budget deficit is much worse than expected. to close the gap, the governor has revised the budget proposal and is calling the haircuts. the latest budget plan affects the elderly, the stick in the port as well as those who depend on state services. >> it is a palace of incredible complexity fifth that is why it is not just straight forward. >> faced with a $15.7 billion deficit, much more than what was predicted in january, the governor has revised his budget plan expanding the cuts. the governor is proposing a 7 percent cut, 1.2 billion in cuts to metical and a 5 percent salary cut for state workers this all come and go toward working for eight weeks.

grant to give money to low- income students and cuts to the trial court system. >> california has been living beyond its means. the united states and the federal government is living beyond its means. a lot of corporations have come a lot of people. they spend more than made taken. there has to be a balance. there has to be a day of reckoning. >> the revised budget plan is contingent on voters approving increases in sales and income tax. if those measures fail we will see additional cuts. the governor is proposing 54 5 billion in cuts education which is equivalent to cutting three weeks of school over the next two years and the uc and cal state university systems cuts the total to under $50 million.
