right now. we look at why they are protesting these proposed cuts to employee benefits. >> reporter: the california nurses association prepared for a one-day strike against kiser hospitals in northern california. this is to show support for the national union of healthcare workers who are in contract negotiations with kiser. they say that they want to make cuts in benefits. >> this is about kaiser still making millions of dollars as a nonprofit. >> reporter: kaiser hospital released a statement saying that patient care will not be affected. we are prepared for this work stoppage and continue to provide our members and patients with high-quality healthcare and service from a fully staffed team. two rallies have been proposed

for one here at kaiser hospital, and one at kaiser in sacramento. a clear start to the morning. temperatures slightly cooler compared to what we had yesterday. it's a pretty mild start out there, as we head into the afternoon. we'll see partly cloudy conditions, breaks of sunshine. the temperatures have really trailed off, most locations really struggling to see any 60s today. temperatures could return into the 30s tonight. the potential for some wet weather, but that potential sticks north of the golden gate bridge. highway 101 through santa rosa, that gray on your screen indicates between two and five miles of visibility. you can see some of that fog product really beginning to form over the coastline, so

places like san francisco, half moon pay, could shortly be impacted. wide spread 40s for the most part. however free month, san jose, coming in -- freenont, san jose coming in in the 30s. a little warmer for places like san francisco, and as we dance closer to lunchtime, all of that blue on your screen does indicate most locations making it into the 50s. as we advance closer to afternoon highs, check that out. we don't see much in the way of green here in the bay area. potentially some south bay locations could actually see some 60ed. here is the breakdown for you neighborhood by neighborhood. oakland only getting up to 58

today. same goes for redwood city. we'll stay in the mid-50s for places like half moon bay. san rafael and downtown san francisco predicted to stay in the upper 50s, lower 60s for this afternoon. upper 60s as we head into thursday and friday. overall plenty of sunny skies as we head into the weekend. >> let's do a quick bridge check. looks like we do have the camera that shows us the bay bridge. no slowdowns in the toll plaza. both rides on 92, not slow this morning, moving pretty fast, cars in each direction. and final lay quick check on

what's happening on 101. the golden gate bridge. 4:05 on a tuesday morning, not a lot of people out there to slow dow you down. >> we go to san francisco where people are up in arms when they say the city failed to notify them about a plan to install 5,000 new parking meters in their neighborhoods. the city has put the plan on hold for now, but the fight has just started. >> reporter: here is where some of the proposed meters are would go. this, like the other neighborhoods of dog patch and mission by a that are also supposed to get meters were traditionally industrial and how have become much more residential. >> most people wouldn't realize if you live in a house without a garage, and have to go out every single day to feed the meter how ridiculous that is.

>> reporter: the city says commuters come in and park on the street all day, and then park downtown, using the area like a free parking lot. it hopes meters are free up more spaces and get rid of commuters. residents say it just creates a headache for them. >> having these meters operate on saturday is going to go to an owners burden, from fines and what not, having to manage meters. >> reporter: there will be several months of public comment before any decision is made, except for mission bay. posts for parking meters are already in place. the city will go on installing the meters there next week. kate thompson, kron 4 news. the city of oakland is preparing for another planned occupy movement. police arrested more than 350

conditions at the golden gate bridge. you can see some instances of fog. but it's really not affecting visibility too much. visibility between two and five miles for stretches of 101, and we actually do expect temperatures a little bit cooler compared to what we saw yesterday. most locations will be in the 50s. chance for sprinkles, a slight chance, 20% north of the golden gate bridge. as we head into the weekend, though, we could see some upper 60s to low 70s for friday and into the weekend. most locations presently holding on to some 40s. upper 40s for concord, 48 for down town san francisco. as we head into the afternoon,

most live cloudy conditions, breaks of sunshine here or there, and most locations actually quite a few degrees cooler compared to what we saw yesterday. so half moon by a really struggles to get out of the mid- 50s. we'll see an abundance of 59- degree weather for places like san jose. but as we turn to santa rosa, they could make it up to 61, and 55 expected for downtown san francisco. satellite and radar does show wet weather activity situated if the pacific northwest right now. we're actually going to see a lot more cloud cover headed our way. we do have the potential for some sprinkles into the overnight hour. that light green on your screen does indicate some pretty light rainfall. as we advance closer to 6:00 a.m., it's really not going to affect the freeways, maybe a

pop-up shower here along the coast line, so we could see some sprinkles south of the golden gate bridge, but that's a slim chance. a mix of sun and clouds for the next couple of days, where temperatures could actually reach the upper 60s as we head into friday and the weekend. a quick check any traffic. san mateo bridge, no problems to report there. on the nimitz freeway, no problems. in fact, 14 minutes from end to end. we do have some fog out there, but it's not really affecting visibility. in fact, no accidents to report from your entire ride coming out of the north bay. a smooth ride out of the coyote

valley. northbound 85, all of that green on your screen does indicate speeds over 50 miles per hour. 4:18 is the time. new day tails against the san francisco sheriff -- new details in the case against the san francisco sheriff. the prosecutors argue in favor of why film should be allowed as evidence. they say it has him talking to an neighbor about the alleged abuse. the sheriff calls this latest

also absurd. >> we now look at an accident where a worker was buried alive. >> this is the area where the worker was killed on saturday. city officials say the worker was crushed by soil inside a 10 to 12-foot deep tens where cement was going to be poured for construction of a home. people rushed to the mans age, but could not save his life. the authorities have been coming and going all day. emergency responders are had to wait until monday to remove the worker's body, because the soil around it was just too dangerous to send rescuers in to retrieve it. the worker's death some say could have been prevented.

>> they ignored the warning, and there were 7 or 8 people that the contractor told me have been working on the site. one other guy was working at the bottom of this trench, so the whole thing caved in on him. >> reporter: could the contractor face criminal charges? >> i don't know what charges the contractor -- obviously the contractor, why he ignored the rules and regulations. he ignored the order 0er and decided to continue to work. well, the mayor of wall nut creek is calling for more police officers on the street. bar owners are meeting to look at ways they can deal with the troublesome customers.

this comes after late night fights which have seemingly become problems in that area. we look at how the city is taking steps to make the sir rounding -- the surrounding area safer there. >> there have been people who have had too much to drink, they've been overserved. >> reporter: and because of that, the police chief says extra officers will be working the streets of walnut creek this weekend. >> it's a number of officers we hope will put a huge dent into the issues we're seeing. >> reporter: police say early sunday morning, as the bars were closing, a fight broke out in this parking lot directly above lark creek restaurant. officers found a semiconscious victim bleeding from the head. later another fire broke out at a restaurant, and then a diner nearby. >> we have no intention of

the polls have been opened for about 30 minutes now in florida now, the stakes really high in today's primary. the win her not only get all of

the state's 50 delegates, but also will have a chance for a candidate to identify himself, as there have been three winners in three primaries so far. >> reporter: most recent polls suggest it's a two-man race with mitt romney way ahead. >> with a turnout like this, i'm beginning to feel like we might win. >> reporter: and newt gingrich trying to catch up. gingrich claimed a come-from- behind victory in the last contest in south carolina. then the moment jim was going for him, but romney says the tides have turned in florida. >> in south carolina, the crowds were good, but we could sense it wasn't going our way. here the crowds are good, but they're going our way. >> reporter: romney says he benefit presumed strong performance in their last debate, while gingrich admit his didn't do so well.

he blamed that, too, on romney. >> the reason i seemed flat in the second debait in florida is i have never seen a candidate for president that methodically dishonest. >> reporter: gingrich's campaign has already signaled it's looking beyond florida to several southern states that have contests in march. >> more than 632,000 voters have already cast their blots as part of florida's early voting. we'll have continuing coverage on this story throughout the morning, and then this evening the latest with the exit polls. and now a developing story. a budget battle in the bay area has thousands of nurses setsing the stage for soothe strike today. employees at several northern california kaiser hospitals are planning to walk off the job this morning. on monday at union headquarters in oakland, union members were making signs and loading supplies on to trucks. you can see that here. was there that kron 4 spoke to

several nurses who talked about why they continue to hold these strikes. >> this is a sympathy strike. it's about kaiser still making millions of dollars as a nonprofit, and we want to put the money with the patients. >> now, in response to the work stoppage, kaiser hospital released a statement saying that they are prepared for the strike and patient care will not be affected. we'll have more on this developing story throughout the morning right here on kron 4. and a quick check of weather here, 4:32. let's hand it over to erica. good morning. >> good morning to you, james. we do have the potential for some wet weather as we head into the overnight hours, but looks like most of that rain chance will stay north of the golden gate bridge, so for the most part, just dialing with high clouds out there, technologies in the 40s. we'll see mostly cloudy conditions out there, but temperatures really struggle to make it into the 60s. so most locations actually

hovering right around that 58 degree mark. in terms of your temperatures righteoused the door, we're seeing wide spread 40s for the most part. however, free month, and upon -- freemont and -- san francisco is at 49 degrees, 47 in napa, about a degree cooler than that for those in novado. you dan see that gray on a your screen does indicate between two and five miles of visibility for 101 past santa rosa, stretching over to napa, vallejo, and also seeing some of that fog form along the coastline, so that could be impacts san francisco shortly. by the 8:00 hour, that purple on your screen does indicate some of our north bay areas could drop into the 30s.

seeing wide spread 40s everyone. by 12:00 p.m. lunchtime, all of that blue does indicate most locations making it up into the low 50s, upper 40s for the coast. all of that light blue does indicate we will probably make it into the upper 50s, potentially squeezing in some low 60s in some areas. oakland yesterday came in at 63 degrees. expect it to get to 58 today. same for redwood city. upper 50s in the south bay. 55 on tap for half moon pay, and looks like santa rosa could make it to 61, a degree cooler than that for those in napa. your seven-day forecast shows a mix of sun and clouds as we head into the middle of the

underserved, underprivileged, and helping to make the world a better place, and it's a really sadder world with both of them gone. the suspect charged in connection with the a police officer's shooting will be in court today. henry albert smith jr. will have a preliminary hearing. he has been charged with murdering an on-duty police officer. in the south pay, a san jose elementary school teacher charged with lewd acts on a child will be in court today. 35-year-old craig chandler will be having his plea hearing the morning. prosecutors say multiple victims have been identified, and that at least one is in the 7 to 8-year age range. no knew this morning, pg & e has unveiled a new way to prevent any future gas leak

disasters. a detecter will be able to pick up trace gas amounts. the device was developed by a santa clara based company that specializes in green house gas and air quality measurements. governor brown wants to roll back a major portion of a state law aimed at protecting stray and abandoned animals from death. a 1998 law extended the required number of days that animal shelters must hold dogs and cats before they can be euthanized from three days to six. , the shelters have to pay for those additional days, and brown says his plan will help the state's deficit, while critics say shelters will now be rewarded for killing animals. >> a live look to show you quickly as we go. it's a little misty out there this morning. a live look at the golden gate bridge doesn't show too much in the way of fog. there is the possibility of a

after making more than 350 arrests, police were stretched this weekend. hundreds of other emergency calls were pushed back due to the chaos created by protesters. >> reporter: behind me is the 911 call center for the oakland police department. police say about 500 of the 1700 calls for service were delayed because officers were too busy dealing with occupy oakland. there were five homicides this

past weekend. however, officials tell kron 4 news that the delay was long enough to trigger a review of what happened and how to prevent delays in the future. this is opd spokesperson jonna watson. >> anytime you have a large group of individuals who are conducting themselves in illegal activity, vandalism, we have people getting hurt, that's always going to draw resources. it's always a concern if we are not able to provide any service to our community in a timely fashion. so absolutely. and that's something that we're, as a department and a city, very sensitive, and that's why we are looking and creating and changing our strategies as we move forward, so we can provide that top quality service. we're going to take a quick break here at 4:42. much more ahead. in fact, the latest out of occupy oakland when we come

in the sierra, we are accustomed to seeing more snow than we've gotten so far this year. we have some video to show you from the storm's last week, which doubled the snow pack in just one weekend, but the snow pac is still only 38% of average. fortunately reservoirs remain high because of last year's wet weather. the second snow survey of the season will take place tomorrow. we'll check in with erica for weather and traffic. james is getting slighted about this very slight chance of 0 rain for wednesday. >> looks like it will rain, but unfortunately, james, think we'll be sleeping when we see

those showers, and i really don't think it will cross the golden gate bridge. as we look live at conditions, we're seeing a little bit of misa little bit of -- a little bit of mist, a little bit of fog. as we head into the afternoon, colder conditions, most locations really struggle to make it out of the 50s. we do have that potential for some sprinkles, but looking forward to temperature it is that could actually reach the upper 60s, possibly low 70s as we move in closer to friday. take a look at the numbers right outside the door. nowhere near that freezing mark. some of our usually cooler spots, the usual suspects like santa rosa at 44 degrees. 47 in napa. downtown san francisco. so into the afternoon, temperatures will for the most

part hover around that 58- degree mark. oakland and redwood city coming in at 58 degrees. 59 expected for mountain view. mid-50s along the coastline, however places like santa rosa could reach 61. now your satellite and radar picture does show some wet weather activity situated in the pacific northwest, and some of that could actually slide a bit southward and we could see some sprinkles into the overnight hours. by the 2:00 hour, probably sleeping. it looks like it will stay that way into the overnight hours. 6:00 waking up for your morning commute. we could actually see some light rain just north of fairfield along the coastline, maybe a little sprinkle down in hayward along the nimitz freeway, but for the most part, that wet weather will be out of our hair as we wake up tomorrow

morning. a mix of sun and clouds as we head into the middle of the week. temperatures will be in the mid- 60s, but then they'll jump ever so slide slightly as we head into the weekend where we could reach that 70-degree mark. the bay bridge ride looks good. here at the san mateo bridge, you'll see traffic building in the westbound direction. fortunately, though, the ride still 14 minutes from end to end. the golden gate bridge does show a little fog on the deck itself. lots of space between cars. as we take it over to our traffic map, all of that green on your screen does indicate speed is over 50 miles per hour. i have been checking with the chp. we don't have a single accident to report, so great conditions coming out past highway 37. in fact, that ride just 22 minutes this hour. >> 4:48, headlines around the bay this morning.

an 81-year-old woman is in the hospital following a beating and possible sexual assault in richmond. she was found in the parking lot of big-0 tires. police have no suspect or a motive. the victim remains in critical condition this in the morning. >> family and friends of a young girl last seen 23 years ago are honoring her with a special remembrance. a victim was held for eileen missilehoff. he was last seen walking home from school in dublin when she was just 13 years old. the vigil retraces the route that she walked. her family has held this vigil every year since she has been missing.

a $30 million donation will set up a joint media laboratory coast to coast at stanford and palo alto and columbia university in new york. monday helen girly brown, the long-time head for of cosmopolitan magazine donated $30 million to the schools to set up the program. brown says it will create an innovative laboratory to help generate progressive technology. google plans to share the information across it's on-line sites that includes g mail, you tube. critics say it could become a problem if the site is ever

compromised. spirit airlines is speaking out against those new rules that force airlines to include fees and taxes in their advertised prices. spirit says the new regulations require the company to hide taxes in the price tag. spirit said the government is -- the requirement is not consumer-friendly, and not in the best interests of its customers. spirit, southwest, and aladies and gentlemenient air have all made -- allegient air have all made protests against the measure. we'll take a quick break here on the kron 4 morning news. right after this, stanley

even alongside the freeway. i'm willing to bet you haven't seen anything like this before. this man is actually living inside the 280 freeway. yes, you heard me, inside the 280 freeway in san francisco. in fact, you may have driven over him numerous times. but he is not the only one. >> come on out. >> reporter: this man is living inside the caesar chavez off ramp, but he's not a lone. in fact, he's living there with his dog. believe it or not, there may be more than 50 such locations like this in san francisco alone. but if you're like me, you want to see what's inside. first of all, most of them are dark, cold, and have a strong odor of mildew but many have whatever they can fit inside.

bar owners are meeting to discuss ways to deal with late-night fighting in downtown walnut creek. nine people were arrested in the latest incident over the weekend. one man was beaten severely in a city parking garage.

the walnut creek police chief says the problem stems from people drinking too much and that extra officers will now be on the streets during overnight weekend hours. significant numbers will slip a large dent into the issues that we have late at night. its overtime, but i think the safety of the community is more significant than dollars spent. >>mark: the city council is also looking to pass an ordinance that would give the city more power to hold bars accountable for over serving. >>darya: we are back with more in a couple of minutes. here is a live look outside at the golden gate. traffic is quiet and visibility is pretty good. right now, san francisco is at 49 degrees, yesterday this time was at about 52. we are looking at a high of 55.
