coastline. temperatures are not too bad for the most part everyone is sitting in the 40's. as we head into the afternoon we will see the sunshine and temperatures could climb into the upper 60s. the potentially have some 07 days for the south bay spots. as we head into the evening we do have the potential for wet weather around the bay area. in terms of your temperatures you'll see a lot of upper 40's out there. >>erica: check out navato, they're one of the cooler spots coming in at just 39 right now. as we take a look at fog tracker for, we did have some heavy fog in the north bay. visibility was down to about a half mile. your afternoon high temperatures look like this, upper 60 for some in the areas and along the delta. now, a couple spots like morgan hill could actually see some low '70s but we have a little bit of everything up there. check

on february 22nd. >> in this crime, the victim was verbally abused while derogatory statements referring to a sexual orientation were made to the victim during the crime. the victim was not able to leave. she was held essentially against her will surrounded by this group of occupy oakland protesters. then they eventually allow her to walk away. the three main suspects arrested in this incident all had previous arrests. they were tied to the occupy a oakland, some of the riots and the incidents that we had in october. >>reporter: oakland police say the actual crime was video taped and up loaded to an internet web site that investigators said help them to find the three suspects in the case but however the

video has been taken down by the user that created it but the oakland police and not before they were able to obtain a copy of it for their investigation. >>justine: these occupy protesters have become a massive budget problem for the city. the city has spent $3.7 million. jeff harris talked with oakland residents for their reaction to the cost of handling this occupy movement. >>reporter: residence that i talked with said the cost of dealing with this is a more than it should be. they think the money should be spent on dealing with other problems. >> the money could be spent a lot better than they are spending it. courtyard lot of our homeless in oakland and a lot of people that do not have food unit >> i feel that they have to

heavy fog building right now. we have visibility less than a quarter of a mile. it really only affect the western portions of the bay area right now. we have clear conditions as we head into the afternoon. along with the fog it looks like we have temperatures in the 40's for the most part. little bit warmer over in antioch. in the vehicle in a bottle. for the most part we do see some upper '40's. so, let us take these numbers into the afternoon we have mild in sunny conditions no where near as warm as we saw yesterday. you can expect a minister of '60s and may become no '70s for the most part. in the week in which 49--the weekend was pretty nice. back here in the bay area it

will be a little bit cooler in half moon bay. there was in the upper 50s the oakland and hayward both coming in at 65 degrees one degree warmer in santa rosa. we could see some low '70s. now here at storm tracker for we do not see anything on the radar not even any cloud coverage to speak of. as we head into the evening hours, take a look we start to see a little bit of green on the screen indicating some light rain around santa rosa. as we head into the overnight hours by 3:00 p.m. a lot of us will be sleeping and that indicates some light rain fall mainly along the coastline portion of the peninsula making its way closer to san jose. for the most part looks like we will try out as we head into the early morning hours. your seven day around the bay forecast shows a lot of different weather elements to deal with for the next seven days. we have cold temperatures, fog, sunshine and even some '70s as we in

the workweek. we want to that for you right here on kron4 morning news as detective to check traffic conditions around the bay area, i deny having hot spots despite some major accidents, was down 24 right where it meets highway 14 and then south bound 101 shows no delays to traffic the approach to the bay bridge toll plaza we will see smooth sailing but no problems up the incline and across the upper deck. the san mateo bridge ride is moving well in both directions of highway 92. your ride is just 14 minutes from in to end. as the ticket over to the golden gate bridge, again you will see that fog, certainly drive with extra caution. and picking up the traffic map as it looks like west bound 24 is moving well. south bound 680 is problem free. if you are taking the east shore freeway the drive time is just 13 minutes from the hercules down to berkeley. >>james: thank you erica,

and bart fares are expected to go up in july. bart is going to say who will pay for those higher figures. >>reporter: according to bart and the transit agency has raised fears every other year since 2006 they say to keep up with inflation. this year they use a budget surplus to delay it by six months. now, bart officials are contemplating how this increase will be applied to those writing. three options are being considered each expected to raise about $5 million. option one will add 1.4% to the cost of every ride. this could be from no increase to 155. option to increase the cost of trends they ride a bike 105. these are routes that crossed the bay. option three would increase the cost of every trip by 55.

officials say this will help to raise money needed to replace its fleet of more than 600 cars. most are about 42 years old. depending on which option they go with. some will have to pay more and others may not have to pay at all. bart plans to hold five community meetings where riders can voice their concerns and offer feedback on these proposed options. >>james: we spoke with writers about these various options that you just heard about and if you might imagine the reaction was a little mixed. >> i think it will be fine as long as the stations are well maintained. >> i have not been writing bart all my life i see it increasing every year and i think it is starting to get a little pricey. it is already $1.75 in the city

good morning. united and continental now facing big problems checking passengers in at the airport. for the first time ever, a sitting israeli president visits the bay area. in just hours from now, more than 10,000 college students are expected to rally in sacramento to ask lawmakers for restored funding for higher education. organizers say they want the state government to raise taxes on the wealthy and use that money for public education. today's rally comes four days after college students held rallies, marches and lock juts at -- lockouts at about 30 california campuses. they say cuts to education are making it difficult to graduate. >> most fees have skyrocketed

goal is 80% but big delays for passengers checking in for united over the weekend. it may happen again today. to violent storms that have hit the midwest and the south have claimed another victim. an indiana toddler named angel backcock who was found in a field after the tornado destroyed their family mobile home died yesterday. she was taken off life support. the 15-month-old's death brings the overall toll now from friday's storms to 39. that's across five states. kentucky has suffered the most fatalities with 21 people dying there. indiana has lost 13 people. there were three deaths in ohio and one each in alabama and georgia. rescuers are still going door to door in rural areas just to make sure there are no other victims buried under the rubble. in hard hit henryville, indiana, cell phone signals have been hard to find.

go up overnight. that's the first time we haven't seen that in a while but gas prices continue to climb. the national average according to aaa is at $3.76. that's the national average. california's average today, i'm ready for it. $4.34. that's up almost 60 cents over the last month and they continue to go upwards. let's take a look at some of the prices around the bay area. according to aaa, what you're going to pay at the pump for a gallon of regular gas according to aaa, in san francisco you're looking at $49.39. oakland at -- $4.39. oakland -- [ inaudible ] what does that mean for you? i said that the prices were up almost 60 cents over the last month. if you had to fill up a 20- gallon tank, you would be paying about $12 more per tank full for that gas you're

first to the bay bridge and a look at your ride. an easy trip to the bay bridge this morning with no problems on any of the approaches. the san mateo bridge equally a good ride for your mid bay transit and no problems heading to foster city over the high- rise. it's the golden gate bridge that has the dense fog this morning so it was in the 1:00 hour that the chp issued the fog advisory. visibility was actually a little better then than it is now. looking at the traffic maps, you'll see we have pretty good speeds here for interstate 80 westbound, 680 southbound. no problems for the commute. a pretty good ride, too, as well for 580 westbound and your commute out toward the castro valley from the altamont pass. no delays for you here on 101, 280 or highway 85. >> thank you, george. a drug bust in san jose is being called one of the larmingest in u.s. -- largest in u.s. history. police are looking for stolen ipads at an apartment complex.

security is tight. today president perez will tour i.b.m.'s research and development center in san jose. eyes on bay area weather after a beautiful weekend. now the fog rolling back in through the golden gate with live looks here from san francisco. let's get more on that workweek forecast with james fletcher. >> good morning. here's the live look we have from the james fletcher freeway where traffic is light. other parts of san francisco not so lucky. we're seeing rather foggy conditions along the coast and up in the north bay. as we switch the maps, you'll see we have dense fog with visibility under a quarter of a mile near point rays and a good bipt of the peninsula -- bit of the peninsula line. it gets heavy near petaluma and san to rosa so keep that in mind. also on the cool side. i'm going to have a closer look at the rain we're expecting tonight and the winds we'll get tomorrow as a result of that storm system coming up in a full check of weather in just a little bit. that's just a quick look at

weather for now. let's get a quick update on traffic. any problems out there? >> no problems out there yet, james. we're looking at a pretty good ride around the bay area except for a fog advisory at the golden gate bridge. that's the only problem and a quick look at the san mateo bridge ride shows an easy trip for you here as you head westbound toward the high-rise. here's the golden gate bridge where we mentioned that we do have the fog advisory this morning issued in the early morning hours and visibility has actually decreased since then. there are no problems reported for the southbound 101 commute. your drive time is still only 22 minutes from 37 down to the golden gate bridge. >> thank you, george. if you're flying on united airlines this morning, there's a good chance you have to skip the self-check-in and head straight to the ticket counter. they had big problems over the weekend after the merger of united and continental was completed. they merged their reservations systems this weekend and it caused all kinds of delays

across the nation, jamming the phone lines for the airline and frustrating countless customers who could not use those kiosks. we have more on the situation there this morning. >> reporter: you might notice no one is at the kiosks this morning but instead they're at the counter talking to a ticket agent. in fact, i just noticed these two gentlemen here. they were trying for quite some time but were not able to have any luck with the kiosks so they moved over. we talked to one weary traveler this morning. she said she's very frustrated because she went to the kiosks thinking that everything has been worked out. but apparently not. >> no system record found. there were three other customers in front of me seeing the same thing. >> reporter: that forced you to go to the ticket counter? >> exactly. it's taken me 20 minutes to check in that would have been a no brainer. i got a mobile alert my flight was on time but clearly united didn't do anything to communicate the change or expected delays. >> reporter: you were telling me -- [ inaudible ]

>> it doesn't seem very smart that all the people that are involved in this merger didn't have this part figured out yet. >> reporter: i talked to a united employee this morning. he said most of the problems have been worked out. as far as a complete solution, he says he doesn't know when that will happen. reporting from sfo, kron 4 news. taking a look at school budget cuts now taking a real toll on some of the most affluent districts like santa clara with pink slips being given out to teachers. there is a drive to pass measure a, a parcel tax to close the gap. supporters of that tax measure say that the extra money is necessary to keep schools running at an acceptable level. there is currently no organized opposition but a two-thirds vote is needed to pass that measure. it has traditionally had trouble passing at the ballot box. we'll see. in sacramento county, nearly 2,000 teachers could soon be getting pink slips.

the "sacramento bee" reports pink slips due by march 15 will warn teachers and other school employees they could be out of work by the end of this school year. last year about 2500 sacramento county teachers got pink slips but most kempt their jobs in -- kept their jobs in the end when the legislature barred school districts if laying off teachers to balance the budget. the pain at the pump, in san francisco a gallon of gas running an average $4.39. it's $4.32 in oakland. san jose at $4.43. the only good news there it didn't go up overnight. president obama using his weekly radio address to talk about the high gas prices. he says the u.s. automakers will play a big part in saving you money at the pump. we have an earthquake. it's still going. that was a good-- >> that was a good shake. >> usually it's two, three minutes before we get any confirmation about where in hit. as far as the strength of this quake, it was pretty good shaking of the lights. >> when was the last time in

just a few minutes at 5:43, we had an earthquake this morning. let's get details. >> good morning. let's get you right up with the earthquake tracking map that we have here in the weather center. again, we've been following this thing which struck at about 5:43 this morning. so relatively recent. let's see if we can hot punch this up for you but earthquake tracker showing it struck at 5:43 this morning. had a magnitude of about 4.0. initially reported as a 4.3 but they downgraded it in the last few minutes or so, them being the usgs. the closest city you can see on the map either el cerrito or richmond. it's a 5 and a half mile depth. here's a map that shows us on average most earthquakes here around the bay area are about six miles deep. this was pretty much on par with what you would expect with an earthquake here around the bay. so let's bring it back here to the fault line so you know it was on the hayward fault near the richmond area. i'll finish off here by putting

5:51 is the time right now. we're following the earthquake that hit us at 5:43 this morning. it -- 5:33 this morning. it was a 4.5. >> let's go to jackie. >> reporter: good morning. i'm in berkley which is right next to the hayward taught. i'm only about -- fault. i'm only about five to eight miles away from el cerrito, the epicenter of this quake. i felt it here. it was two strong shakes. the first one a little smaller than the second one. the first one lasted two to three seconds. the second one was much sharper and much longer. i would say all in all somewhere between 8, 12 seconds, somewhere in there. but the second shake mark was definitely stronger than the other one. i'm sure everybody in this area got a good shake. i'm only five to eight miles away from the epicenter, as i mentioned. we've had a rash of quakes in
