♪ and the san jose state university has decided to end a policy that guarantees admission to local csu applicants. that will affect hundreds of students from santa clara county high schools and community colleges. >> historically san jose state university has accepted all eligible californians. in 2009 they began limiting emissions to students outside the community while maintaining a local guarantee for applicants from schools in santa clara county. beginning in the fall of 2013 that will change, giving way to a new policy designed to reduce enrollment the university

blames the lack of adequate funding from the state. >> the purpose of this was to allow students to go to college near their homes so they would not have to pay for the expenses of moving away. what was decided today was that the budget cuts are so severe, we can no longer guaranteed admission to all applicants. >> they will maintain what they call a local area presence. applicants must choose a first or check second choice of major but if they are not admitted to either one they will not be guaranteed admission. >> if we made this change to fall of 2012, about 1400 applicants would have been affected. we would have turned away 1400 applicants the did not meet the higher admission threshold that we are about to put in place.

story is that and martial arts instructor in san mateo has been arrested on charges of lewd conduct with young students. he taught class's at this school for 12 years. he was taken into custody on a $100,000 warrant last month after two of his students ages 9 and 11 say that he fondled them. reggie kumar says the one of his students and the boy's mother are shocked by the accusations. >> this 16 year-old has been a student at this martial arts school for just over a month. he says this was his instructor twice and was a constant professional and never behaved inappropriately. he and his mother just found out about the child molestation allegations against the 36 year-old redwood city resident. >> it is a little shocking. >> he was a very nice.

he always worked hard. >> if our are other kids, they would come forward. this community is very open. >> the staff at the school did not want to comment. they gave me a phone number to their corporate office in san francisco. i left a message but i am still waiting for a return phone call. he has been an instructor here since 1999. >>justine: a south bay choir teacher has been arrested for allegedly videotaping girls in a bathroom. he worked at salinas high school and also let it use course in san jose. he is accused of secretly taping girls and a bathroom during a field trip to santa cruz county last month. he has been suspended from teaching until the investigation is finished.

the modesto teacher who left his wife in if chosen for a 18 year-old student has now been to court. he is accused of sexual abuse years ago when another student who was just 17 years old at the time. what is next for james tucker? >> at james tucker was in court not once, but twice today. he is charged with sexual misconduct of a minor after an anonymous woman came forward saying she had relations with him back in 1998 when she was 17. because his former student and girlfriend to leave. his family was also in court. >> he will feel our presence each and every time. >>

>>mark: a massive earthquake in the indian ocean off of the coast of sumatra. the earthquake was a 8.6 center 20 mi. beneath the ocean. it was followed by a 8.2 magnitude aftershock. a tsunami watch has been issued for the entire indian oceans although no tsunami has been spotted. residents are panicking it fleeing from the coast to higher ground. the earthquake happened in the same area as the 9.1 magnitude earthquake back in 2004 with the tsunami that killed over 200,000. back here in the bay area, following the latest of the sierra lamar, a new surge is scheduled for today. it has been more than three weeks since her disappearance. craig skalar is live and morgan hill. is this a volunteer search?
