city. there's a lot of space in between cars. a quick check and a very empty golden gate bridge. your ride on 101 is just fine. now on to our developing story. >>james: police cuts are being felt all around the bay area this morning. the city is now facing a one- and-a-half million dollar budget shortfall. can as a result they will only have about 20 officers and that will happen in about five weeks. that comes down to about one officer for every 1200 residents. a special city council meeting was held to address this issue. reggie kumar was there to tell us what happened. the hercules to the council approved a half cents sales tax. there were also going to include another tax. they found it was not enough support. if approved, city

officials say it would generate half a million dollars, just enough to bring back the three hercules police officers being laid off on april 12th. even with all of the cuts to public safety there are more empty chairs in the council chamber than people who attended the special budget meeting the only person from the community that spoke officer layoffs was lead detective. starting next month the says that he will have to patrol the streets again. >> issues like identity deafen problem like that it will probably be moved to the site for more higher priority crimes. we have had a high influx of burglaries. we had a total of 95 for the entire last year and we had 13 just in the month of february. so crime is on the rise.

good morning we are back it is a clear start to the morning. it looks like we will see clear and cold conditions for the rest of the morning. for the most part temperatures will be sitting in the '40's. as we head into the afternoon it will be sunny out there. temperatures range from the low to mid '60's. as we head into the we can we have the site's potential for wet weather. i will show you that in your extended forecast. that is taken over to the maps, it is still pretty windy out there all the national weather service has canceled their official advisory. 21 mi. per hour sustained winds. windy

trade project. >>james: a big area grandmother roughed up a robert it happen while her two grandchildren were home. kay thompson walks us through what happened. >>reporter: it was just after 2:00 p.m. and 3 men busted through the front door of this home. inside, a 47 year old woman and her three year old grandson were ordered to sit on the couch they were told not to look up. they tied the woman's feet together told her to sit on the bed and then close the door and then they went into the next bed room ransacked the room, emptied the drawers and closets. they say the thieves mostly took costume jewelry but they did not take a laptop that was lying out, a big screen tv or several designer purses. no one was hurt during the home invasion.

>>james: san francisco police are looking for this elderly man that is missing. take a good look. i am not quite sure how to pronounce his last name but you can see on the screen. officials say he suffers from alzheimer's he was last seen on monday when he left his home to go for a walk. he is described as a hispanic male. he stands about 5 ft. 7 in. and weighs about 170 lbs.. if you have seen him, you're asked to call the police. >>justine: the oakland city council approved a contract for the redevelopment of the arena. it is all an attempt to keep three sports teams in oakland. here's jeff bush on what the city has in mind. >>reporter: the a's have threatened to leave rumors have been swirling about the war years and the raiders are looking to move out of oakland the city's doing what it can to make sure that all three teams will stay here. huma council approved $3.5 million tender

>>james: we are back and let us talk weather. the wind is blowing want to again this morning is making it a little chilly as you head out the door. listed the latest on the forecast to see what is on tap. >>erica: the wind is pretty strong all around the bay area. no where near advisory level. they are making phil liggett cooler as she stepped outside the door. we are taking a live look at the sand until bridge where the chp does have a high wind advisory. so, let us take it over to the maps. in fact most locations are sitting in the 40's. we have 44 in concord, one degree warmer through downtown san francisco and we are seeing some upper 30s in the no. 8.

it looks like santa rosa is coming in at 37 degrees. we will continue to see some of these temperatures fall. as we take a look at the windshield, once we throw the wind on top of the temperatures this is actually what it feels like outside. you can see on the screen with the mostly 30's out there. it feels like 34 degrees in napa the same for fairfield, check out navato, pretty chilly there. actually feels like it is below freezing for half moon bay. and very cold conditions are around the bay area. as we head into the afternoon we will see a lot of sunshine out there. temperatures for the most part are sitting in the low to mid 60's. a little warmer compared to yesterday but not as warm as what we expected over the next few days. i expect oakland and hayward to reach afternoon highs of 63 degrees. 64 in morgan hill. you will see some upper 50s along the coastline. as we check out the north bay and green

county it looks like san raphael could reach an afternoon high of 62 degrees. one degree warmer in navato and napa, 64 in vallejo and upper 50s for places like fairfield later on this afternoon. here is a quick look at what is on tap for today for a couple of locations around the bay area. now for the day, you can see mostly sunny conditions all through the bay. and santa rosa, we will be at 35 degrees later on this morning. we have 60 degrees by 12:00 p.m., mid- 60's for the afternoon. walnut creek in sunnyvale, it will all warm up nicely. as we take it is storm tracker 4, cloud coverage no rainfall on the radar. as we head into the weekend we have the potential for wet weather. i will break that down in your seven day around the forecast coming up and my next record. >>justine: here is a quick check of the bay area bridges, your ride on a the is nice and smooth. there

new >>james: we are back, the 17 year-old charge in the ohio school shooting that left three students dead did not enter a plea during his court appearance on tuesday. a judge did explain that he could be sent to adult court. the prosecutor said that he ended taking a pistol and a knife to the high school on february 27th and fired shots at students in three of them died and three others injured. >>justine: in arizona and massive brushfires sent smoke and flames more than 300 a. have been scorched up. you are looking at the flames right now so far in emergency crews have zero containment of the blaze. officials said it is guarded as a controlled burn by a farmer and then it quickly
