team coverage of this and start with dan kerman live out oakland city hall. >> the chief made the announcement today came set as a shock to others who said it they understand his frustrations. he was joined at a news conference today by the city administrator of oakland as well as the oakland mayor jean kwan he said then he is leaving his post somewhat reluctantly but he said the time is right. he did not identify anything or anyone to the specific reason he said there were a lot of the including the bureaucracy that is involved in this job. but he did say that he can no longer be held fully accountable for keeping crime down in oakland and it does not have ultimate control for doing that. here is with the chief said in his own words. >> i feel that i don't have full control of the oakland police department. i don't have the ability to make the decisions that i want to make or run the organization the way that i would like to

run it. this is the second police department have had, that i've been in this position and i felt that when i've been through my tenure like about 20% control of this police department but i have full accountability. and if i'm want to have full accountability i want full control. this has been coming for what it is not just one event. people have asked for what it is the layering on a and i think the media has made more out of the mayor and our relationship i work very well with the mayor, i will be very professional about that, she runs the city and she gets to make the calls. it is my job to and from the things that she is doing. what brought me here with a loss of life of young people. my heart goes out to the level of death that we have in the city as a whole. i am frustrated about it and i have done everything that i think we as an organization can do to slow down with the resources. i do have an option that is out there but the option is not why i'm leaving. part of why i am leaving were the
