9:27 am
>> well you start, in the book i would start with, most people do not know how old you feel. you can look how you feel and the book will take you to other parts to how out tto react. most people latch onto one feeling. they are upset and that is what the art for years. i feel bad. there is a whole bunch of wonderful feeling that you can experience the matter what happens to >> but how? i know you have a whole book and we have a minute to talk about it but what you do? to take a deep breath. reduce your up the skies. >> no, that is a good concept henry. it is a way to deal with your emotions and get to do once. all lot of people dead stop. we have

9:33 am
on the increase. it is partly sunny with cool temperatures and breezy wins possibly 25-35 mi. per hour. the chance for showers will head back up again for this evening as another wave moves through the bay area i unsettled weather coming in. cool temperatures getting down into the 40's. high temperatures for today with sunshine, clouds and a few showers into the mid '50s crawl look for fairfield and livermore. temperatures across the board are not much of the spread on the readings. coming up the next few days it is still a friend for wet weather and i will you know more about that coming up. >> alright, i think you very much and i want to check those some of these pictures from walnut creek. fabulous clouds, rain drenching of the bay area for most of the
9:34 am
day and into the night. kron4 news dollars in notes that the one place hit hardest was the it san francisco were localized flooding was caused >> it was the colt's best saturday in san francisco and the rain caused quite a bit of problems for drivers across the bay area. take a look at this example right here. the flooded street is in front of the san francisco bmw dealership. you can see that it is almost caused by eclogue storm drain. quite a few drivers turned around and they saw this. and take a look at this and video. it was a shot at around 5:00 on saturday evening. but under and lightning willing to san francisco at the downpour was causing quite a bit of problems with the freeway as well. i talked to a driver who decided to cool off into
9:35 am
a parking lot to wait for >> the >> traffic ever were. but traffic all the way >> take a look at the store. it apparently is it the rain and wind somehow caused damage to the store front. the weather was also a factor and there have been accidents reporting beds more, and accidents have been responded to that a typical day. they are reminding drivers to slow down of this kind of condition. in san francisco for kron4 news. >> still to come up we had the mayor and elect of oakland. she will talk about all of the heavy lifting she left to do. >> top of a cup full plate. she it does. pretty be. we will be right back.
9:36 am
9:37 am
9:38 am
9:39 am
and we are back at 939 and she is the first female and asian american to leave it this city of oakland. mayor elect has a big job ahead of her. >> that includes oakland budget issues in policing efforts and she joins us today. first of all, congratulations and let us start off with parties. what is your number one priority as you take office in january. >> first what think you very much for inviting me. i am not a morning person so this is the first, have been on the show. i'm very happy. >> (laughter) >> my parties have been consistent and campaigning. my party said public safety for young people in schools and jobs. that is probably not different from most major american cities yes with jobs and jobs, where you see yourself moving with a plan to do
9:40 am
with the problem. >> first of all our government rejects the growth and housing and to the jobs. we have all lot of major projects on the way and we are really looking at downtown and the high rates for office buildings and an attempt to bring a retail to the city. so i actually it think that we have real opportunities where we are lucky enough to work with infrastructures. and the main thing with being sort of pull on is how to buy make sure oakland residence get some of those jobs. the partnership with jobs and schools are critical. our programs and working with
9:41 am
young people comes in and ended is critical. it links young people getting jobs and the crime goes down and that goes back to the schools. note seat can be successful without schools. >> let us go back to the crime issue. it is down and a lot of people have been talking about getting more officers out on the streets of water plans for that. >> well i was the offer of nationwide which added zero additional officers and got us to record numbers for a city our size. so when we pass bp we are able now to bring back some of those officers and that won't reject any more layoffs. there's a lot of rhetoric and fear in tact. what am hoping to do is immediately negotiate the peace officers situation. we're the only majors city where the police do not pay into their
9:42 am
pension fund and the police budget is half of the city budget so when they do not pay into their pension pushes all lot of pressure on us to cut other services. you're not reducing crime. so i will be taking up balanced approach to it. i would to be asking the police union to do their share and i think we'll to bring back officers that been laid off. >> by bringing back officers may be a demoralized police department will feel better but we saw happen during the protest itself but we also had a sense that in the minority departments that they do not have a good relationship with the cops. >> yes it did not feel protected but harassed. >> 40% about lenders and do not trust the police department. >> we are the moderate and we're not averse seeing the
9:43 am
second segment of the it department and we need to make sure that we have a real, but our real constant. in my district i have the neighborhood council in each beat. it is not just a question of how many cops we have bart patrol car that's what i meant. crime is down in oakland. crime has been down 8% and the murder rate is half of what it was when jerry brown it was mayor of this city and the last four years. it has come down all lot. that is why i am very hopeful for the city.
9:44 am
oakland is one of the most beautiful, the verst cities in the country and we have a lot of positives and i think, i'm asking everybody in the great area. everybody in the country should take a fresh look at the country and oakland is an amazing city. >> this next question has a lot to do it economics and self-image for the city. that involves the oakland a's. there's this whole situation and are they going to san jose, are there when this stay here, what plans are in thought to get the is in town. >> we don't talk what negotiations one of the first things that i did it is the other candidates were saying it was a done deal and after it is clear we wanted to know which way the election had gone so we did call a lot of major league baseball and i introduce myself to tell them that i am very interested in keeping the a's in oakland
9:45 am
and they all of this transportation sites. i train and ferry and two major freeway entrances othey are in what a distance of chinatown and the new marina. it will be or real destination, not it and similar >> you have to situations there. how are they glad to come up with the money and what about the honor that wants to goes out? we will. >> i met him when i was first elected. he could make $3 million in development. it is not about the baseball stadium. when i talk to them this: baseball is having a diverse crowd that can't come to the crowds and enjoy the games.
9:46 am
there is a man who loves his baseball teams i think it is a question of is it for developments or for what's good for baseball. our side is ready to go >> in the redevelopment district? >> we will not use general funds like in the raiders' deal. the developers and companies are we're stepping up the finance and the stadium itself. they may need some help guarantee and other loans as long as it is knowledge guaranteed with a city general dollars. we can work something out. we will see. >> did you get a positive response? did they say it " will be right there quo >> basically they said they were happy and this city has moved ahead of the
9:47 am
environmental impact. we are continuing to discuss with them >> are you still waiting for the report. they've been waiting for about a year and a half. it is one thing that is high on the party list. they do so much for joining us. >> yes we appreciate you taking your sunday morning to drive >> this. we will be right back with of weather forecasts.

9:51 am
partly sunny skies and not a terrible day but temperatures will be cool and all lot to mid-50s. for scattered showers it will not be as heavy as what we had yesterday. mainly of light rain and that should continue into the day tomorrow. for monday look for mostly cloudy skies with some it breaks for sunshine continued cold temperatures as we are in the grips of the arctic air mass that is coming out we still have a few showers. for monday night going into tuesday morning it will bring and do it some lowest levels as approximately as 2,000 ft. and their reign ends early on. entreated day tuesday at to be mostly sunny skies with increasing winds. it does look nice and the saboteurs are getting into the it 60s by it afternoon

hours cruel to dealers and cool morning temperatures. this is feature cast at 10:00 a.m. and as we're not seeing the it scattered shares. there really beginning to diminish as we get to the midday hours and into the afternoon few showers began to reappear here. in the north bay. these are forecast to move so still lots of snow a lot of snow is expected another to the treaty is expected with the winter it storm warning in effect. disyllables could be as low as 1,500 ft.. >> high temperatures around the bay and it can degrees below average. with 56 in
9:53 am
san francisco and san jose high 57 degrees. looking ahead at the beginning of the week it is still unsettled with cool temperatures and highs in the mid-50s read the temperatures it should it change on tuesday afternoon as the increase prayed wednesday and thursday going into the holiday is pretty nice. mostly sunny skies and a warming trend to the low to mid 60's by the thanksgiving day parade we will have some cold mornings. especially in the inland valleys. look at the temperatures possibly near freezing with the low 40's by the bay. the next chance for rain comes up for next weekend. >> this is interstate 88 and that that car in sight. but lot of us now in sight.
