any other place. we have the worst doesn't budget problems the two things are related all the inflexibility causes problems. the initiative is the most inflexible initiative in the world. there's no other place in the world where initiative once passed by voters has to be changed only by voters appeared everywhere else initiative voters make laws and after a period of two-four years they become like every other law. they can be changed as circumstances change. in california that's not true. you have to go back to the voters to change things. as we saw last year in the may special election legislature put together a budget that changed their required changing some of the things initiative in the voters said no. part of our budget we are struggling today is a $6 billion all the voters themselves created last year. >> are we just do but are we idiots who dug our goal for ourselves? >> no system where there's no

flexibility incentives are wrong with this trust government. part of the reason is the electrical system does not represent the spirit we have the smallest legislatures in the country. the biggest population as a result legislate is 10 times larger than an average in the rest of the country. we don't know or politicians the where politicians are known in other places. we need to fix this. >> we need to get more democratic when it comes to budget process meaning the majority rules. we need to get more democratic when it comes to a lack to they collecting art legislators appeared >> need people who are accountable. >> if we could fix those two things >> those would be major steps. and we need to get them to work together. >> it's nice to talk to somebody
