will not give the county enough money to handle all of these additional offenders and if that happens, what does this mean going for? there are several concerns there and we really will not know until this all goes through. >>pam: san francisco is passing along the cost to maintain trees to the concrete owners in this city. >>reporter: san francisco public works says the city will pass the cost to maintain nearly 23,000 trees to the at adjacent property owners in the coming years, that is already the case for two-thirds of the property owners in the city. wrote it the property owners will not be handed the responsibility without an inspection by city arborist. >> when it comes to a tree it has to be pruned so it is
