[music] >> our developing news is happening right now in oakland, for the second day in a row, and oakland school was placed on lockdown because of violence in the area. charles clifford is live in oakland with this developing situation. >> right now you are looking at a live picture of horace mann elementary school near college avenue boulevard. it was put on lockdown about 10:15 a.m. about 2:00 p.m. parents started showing up trying to get their students out of school. there were several hundred parents some of them were getting upset some saying that they not received any notice or phone

call that their kids are being kept inside of the school. about one hour ago they started giving the kids out one by one but there were a lot of upset parents that one of the school to do a better job of communicating with them. >> they did not call me at all. i am mad about that myself on did not go off, i am up here with all of this chaos and for what? >> about half an hour ago all the kids were released and most of the parents have left, there are still a few stragglers showing up to pick up their kids but the police are still in the neighborhood in investigating the incident that happened about 9:30 a.m.. >> around 9:30 a.m. oakland police surrounded this house looking for suspects in a series of violent home invasion robberies believing the suspects to be armed, the swat team was brought in here, you can see a sniper staging at the house across the street for hours the police tried to communicate with the suspects using bullhorns and phones, after

several hours they were able to get four of the five suspects to surrender peacefully but the fit the suspect got stuck in the attic of the house and fire fighters as well as a chain saw had to be brought in the suspect was freed in taken into custody but the investigations continue what portions of vicksburg avenue that was blocked off officers continued to search a nearby residents they believed to be linked to the suspects. >> back alive, you can see that there are still police in the area there are a few streets closed down around college in foot hill. the school is pretty quiet most of the parents have gone home we will stay here and keep an eye on things and bring you the latest for now live in oakland, charles clifford with kron4 news. >> we will talk with you later, nearly one year after a gas pipeline exploded in san bruno where eight people were killed and 38 homes were destroyed the national transportation safety board has completed its investigation and it is

blaming pacific gas and electric not only for putting a faulty pipe into the ground before having an adequate inspection program to detect problems with its network of pipelines. we have team coverage and we begin with dan kerman that has details on the hearing. >> phlogopite, flawed operations and flawed oversight. it was not a question of if this pipeline would burst, it was a question of when. >> they have put the blame squarely on pacific gas and electric company for last september's gas and pipeline explosion that destroyed 38 homes and killed eight people. >> the pipe installation and the quality of the welding was inadequate. >> not only did they find that pg&e installed a substandard in poorly welded pipe, but they said companies in adequate pipeline integrity management program was to

blame for not finding the problem before the explosion. >> that could been detected when the pipe was related to the ground if they had properly inspected it or use the right techniques and they could be detected if they hide aesthetically tested the line, if they had done line inspections, there were a lot of opportunities missed by pg&e. >> this with the san bruno neighborhood look like after the explosion. the ntsb is also putting blame on the california public utilities commission for poor oversight of pacific gas and electric. >> you can not placed a blind trust and an operator that does not deserve that trust. as a former california gov. famously said when he was president trust but verify. >> the ntsb has also come up with more than two dozen recommendations not just for pg&e will for state and federal officials all with the goal of trying to

prevent something like this from happening again. we will take a closer look at the recommendations coming up tonight at 6:00 p.m.. i am dan kerman with kron4 news. >> pg&e officials are saying that they're taking this hearing to hard. the pg&e president released a video statement and here's what he had to say. >> a lot of their findings are very similar to the independent review panel findings that was a part of the ctc process. as we said before, the knowledge--we knowledge that we have a lot of improvements that we need to make it have been working on them for the last of much and we will continue to work on them. in order to make sure that the system is safe, we have to continually look for ways to improve our process and our procedures. >> in san bruno today, construction on this home

on earle street near the explosion is moving along as you can see in the video, the walls are up and crews are beginning to work on the inside of the home. the home owner edward, he says that he is encouraged to see the progress. here is the man in his own words on pg&e and how this past year has been a tough one. >> i was very happy with what happened they deserve what they got. for a long time they took forever to check really what went wrong for this but in the long run this company that they deserve. i miss the people i lost some friends they were great friends of mine will never see them again, and this should never happen to anybody. i now wish this on my worst enemy. it is just sad to see what happened grief over what, lives, that is what it is. i cannot even sleep at night the only time

and it was flawed operations not have the proper things that they should have and it was flawed oversight and that is where the california public utilities commission really did not oversee this utility and gave them free rein. >> were you satisfied with piccinni's response today? >> i was not satisfied, i believe there were just doing lips service, they have done this before we have heard nothing new in terms of recommendations today. all of these reforms that we're talking about now, in line inspections all of that those are all recommendations that were made to pg&e in 1981. 30 years ago there were told the same things that they had in quite--inadequate record-keeping, in adequate maintenance and we saw a couple years ago and

explosion and then unfortunately last year in san bruno. they have not listened to what had been told before follow the recommendations and that is what the federal government and state regulators need to come in and play a strong role and not allow the influence, and that is where we have seen this, i saw one month ago in sacramento and he genie tried to kill part of the deal and they were successful in removing some of the bill that i had with safety is an issue their rate of return should be based on safety they did this in washington in 1970 to allow a grandfather clause and the federal pike law--pipe law that it did not require pressure testing of that line in san bruno. >> now if you do not have confidence in pg&e do you now have confidence in the puc? >> i have a lot more confidence because the three new members the ec now i

think are going in the right directions and they want to do the right thing. >> have they been too cozy with pg&e? >> absolutely. as mentioned today as well as in washington they have turned a blind eye. they have allowed the utility to run their own course of action. >> pg&e has presented a plan almost $1 billion for upgrades that they want the rate payers to play--to pay, not the shareholders. >> i think that is wrong, the $1 billion is closer to $2 billion, and they installed a pipe that was inferior and we paid for that and they did it in an inferior manner and they did not maintain the pipe in the net loss the records that would have required them to do extensive testing and replacement of pipe, now they're trying to get us to pay for that i think that is wrong because they should pay for because they have been negligent all along.

this hour. i we've been--i will use the big board to show you where this all happened. it happened around 920 last night a 19 year-old man was critically injured no suspects or lead in that one and then at 10:40 p.m. a shooting outside of the 76- station right there near imperial ave. now as i do so, you can see that the gas station and look at all the circles all of the place that indicates how many shots were fired police say that it looks like a car stopped at the gas station and shot up a group of people. police found one victim at the gas station another at the 40 flaged motel on top of the roof. he told police that he was on the roof of the motel to escape the gunfire. injuries are not life-threatening the other people that were with the victims of the shooting

they tried to drive away but they hit the motel and ruptured a gas line. pg&e had to come and take care of that. police say that a black car was seen leaving the gas station shooting. as we move on to the third shooting, that would happen on i 80. that was a couple of minutes after the second shooting here the police say female victim was shot as she was driving she had just merged onto i 80 and she is expected to be ok. the police say that they're working to see if these three shootings that happen within the hour and a half of each other are related. >> skills are and the south bay and they are targeting the insects carrying the deadly west nile virus. weather permitting they are supposed to do the ground here tonight and to other neighborhoods. the south
