>>jackie: the sign reads closed at the oakland public library. the close signs will be up at many city offices because of that $50 million budget deficit. this is the first of the 10 days the city offices will be closed between now and the end of the fiscal year. places like the public library, all of the libraries in oakland, public works departments, city parks will be open, but no one will be manning them. the bathrooms will be locked. senior citizen centers will be closed. emergency services will be open, that is police, fire and ambulance services. the other thing is, parking enforcement will be operational today. if you come into the downtown oakland, just because the offices are not open does not mean you do not have defeated the meter. you will get a ticket. >>darya: they make a lot of money writing parking tickets.

black. >>james: on to state news, undocumented immigrant children will soon be eligible for college financial aid. that is one of the bills the governor signed into law at midnight. under this new law, it allows baristas to receive if the state funded financial aid beginning in the year 2013. it is part of the larger california dream act legislation. last year, and documented students were eligible for a privately funded scholarships. there is also a new law that bans of those under the age of 18 for using tanning beds. currently children as young as 18 to use them with parents' permission.
