accountable and maybe pressing charges. >> terri hendry joins us from the sugar bowl ski resort. they're not happy about this at the ski resort. >> reporter: a spokesperson. told us that all of this happened in an area that is considered inbounds, but closed to the public. i'll give you an idea of just how close that area was to the main ski luge. he told us that it happened at that second ridge, and the folks that were here were watching it as it happened. this video demonstrates just how dangerous that area is. >> the more speed, the better, i'm pretty sure. >> oh! >> reporter: you can see what happens as soon as the snow boarder touches the fresh powder. he is being pulled down the mountain by the sliding snow. at one point you can even see he is underneath the snow. he survived this and appeared not to be injured, at least in the video, just shaken up quite a bit. but now he is facing prosecution for trespassing,

>> when a ski patrol says we're not allowing the public to ride this, this area has not opened since 2010 and 2011. >> reporter: the sugar bowl spokesperson. says pressing charges against the skier under these circumstances is not unprecedented, but it is not that common either. he says in this instance, it was just too dangerous to not press charges. >> this all lies with the plaster county sheriff's office now, but if this does anything but raise awareness for people to be safe out there and respect these closures, it is a positive. >> reporter: the online video went viral. and we reached out but the snow boarder has not responded. he did post another video on youtube indicating he did nothing wrong. he doesn't believe he was skiing in an area that was prohibited or closed, and that he certainly didn't duck ropes. the plaster county sheriff's office says that if he is convicted, that he could face

first we get the rain chances on friday. not high for reno. around 50% late in the day. but overnight, higher and into saturday morning as well so we're now at 49. most locations are in the low 40s. the reason we're a little warmer now than last night at this time is because of the cloud cover that we have that will be with us as well. statewide, winnemucca coming in at 37. it will be cold in the east as well. fireplace burning is still allowed, and, guess what? we stay in the low 40s until, well, 11:00 and then we'll start to drop off into the 30s. 38 tomorrow morning when you're waking up and trying to get the school. guys, back to you. >> thank you. tonight's crime watch. the prosecutors are urging nevada supreme court to reverse a recent murder conviction. it stems from the shoot-out at the sparks' nugget during the 2011 street vibrations event. the shoot-out left one dead and three wounded.

says the justices who ordered a new trial last month did not place enough weight on casino surveillance video. hicks says the video shows a conspiracy to assassinate a hell's angels leader. the sentencing was reversed last month after the nevada supreme court claimedder ernesto gonzales, the once- convicted killer, that is, was kenned a fair trial. the police are still looking for two suspects in last night's shooting in northeast reno just before 8:00. the authorities responded and fund a man there who had been shot in the leg. a female victim was not harmed. the police say it began when the two victims were walking with an acquaintance. three suspects armed with pistols demanded money shooting the -- the victim. the police tracked down two suspects, intelligence and rooney. the detectives are still on the look-out for two others. >> we believe we have the firearm that was involved with

people were involved in the robbery shooting, so i would still consider them dangerous. >> this happened in the same area where two other shootings took the lives of two teens in recent weeks. the nevada public utilities commission might change its decision to apply higher rates to rooftop solar power customers who bought their systems in years past. the commissioner submitted a draft order wednesday calling for reconsideration of the grandfathering issue. the commission is expected to decide monday whether to move forward with the proposal. many current customers are upset saying they invested thousands of dollars into panels based on rate calculations that are now basically obsolete. a president is coming to northern nevada ahead of the next presidential election. bill clinton will be in reno tomorrow night as part of hillary clinton's campaign. the president is speaking at the boys' and girls' club on foster drive at 8:15. the doors open at 7:30. the campaign spokesperson.

hillary's plans for nevadans. you are asked to rsvp by noon tomorrow if you'd like to attend. just head to the campaign web site at the bottom of your screen. infant deaths have been on the rise in washoe county unfortunately with four in the past few months, and these recent incidents have been because of co--sleeping with parents, experts say. news 4 spoke with cribs for kids on how to prevent this from happening. emily? >> reporter: and cribs for kids a national program that focuses on educating parents about safe sleep environments. the officials of the program refer all parents to the abc's of safe sleep. a is for alone. the baby should never sleep with anyone or anything. b. is for back. the baby should always be sleeping on his back, convenient while napping. and c. is for crib. mange sure they get in the crib as soon as possible. >> there's no maliciousness in this. the reason that a parent is co- sleeping with their child is because they want to be close

she wants to know if there is anything the citizens can do to help clean it up and get it ready. we went out and got some video. the county officials closed the park last summer bus of the ongoing drought. they were concern tad having dogs at the park in such cry conditions could really cause long-term damage to the grass and the park. now, i checked over at washoe county today, and he says there is still no set timetable to open the park back up, unfortunately. he says it will be spring at the earliest, but this spring they do plan to fertilize and reseed that pasture that you're looking at here. once that grass takes hold, then they can think about opening up the park again. in the meantime, here is a list of some alternatives for you. there are off-leash areas located at hidden valley regional park, the sparks marina park and virginia lake park. for you. the county is definitely aware that the residents are anxious for the park to reopen. it is a popular spot when it is

if they rush it, it could cause further damage and wind up having the park closed even longer. thank you to debbie for sending in that question and the others, too, who asked about that. if you have any questions, send me an e-mail. just put ask joe in the subject line. whatever it is, i'll do my best to dig it into and come up with the answers for you. shelby? >> thank you so much, joe. enrollment in the nevada health insurance exchange is topping numbers from the same time last year. nearly 78, 000 nevadans have signed up for a plan in the enrollment period that began in november. that is 5,000 more than in the same period last year. the health exchange is geared toward people who don't have coverage through their employer or program like medicaid. the enrollment closes january 31st. the attorney general has filed a formal request at the -- that the supreme court speed up the decision about the state's school choice program. a carson city judge put the

earlier this month, just weeks before money was supposed to start flowing to families. the parents can claim $5,000 per student and use it towards private school tuition. the parents moved their children to new schools assuming the program would launch in february. the propose -- he roped that all court brief bees submit -- brief bees submitted in -- briefs be submitted in 52 days. colin jackson joins us with a complete look at the forecast. changes are on the way. i want to correct myself from 5:00. the lights are on, and why? it is not over. you can ski until 9:00 at night so that is kind of a fun thing to do. there are people out there. i wouldn't recommend it on friday night. it is going to be almost blizzard conditions. meaning a lot of wind and snow and a very, very cold system coming in dropping that snow level down to 4,000 feet by the time they get to saturday morning. so the low is the cold air. this is the warm sector of the storm and that brings in the rain and keeps the snow levels

saturday morning. so our next winter storm, watches and warnings are in effect and pretty soon the wind advisories will all be here and this map will start to look like a coloring book because there is more to come. that is in effect until 4:00 in the afternoon on saturday. snow levels are going to drop like a rock, but they start out high. here are the details, i should say. friday's snow level in tahoe, 6,500 to 7,000 feet. saturday it drops like a rock. in the sierra, overall, 7,000 feet to the peaks, one to two feet and maybe even more. lake level snow, on saturday morning, four to eight inches. 5,000-foot level the our area and the reno area looking to the west. one to three inches is possible if you live out there. and the valley floor, we could get a dusting to around half an inch. today was nice. 54 again a mixed bag. gorgeous views. 46 is the average for this time of year. we dropped off to 31. 32 was the high in most

in the mid 50s and that is a petty nice day. and these numbers haven't really budged since we started talking weather. we're showing you the wind map locally to show you that things are calm for now, but the southeastly wind and southwestly will really pick up tomorrow afternoon because of this storm system. that low is like a big hole in the atmosphere, and the winds flow from highs to low to fill that up or try. it is going to be interesting the next 48 hours once we get to, well, tomorrow morning. and tomorrow morning at 7:00 in the morning. tahoe, but this is the high. and then we move forward to friday night at 11:00. more snow and then the cold air really moves on behind it and you can see the white being painted by the computer model. and that means a lot more snow. maybe one to two feet so that will be nice for the resorts and, of course, our snow pack. in the early morning hours, the models are trying to paint a

that is going to keep changing. as we look east, the snow continues to fall in the tahoe area, and then things calm down, but elko may see snow late on saturday as the system scoots east. overnight tonight, we'll drop it off to about 37. because of the cloud cover, it will not be as cold. we have a high scheduled or advertised or forecasted to be around 54. strong southerly winds. here are your overnight lows in some spots. austin, 20. other numbers look nice. the temperatures are in the mid 15 region to low 20s to low 30s. pick your town. and that's where you'll have not as cold as it could be. the colder air will really arrive on saturday and sunday. the rain chances are there also and then snow in tahoe. highs in the 40s. and what else do we have? to the north. sutcliffe, 54 is the high. and then down south, the temperature also also be on the valley floor -- temperatures

decided to put it on the ballot in november. but some people i talked to are worried about what might happen if it does pass. >> i think everyone can agree that the current wage is too low for someone to live on. >> reporter: that's what the coalition of nevadans is trying to raise the minimum wage to $13 an hour. they believe it will boost the economy in the silver state. >> and a single economic impact, i could identify. it would instead be a stimulus to the economy where this money goes into the economy through the spending of these workers who have more money in their pockets. >> but an economics expert i spoke to says it is not that simple. he says a $13 minimum wage means the workers have to do $13 in profits. >> the worker has to cover the $13 an hour. if they can't produce, that they'll replace them with a machine that can produce at that. >> reporter: and he says that could bring job cuts. >> if you increase the cost directly of employing someone,

>> reporter: the reno-sparks chamber of commerce is one of the biggest opponents to the wage increase. >> it is much bigger than just a hike in the minimum wage. >> reporter: they expect the increase to bring a price hike to the products we buy. >> a small business owner doesn't have a.of gold in the back that they meiserly pick out when this happens. they have to get that money from somewhere. >> i would definitely have to make my, you know, prices not affordable for the women in reno. >> reporter: that midtown boutique owner says she already pays her employees above minimum wage. >> i have two employees that work part time, and that would probably cut them down to pretty much nothing. >> it is tough to live on minimum wage, but raising it, again lonly hurt the very people you're trying to help. >> reporter: and opponents of the measure can still file an appeals to the judge's decision yesterday, and we just touched on many of the positive and negative effects that the

have in nevada, ands soon as i'm done here, i'm going to type up my full report for mynews4.com so you can look for more in-depth information there. gentlemen and shelby? >> thank you. we'll check that out. coming up and topping our world news, more arrests linking suspects to isis. jonathan elias brings us the latest from washington. >> reporter: from the terrorism alert desk in washington, i'm jonathan elias. belgian says it has now arrested two more men suspected of links to the paris attacksment one was arrested wednesday night and the other thursday morning. since the november attacks the federal prosecutors in belgian have taken 10 people into custody over their suspected involvement. and a 1,400-year-old christian monastery, the coldest in iraq, was destroyed by isis. they base that on before and after satellite pictures from 2014. and while isis has not publicly announced destroying this monastery, it wouldn't be the first time that the terror group has targeted historic sites.

state john carry says the next week syria peace talks could be delayed by at least a day or two. i'm jonathan elias. and as the blame game continues in the flint, michigan water crises, e-mails have surfaced between the city, state and federal government pointing at numerous mistakes and allegation0s of possible cover-up. >> reporter: the ominous change in the water was particularly noticeable at bath time. >> my youngest would tell me, mom, it is yellow. it is a filmy, gross, and it would smell like open sewer, but we were being told, we're still getting used to the new system. it is safe. it is okay. >> reporter: but it wasn't okay, far from it. flint's tap water was laced with dangerous levels of lead. the state knew about it and did nothing. the trouble began two years ago when the state decided to witch flint from detroit's drinking water to a new system. but the new system wouldn't be

in the meantime, to save money, they switched to the flint river water. >> three, two, one! >> reporter: that first decision turned out to be a mistake. as did nearly every step the state took after it. michigan's department of environmental quality shoulders much of the blame. what a preliminary task force called an abysmal public response. at the time the state agency told flint it didn't have to ad an anti-corrosive agent to the water saying it was not necessary until two six-month monitoring periods had been conducted. in other words, they were willing to wait a year to see whether the water was safe. all the while highly corrosive river water flowed through the city's lead pipes leaching lead and other dangerous metals into the water supply and what came out of the tap in many homes was toxic. almost immediately residents

their water was brown. some people developed rashes, became sick. early tests revealed fecal bacteria, so the city and state officials added chlorine to the water supply and told people to boil their water. both mistake which is can actually increase the level of lead. >> reporter: at city meetings, the residents were repeatedly told the water was safe. >> we found the worst lead in water contamination that i have seen in 25 years, and, believe me, i have seen a lot. >> reporter: the residents didn't find out about the lead until this man stepped in. mark edwards is a virginia tech researcher who tested the water early last year. >> it was very scary to see the levels of lead that were hazardous waste levels of lead coming out of her tap water. >> reporter: that's right. the lead levels in one home were so high, water from the tap could be considered

his testing led to this epa memo, an entire rim report which was leaked last summer. it said the high levels of lead in the water were especiallily alarming because the state's water testing was flawed, so the true lead levels were probably much higher. >> we were just waiting for the appropriate authorities to help flint residents, to enforce federal law. >> reporter: when flint's former mayor asked the epa for more information, he was shot down, as you can see in this e- mail exchange obtained by cnn. the epa regional director writes the preliminary draft report should not have been released outside the agency, and that only when the report is revised and fully vetted will it be shared with the city. but that wouldn't happen until months later. meanwhile, families were still drinking water poisoned with lead. >> a horrible situation there. >> so frustrating for the lack

>> sarah, again, reporting there. the epiape blames the state for resisting oversight when water experts said it made it look like flint was passing with flying colors. >> so many questions. in the fall, the government admitted there was lead in the water and flint then switched back to detroit's water supply, but it wasn't until earlier this month that the state started bringing in bottled water and declared that state of emergency. well, american airlines announced it is canceling all flights in and out of charlotte- douglas international airport tomorrow. the move comes in anticipation of a major ice storm that is expected to coat the city. airline officials say about 650 flights and thousands of passenger also be affected. airport officials say that they will be working around the clock to de-ice the runways for operations to resume as quickly as possible. >> our message to folks that are traveling here in town is that if you're going to travel in the next 24 to 48 hours, you really want to talk to your

going to go when they say that you're going to go, and also be very careful about coming out to the airport. >> airport officials say they expect other airlines to cancel all of their lights on friday as well. american airlines officials say they will cancel all of their flights in and out of philadelphia and washington, d.c. on saturday when the storm is expected to move north. well, when we come back, hoover boards can't seem to kevin a break.

in the scam, criminals call american taxpayers pretending to be irs agents and demand phony back taxes. often the criminals threat ton call the police if the taxpayer hangs up the phone. >> it makes me angry because i feel, first of all, bad for the victim, and then i feel angry that these criminals are using the irs as a means to scare people into paying them money. >> reporter: the inspector general for the irs says as many as 5,000 victims have paid as much as $26.5 million to the scam artists who can be located inside the united states or around the world. the scam began by targeting new immigrants to the united states and threatening deportation and other penalties. but inspector general says it has since mutated and now it is targeting every demographic group. >> early in the scam, the callers had some start of information about you. they may have four digits of your social security number. now they're just randomming

have also shifted now to calling cell phones. >> reporter: that's why the agency has released five new videos in both english and spanish telling people that the irs will not call you out of the blue and threaten to arrest you. and the government has one piece of advice for anyone getting such a call. >> hang up on fraud. >> you can't be tricked into giving personal information if you hang up the phone and you certainly can't be tricked into paying them money, harassed or intimidated into paying them something if you simply hang up the phone. >> reporter: but what if the caller really was from the ut government? -- u.s. go? don't worry. the irs will not be offended if you hang up on them. in more consumer news, a federal safety official has a new warning for people with hoover boards. the chairman of the safety commission is urging consumers with hoover boards to keep a working fire extinguisher nearby. this is due to safety and quality concerns following a number of the two-washington

so saturday mite not be a day at any point to be on interstate 80. 395 is going -- fine going south, but for now no watches or warnings for that area yet. here are the details. friday night's snow level, and saturday, it drops to possibly 4,000 to 5,000. and that's going to cause problems. zaire, overall, the mountains, above 7,000 feet. one to two feet of snow expected. and building up as the day progresses. the 5,000-foot level, that is maybe a dusting. i don't know. we'll wait and see. still a few days away. and predicting snow amounts on thing. the computer models don't like it and neither cothe weather people. 46 is the average this time of year. we're at 49 now as of 6:45 and the winds are southeast at seven. the winds will really ramp

to around noon. points east about the same. and at 37 in truckee, get ready for really cold air sliding in with this system starting on saturday morning. so future clouds and radar will zip you ahead to show you that we'll have just passing clouds. if we rain at all here in reno, it will be late in the day. but overnight friday into saturday, the snow continues to ramp up. here is the scene friday night at 11:00. here is the reno area and 395 just maybe a chance of a dusting of snow, but it will happen early. maybe 3:00, 4:00, 5:00, and the storm shifts east giving elko points east a rain and snowfall chance. but the snow continues here on saturday at 4:00, 5:00 in the tahoe area. so it won't be over yet. again, on the eastern side of the state, not a lot of rain. not a lot of snow, but the chances are there. 54 will be your high tomorrow a little cooler than it was today. the 60% chance of rain past lunchtime. if it rains before lunch, please don't call me.
