early teens. reporting live in oakland i am j.r. stone with kron4 news. >>pam: a new crime prevention strategy unveiled an east bay city today. city leaders say over the next nine days the focus will be on hot spot areas where the majority of crimes occur. however as we learned, this new plan is short on details. >> i believe this plan gives us the best opportunity for success. >> this is the first step. >>reporter: it has been three months since oakland mayor jean quan and howard jordan presented the frame work for the 100 block crime-prevention plan. >> where does most of the violent crime happen? we are really talking about 5% of the city. >>reporter: during a press conference designed to roll out the plan not in specifics were given on how the plan will work. chief gordon breaks it down in broad terms. >> you will see increased

patrol and visibility throughout the city. we will take a critical look to ensure that parolees have regular probation checks. we will focus on crime data and community outreach. >>reporter: although mayor quan and chief jordan were flanked by a large gathering of representatives for the law enforcement agencies none of them came to the podium to address the media about their specific involvement in this 100 block crime-prevention plan. >>pam: our coverage continues, we will take a closer look at what is missing from the 100 baht plan at 6:00. and testimony from the accused serial killer joseph naso was the focus as the preliminary

hearing continues today. the 70 year-old suspect is accused of killing four women including roxanne whose body was found back in 1977. this is video from the area. this is video of joseph naso in court during an appearance last year. on the stand, a detective who brought him back to the bay area recorded his conversations during the long ride. as teresa estacio reports, that detective testified that joseph naso reveal clearly knowledge of the area and made several revealing marks about the pictures of naked women stored in a security deposit box. >>reporter: as accused serial killer joseph naso shown here was driven back to the bay area to face charges that he murdered four women, investigators made an audio recording of all that he said in the car. a detective testified that he spoke about visiting more ran. and he

expressed he visited these specific areas. they also found this written in his rape journal. it also discussed the other victim scene here. and he asked when he asked him why did he keep photographs of naked women in these boxes, he replied that it was necessary to keep things from people and that it was his secret hobby. and there is this new development outside of court, detectives tell us that they continue to investigate another entry found in joseph naso the break journal. this is entry no. 4 that simply said mount tancam. detectives believe this entry refers to yet another victim and they continue to look at any unsolved cases to see if

missing. new audio recordings from the captain of that ill-fated cruise ship will likely become a cornerstone of the investigation into the accident. it crashed into rocks off the coast of italy on friday night. >>reporter: new tapes released by italian officials said--shed new light on the capt. the night his cruise ship carrying roughly 4000 passenger hit rocks off the western coast of italy and began sinking. at one point, he admitted that he was not on board the ship to help with the rescue efforts soon after the crash. the italian coast guard officials ordered him to get back on. >> go on board, it is in order.... >>reporter: the recording shows that he initially told the italian officials that the ship suffered a technical glitch, when asked how many passengers were still on board the cruise

p.m. thursday afternoon modern rain over the north bay this rain will start to spread down by 4:00 p.m.. by 6:00 p.m. on thursday the moderate rain starts to push down to the south bay. we still see clinton showers into the rest of the bay area. that will continue by 9:00 p.m. on thursday. there are a few light showers still possible but the rain pick up again into the friday morning commute. widespread showers still with heavier rain pelting for the afternoon. for rainfall totals, this is what it will look like thursday and friday. we have up to 3 in. of rain in the north bay, up to five in the santa cruz mountains. here is a look your extended forecast. this is just the first in a series of systems

>>pam: and new details about the cruise ship that sunk off the coast of italy. clear what it was like, one of the border when the ship was going down. and kron4 uncovers what the captain of the ship was facing a lot of trouble and how this tragedy is affecting the entire cruise ship industry. the captain of the ship wrecked vehicle is making a sea of

troubles tonight. divers have torn open the ship and it is much closer to shore than he had claimed. the divers recovered five new bodies from the wreckage today. today's most shocking development, an audiotape of the italian coast guard repeatedly ordering the capt. to return to the ship that he had abandoned with hundreds of passengers still on board. orders that he disobeyed. the italian coast guard released an audiotape of the commanders telling the captain that he had no business leaving the ship while passengers were still trapped on board. when the captain tried to argue back, the commander exploded.

>>reporter: he says his clients are not so worried about safety but just concerned with pushing their payments back just in case cruise companies offer deals so that people will not shy away. he says there have been no cancellations and it is too early to tell if or what discounts will be available. >>pam: the 100 block crime- prevention plan was rolled out by oakland mayor jean quan. that plan targets 100 city blocks in oakland police say that more than 90 percent of violent crime occurred in the city. he says city leaders remain vague when it comes to the specifics of how the plan will work. >>reporter: here is what we know about the 100 block prevention plan, chief hal jordan says residents will not see a cop on each of the 100 blocks. >> you will not see an officer on each block like that you will see a number

>>reporter: one of the mayor's biggest opponents is jean hazard who initiated the recall. he is not surprised by the lack of specifics in this plan. >> that is the mayor's motives. if she is going to roll out 100 blocks, give specifics, but she refuses to do that. >>reporter: he is opposed to the 100 block plan because he said it ignores most of oakland. >> for the people cannot live in old when her box, for the people that live in 98 percent of the city is the violence when they are the victims of muggings and robberies, isn't it violence when they come home to find their homes have been forcibly burger arise? this is a publicity slogan. >>reporter: he says the plan

is ignoring the fact that there are crimes through out oakland and tackling that must be done on a citywide basis. >>pam: the 14 year-old boy awaiting connection with a sexual assault and robbery of two women in downtown oakland is now in custody. >>reporter: briann glasser is enrolled here at this high school. police say they were asked to keep an eye on the student. the principal says she's happy he turned himself in. they say he is safe and police custody and others are safe in the community who are safe because of his custody. i spoke with his classmates and they did not believe he committed that type of crime. >> he is not that type of person, he is really nice and fun to be around.
