>> developing news right now, police announced an arrest in a drive-by shooting of a tyler, a case that had the motion running high in oakland, 3 year-old carlos was killed on monday, the police just wrapped up the news conference and we are in oakland now with the latest. >> oakland police have arrested 26 the year old lawrence, he as been charged with two counts of attempted murder and one count of possession with a firearm, if we could take that video from monday afternoon this was a drive-by shooting were three year-old carlos was killed in oakland. on tuesday the police made the arrest in spitzbergen also recovered handguns. the d.a. says they will not prosecute with all their available resources. >> we have filed charges and allegations that he personally used a firearm and that within the course of using that firearm he

11,000. the nasdaq pick up 112 points to close at nearly 2500 points. a dramatic turnaround from yesterday's big drops. dan kerman is here to run us through the world when rebound >> this is how the dow did for once, a steady motion upwards. the bottom line, it perform well because there were good financial news and much of it came before the market opened. the memo wednesday close at 519 points and the ninth largest point loss in history, what a difference a day makes. before the market open on thursday, some good news, the european stock markets had one of their best days in weeks, three credit rating agencies reaffirmed a triple a rating for france. and more good news this time from the u.s.. 7000 fewer americans applied for unemployment benefits last week. and with the opening bell, the market was off and

running, the dow jones was off 100 points within the first seven minutes of trading, the momentum continued upward for the rest of the day, the dow closed at 11,143, that is up 43 points for the day, one of the biggest gains of all time. if you have been falling all of this in this type of momentum today in the last few days, you know the last four days of trading has been the wildest. >> with so much going on, we wanted to bring in our financial analyst rob black who is here to help us they take on what is happening today on wall street. the good news that dan alluded to that helped the market go up today, but it has been up and down. would you expect for tomorrow? >> i think we are starting to settle down, put europe into its place, the unemployment numbers came out today we are not exact shoe--we're not exactly

bullish. tomorrow we will get second quarter sales. and that will move the market the biggest because i think professionals are most worried about europe. >> you think things are settling down about people that are trying to figure out, like investors who are so shaky is it time to buy, sell or hold? >> if your teen years away from retirement is the time to buy. it is always the time to accumulate. we are only down 6 to 8% for the year, although it feels like 30 to 40% so the professional investor needs to get out and have a plan, and just relax. >> regular people are living at the statements coming in, they're 401k, some people need the money now or very soon what you recommend? >> 2008 needs to be your guide, the market dropping the 100 percent return in the next two years, the average investor loves

many employers continue to pull back on hiring that is after signs emerge that the economy has weakened from last year. here is a picture that offers perspective on all the numbers. more than 1000 people, job-seekers all lined up for a job fair this morning, this was in san jose the line was a half block long at the fair, it was organized by the san clara county social services department, people waited as long as two hours to apply for a job, look along lines. many of these people have been unemployed for months, they say that they would look to take any work making it. >> i would be willing to take any work. >> i have been a preschool teacher for 15 years, i got laid off, i am looking forward to a good job. >> it is not easy you have to have a lot of experience screen a good degree. experience and education is what you need.

stocks? >> it has been like a yo- yo, we have been down and then up, down and then up. it has been crazy the jobless claims this morning help the market. we were expected to open up much lower. but then the jobless numbers came out a little better, i think it was under 400,000 first-time unemployment claims. if that is the case, the market will roar in the next couple of months if we get a gdp is now we are looking at recession. so tomorrow we will see the french gdp numbers we do not want the french banks to fail. we will get retail sales. if we are not spending as consumers, the economy cannot be supported. finally, we will get um i think that is it. >> we have been saying the same thing a lot of experts have to just hold tight.

unresponsive but massive trauma to her upper body lay in the front room of the house. they began to conduct cpr and other lifesaving measures on the victim. the husband told officers on the scene that the dog was actually in the backyard and was secured, the fire department and paramedics arrived and declared the victim dead on scene. while this was going on, the dog was actually able to escape from the backyard and officers on scene shot the dog three times killing it. >> we were told because this woman was pregnant, is a possible that her fetus managed to survive or no? >> no. >> is this a dog they had ever since it was a puppy or is it a new dog? >> as far as i know they have had this since a puppy with a two year old in tack mail pit bull. >> they never had any problems before? >> not that we know of. hamlet thank you very much this is obviously a very bad story--

this afternoon we already see the fog over oakland. satellite pictures showing this up and down the coastline. a little broken up in north bay. again it is pushing back into the bayshores, the temperatures are cool in places like san francisco. it is cooler in the inland valleys, the upper '70's and low eighties for the most part and down in the south bay, temperatures are running in the '70s. a look at what we can expect as we head into tomorrow, slight cooling in store as we get our sea breeze when back in the forecast. tomorrow we will see temperatures in the low sixties for places close to the coastline, upper '70's for places down in the south bay and low eighties for the inland valleys. we will have more on the cool weather coming up. >> topping our world news tonight, the backlash in britain after five days of rioting with order restored in london and other cities, the government is now debating new police powers.

breaking news at 6:00 p.m. a pregnant pacifica woman is dead after being mauled by her own pit bull. her husband told police that he came home from work to find his wife lain in the floor of their home, you can see here on our map, this is in the five on the block. the paramedics were trying to revive the 32 year-old woman the dog menace to escape from the backyard of the home and approached the first responders that is one officer shot and killed the two year-old pit bull. joining us with more details from the incident, charles clifford on the phone with the latest. >> right now i'm on the 500 block and this all happened about 12:15 p.m. this afternoon and we may actually have a picture of the home where this happened, the call came into the police that a dog had possibly attack a woman, when their ride on scene they found a 32 year-old pregnant woman actually in the front of the home, she was laying in the front of a home with a major trauma.

the officers started cpr on her, her husband was home at the time and he told her that--he told them the dog and melt it bull that was two year-old was in the backyard. while they were working on the woman, the dog approach them and they had to shoot and fire and kill him. and when the paramedics came they said that the woman had died on the scene. i am not here now i talk with a few neighbors and they said that the house was take off for several hours and they had to actually go around the block to get around the scene. 1 woman was outside working on her fans, she heard gunshots no one that i talk with so far knew the couple they did not even know that they had pit bull. one person speculated that the dogs were kept in the backyard of the home, but we are sitting out here and hopefully we will talk with the police and the next hour or so and we should have more on this story coming up on kron4 news at 8:00 p.m..

for a possible protest. this is the scene, this is behind city hall in san francisco. as you can see, there are a number of officers, more than 50 on standby. this is in anticipation of a possible demonstration over the recent killing of a homeless man by a bart police and other complaints that the protesters apparently have, on the phone with us now to get a sense of what is going on and what to expect throughout the evening we have mr. johnson a spokesperson for bart, what is happening right now? >> all of bart trains are on time, we are telling people to report any suspicious behavior that may put them in an unsafe position. people that are riding cars today, if you have your mobile phone contact the bart police or

the company relies heavily on government spending but they said they made significant rises and they were up to date for early trading. now the number of people applying for unemployment benefits fell below 400,000 for the first time in four months, this is a small sign that the job market is slowly improving, the labor department says that applications dropped last week by 7000, and there were 395,000 people filing for benefits, many employers pulled back on hiring after signs emerged that the economy had weekend from last year. look at this, the line outside the job fair in san jose's was half a block long. more than 1000 people attended the job fair, it was organized by the san clara social-service a permit. some 20 companies were hiring we asked a few of the prospective employers what qualifications the people will need to get hired.

and oakland, the 26 year-old lawrence was arrested for the drive-by shooting death of carlos heard the charges against him in that courtroom and those charges are one count of murder and two counts of attempted murder. he is also facing a fourth charge of being a felon in possession of a farm. the judge has set no bail in this case, he will return to this courthouse on friday with an attorney for a more formal arraignment. >> san francisco rent is going up while the number of available apartments are going down. industry experts say the average cost for one month rent of a studio apartment in san francisco hit $1,800 this year. that it that is the highest rent they have seen in a while, they say it is being driven by a number of new high-tech workers and the applicants wanted to move in is growing longer and longer with every open house.
