over the hill. yes, and i'm planning on that friday into saturday. i don't knowive i'm going to make it. we have weather changing rapidly. for now high clouds streaming on through. it does make for great sunrises and sunsets. that storm that comes through friday night into saturday, the snow level by saturday morning drops from 4,000 to 5,000 feet. it is a wide range for now. we'll try to update that. the sierra, above 7,000 feet. another one to two feet of fresh powder that will be nice. lake level meaning lake tahoe,

5,000-foot level, maybe one to three inches of snow saturday. and reno on the valley floor, for now it is a slight chance, but if we get it, a half an inch. maybe an inch at most. we'll wait and see. maybe nothing hits the valley floor. but if it does, the interstates and the street also be tricky. the winter storm watch is already up that is in effect from friday morning into saturday afternoon. so keep that in mind as you're heading over toward the sacramento area. the high today was 56. 46 is the average for this time of the year. the other numbers are still in the mid 50s for highs today. very similar to yesterday. even elko with a high of 39. overall, the numbers look good. we're at 45 already in carson city and 35 at south lake tahoe. 37 in the truckee area, so it is a repeat of yesterday pretty much. the highs today were, again, 10 degrees above average. now that we're in the 5:00 hour, they have dropped a little bit, but not much off the highs.
