surplus. instead of it using to pay off the debt it was spent in trillions of dollars in new tax cuts. two different wars and expensive prescription drug programs were added to the credit card of the country. as a result the deficit was going to on track at topping one trillion dollars the year it took office. to make matters worse the recession was taking less money and and for us spending more. in efforts to spur the economy, unemployment, 80s to help with teachers and firefighters to a financial aid-this also added to the deficit. now, everybody knows that a little bit of credit card that is manageable. but if we stay on the current path it could cause us serious damage and even cost us jobs. our tax

dollars would be going towards paying off in the rest businesses would be less likely to hire workers in a country the cannot balance its books. interest rates could climb for everybody that borrows money. the home owner with a mortgage, the student with a college loan. the corner store that wants to expand and would not have enough money to make job-creating investment for education and infrastructure. were pay for vital programs like medicare, medicaid. for pay--because neither p parties ar responsiblee they are still trying to solve it. i will not bore you with the details with plans and proposals but basically the debate is centered round two different approaches. the first approach is set let us live within our means of making serious historic cuts in government spending. cutting domestic lowest

since dwight eisenhower, defense spending could be cut by hundreds of millions of dollars cutting out waste, fraud, health care like medicare and at the same time let us make modest adjustments some medicare is still there for future generations. finally, asking the wealthiest americans and biggest corporations to give up their breaks in the tax code and special deductions. this balanced approach asking everybody to give a little without requiring anybody to sacrifice too much. it would reduce the deficit by two trillion dollars and put us on path to pay down our debt. it would not be too abrupt to impact our economy. or impacting small families, businesses getting back on their feet right now. this is also by-partisan. while many in my own party are not happy by the painful cuts on

of would be willing to accept them if the board and is fairly shared. while republicans the board in-- gordon could be fairly shared-many in the segment that say that yes i am willing to put politics aside and consider this approach because i care about solving the problems. --sharing the burden. >> in response john boehner was putting on with the last several weeks. the only type of balanced approach is not on its way to becoming law is because it is a significant number of republicans in congress are in insisting on acuff's-only approach. it is not asking the wealthiest americans for contribute anything at all. because of nothing at is being passed? such an approach would close the deficit with only severe cuts to programs we all care

about. cuts the place a bigger burden on working families. the debate right now is not about making tough choices. democrats and republicans can agree on the amount of deficit-reduction we need. the debate is how it should be done. maastricamericans do nt understand how the can spask senior citizens to pay more instead of asking a corporate jet owner of plea corp. for a student to played more for education or have funds managers to stop paying taxes than a lower rate undersecretaries. how can we/funding for education and clean energy before we ask people like me to gi energy tax breaks and we do not need or ask for. it is not right. it is not fair. we all want a government that lives within its means but there are

still things that we need to pay for as a country. things like new roads, bridges, satellites, food inspection, services to veterans and medical research. keep in mind that under a balanced approach, the 90 percent of americans that make under $250,000 would see no tax increases at all. none appeare in fact i want to extend the apparel cut for working families but we're talking about a balanced approach. extend-the payroll cut for working families. the biggest millionaires and billionaires could share the sacrifice that everybody has to make. these patriotic americans should be willing to chip and in fact they have pitched and every time we passed a by-partisan deal to pass the deficit. the first time a deal was passed the predecessor made the case for a balanced approach by saying would you rather

reduced deficit and interest rates by raising revenue for those that are not paying their fair share? or would you rather except a larger budget deficits, higher interest rates and higher unemployment. i think i know your answer. those words were spoken by ronald reagan. today many republicans in the house conside refused to consider this approach that was not only of approached by ronald reagan but also by president bush, president clinton, by myself and by many democrats next and republicans in the united states senate. so, we are left with a stalemate. what makes today's still might so dangerous is that it has been a tight as the debt ceiling it this it still might-many people have perhaps not heard before. understand that raising the debt ceiling does not allow congress to spend more money. it simply gives us

the country the ability to pay the bills that congress has already racked up. in the past raising the debt ceiling was routine. since the 1950's congress has always passed it and every president has signed it. president reagan did it 18 times. george w. bush signed it seven times and we have to do it by next tuesday, august 2nd. war, will not be able to pay our bills. unfortunately for the last several weeks republican house members have said about the only way that they will vote to prevent americans first covered the fault is it the rest of us agree to their deep spending cuts only approach. if that happens, and we default we will not be having enough money to pay our bills. including monthly social security checks, veteran benefits and the government contracts that we of signed with thousands of

businesses. for the first time in history our triple a credit rating would be downgraded leaving investors to wonder if the united states is still a good bet. interest rates would skyrocket on credit cards, mortgages, car loans. that amounts to a huge tax hike on the american people cured we would risk sparking deep economic crisis this could be caused primarily almost completely by washington. the faulting our responsibilities is reckless. defaulting-- republicans must also agree that we should all avoid default. to temporarily increase the debt ceiling presented by john boehner will also face the threat of default in six months. in other words, it does not solve the problem. first of

all, a six month extension of the debt ceiling might not be enough to avoid a credit downgrade and higher interest rates that americans would have to pay as a result. we all know what we need to do to reduce our deficits what with the economy at risk by kicking the can further down the road. there is even a greater danger to this approach. based on what we've seen for these past few weeks we know what to expect six months from now. the house of representatives will once again refused to default on was the rest of us looks out there cuts-only approach. again that they will pr refuse t ask the wealthiest americans to give up their tax cuts and will demand harsh cuts like medicare. once again, the economy will be held captive unless they get their way. this is no way to run the greatest country on our earth is a dangerous game is that we have never played before. we cannot

afford to play it now. not when jobs and livelihood of so many families are at stake. we cannot allow the american people to be collateral damage to washington's political warfare. congress now has one week left to act in their still fast forward. the senate is presenting an act to reduce debt to avoid this in six months. serious the debt reduction with talk of the difficult challenges of tax reform and entitlement. by the way i have told leaders of both parties that they must come with a fair compromise and the next couple of days that could this pass both houses and a something that i can sign. i am confident that we can reach this compromise. despite the were disagreements, republican leaders have found common
