live from the bay area's news station >> san francisco needs a new plan and it comes to dealing with the homeless. specifically that are chronically receive citations from quality of life crime like drinking in public or sleeping on the street. here is the proposal. the worst offenders with the most citations will show up in court and of the bench warrant issued for there are addressed. a judge will look at the numerous citations at once and could offer services instead of jail time. the city's homeless population and homeless advocates are debating the merits of this new program. >> clearly, the status quo is not working so we could try something new. some people are calling chronic offenders, and a
