day in the florida primary. we are tracking the results. [music] at 5 tuned disturbing sex and bondage accusations against a southern california elementary school teacher. the public-school teachers under arrest tonight after police say he molesting students in the classroom during school hours. grant lodes is gathering information on the story and joins us live in the studio with the latest details. >>reporter: horrifying avocations and the police say they have all the information they need to arrest this 61 year-old. photographs were turned over by a film processor after seeing pictures of kids with their mouth taped in eyes blindfolded and with live large cockroaches on their faces. he worked at an elementary school in an unincorporated part of south los angeles is mainly hispanic and lee said the

children never came forward because they thought their teacher was just playing a game. the charges involve 23 boys and girls ages 6 to 10 from 2008 until 2010. a search of his home reveal more than 400 pictures some showing him posing with the students in sexual bondage positions and other showing him out with his arms around the students or hand over their mouth. they face some of the girls pictures were holding spoons and cookies with a white liquid on them officials believe it was the teacher's seamen and the children consume it. he worked at the elementary school for more than 30 years he is not married and is not have children of his own and he had a clean record. the community that he has served for three decades is done. >> i am angry i am sad. >> this is an unfortunate incident that has happened at our school that i want to express my deepest sympathy

for the victims and their families. >>reporter: he was arrested last night in his home he is being held on $2.3 million bail he was fired from the school after an investigation began in january of 2011. >>reporter: hundreds of occupy protesters were arrested last weekend and they face a judge today, nearly 400 people were arrested during the protests. you can see some of the people arrested in this video. at one point this was violent with vandalism and clashes with the police. several were hit with stay away orders all in an attempt by the city to prevent these feature demonstrations. >>reporter: this is one place where some protesters will not be able to come. we are here frank ogawa plaza and as you can see behind me this is where city hall is. we will take a camera over

here, more importantly this is the plaza were so many protesters in the occupy oakland meat and they call this general assembly. we have some video to show outside of court, processors showed up to be processed. cameras were not allowed to record the proceedings but inside, protesters appeared before a judge and several were charged with serious crimes of vandalism and felony assault against police officers. 12 received stay away orders by the judge, that means an addition to frank ogawa plaza, they're also told that they cannot come near the oakland convention center. protesters claim that this move is unfair. >> i was arrested for the 409 failure to disperse. >> i was arrested in front of the ymca and then along with 400 other peaceful

released his identity today. he is accused of killing his foster parents, these are their pictures. their bodies were discovered in a car outside of their home in oakland on friday. an arrest in the cold case murder, 47 year- old william payne is under arrest for killing a man in san francisco back in 1983. he is accused of killing at nicholas crumbly who was 41 years old at the time investigators say they use of dna evidence to find this new lead in the case. tonight the oakland city council will decide how many of the layoff, what services and programs to cut. tonight, we have learned that certain jobs and programs may be saved. then term is live outside oakland city hall with the latest. >>reporter: some good news

for certain programs, this meeting is getting underway in about 20 minutes and as you know, the idea here is that the city faces an $8 million shortfall for the current fiscal year. in a $20,000 shortfall for the next fiscal year. now the mayor had a proposal, that proposal called for reorganizing the city. it calls for merging various apart--departments to streamline the city and it calls for an elimination of 109 jobs 89 of those are filled. and it calls for a cut in the variety of programs fundings. but tonight we are learning that tonight this mean they will have a alternative proposal that will save some of the funding. what kind of things? funding for the zoo and children's fairyland. we are also talking about two in an arc in symphony funding, and we are talking about saving neighborhood services coordinators. >> there still will be

over 50 layoffs, you're still hurting people it will still cut services. our goal was to cut fewer services on the street that people actually see like this do-- zoo and cut more internally. >>reporter: we do not know what those other cuts will be if you say those programs you have to cut other things that the proposal and we are about 20 minutes from this meeting getting underway. last week's meeting was interrupted by the occupy oakland protesters we do not know if they will be here for this meeting, it they will disrupt the meeting or if it will continue on. we do have to send in these budget cuts have to be made by february 1st and that is tomorrow. according live in oakland city hall and dan kerman with kron4 news. >>reporter: mit romney has cleared the letter of the florida primary. who are
