have been notified we will keep you updated. news from overnight, tropical storm debby has been downgraded to a tropical depression forecasters expect the storm to turn towards the east this morning and head up north. it will start to pick up speed it has sat motionless for days right off the floor panhandle drenching the state for at least four days straight. it is sitting about 110 mi. west. the storm strength is weakening it is true, the true toll of the damage is just finally being realized this morning. overnight the wild fires burning out of control in colorado continue to cause problems. more than 2100 people have been ordered to evacuate from the air force academy that is right near this wildfire. it has burned an unknown number of homes near colorado springs. county

officials have ordered an estimated 32,000 people to leave at the 136 square mile high park fire. it is damaged over 260 homes. scott stock that is now the largest city in the country to declare bankruptcy it is $26 million in debt, officials cannot reach an agreement with creditors. lifetime health benefits for retired stock in employees' and their spouses are at the height of this bankruptcy. the costs ballooned and now the city cannot pay up. they may cut trying to balance the budget. this bankruptcy decided them completely out of the woods. city leaders say there is no guarantee that this will solve the problems. an initiative now

>> justine: the search has been called off for a 27 year-old man believed to have fallen into the san francisco bay. we covered the story through yesterday morning on kron4 morning news. the u.s. coast guard said the man disappeared shortly after he and a friend walked to their cars parked near pier 32. authorities believe the man may have fallen off the pier was a friend was on the phone. no foul play is suspected in the men's disappearance and authorities said that alcohol may have been a factor. we have much more ahead of confident when the state with us we have a lot to get to as we take a live look at outside at what is happening at the golden gate bridge. erica has a great forecast for us right after this.

of police is not responding to questions about staffing problems in the department right now there are about 90 offices that cannot be deployed because of injury or illness. that is usually about 50 the police officers association said that it is because officers can carry an incredible amount of work load in oakland. we had a chance to talk with the police chief howard jordan he says the department is now working to fix the problem. >> this is very important for us. with those number of officers being out, that means there are 90 in less officers able to respond to this city problems. we are looking to ask the city to fund an additional position to help manage the workers' comp claims. i have also hired an human-resources supervisor and her job is to help us organize some of our return to work strategies such as increased training and awareness for staff in terms of how to get, how do

time is almost up for state lawmakers to pass nearly two dozen budget related bills for governor brown to sign he had 12 days to sign or veto the roughly $92 billion state spending plan. >> justine: they want to raise the state's sales tax and increase income tax on wealthy californians. if voters reject that a series of cuts will happen. democrats are expected to vote on it 20 bills to they can pass the budget without any republican votes because of the majority in both the assembly and the state. the san francisco school board has passed a budget just last night for the upcoming fiscal year. this is a $597 million budget. it means a shorter school year, larger class sizes and less money for enrichment programs. officials say these cuts will help and $80 million budget shortfall expected
