creditors, lifetime health benefits for retired employees and their spouses are the heart of the bankruptcy. the cost of that plan alone balloons to $460 million that the city cannot pay up. they paid 90 million in cuts--they may need $90 million in cuts trying to budget their balance-- balance their budget but they did not succeed. people in stockton warm angry many were in tears. they want to let them know exactly how they felt. >> i cannot afford medical insurance. i have to take medications or i will die. i do not understand what is wrong with you people? the you even care? >> benefits of lifetime medical was not obtain without the cost of city employees. city employees gave up wage concessions

made in exchange for lifetime medical. >> our leaders do not respect us nor did they listen to us. what you have done to the police officers and the employees of this city is an atrocity. >> if you are anything like me who spent his last week especially absolutely sick the laying awake at night and praying that this was not going to happen. >> mark: that mediation process with creditors ended monday night with no resolution. the city was more than $700 million in debt but it wanted to close the $26 million shortfall for this coming year. >> darya: just four years ago vallejo was the largest city to file for chapter 9 bankruptcy that was in 2008. at the time it was facing a $16 million budget deficit. much like vallejo, stockton is cutting lifetime health care that was promised to city employees. that is what

you hear them so upset about in the meeting. vallejo emerge from the bankruptcy last november. and time is almost up for state lawmakers to pass more than two dozen bills for the governor brown to sign. he had 12 days to sign or veto the roughly $92 million state spending plan--$92 billion spending plan. if voters reject those measures, at a series of cuts will kick in. democrats are expected to vote on 20 bills today and they can pass the votes because of their majority in the assembly and the senate. >> mark: not a smaller $597 million budget for this school district and a larger class sizes they say this will help an ailing dollar shortfall expected over the next few years. they say they get about $5,200 per

this one, 32,000 people have been evacuated from the fast-moving wildfire. here is video that we got in from the fire burning earlier this morning. homes completely were torched. they are waiting for daylight this morning to determine how many homes have gone up. at least six subdivisions are included in the in fact additional orders along with those that were at the air force academy and they have been evacuated as well. this fire started as we told you on saturday and now it is more than 10 square miles. here is another problem in colorado, in other big fire. this one is in northern colorado towards for collins. it has burned about 87,000 a. and more than 240 homes have been destroyed. it is 65 percent contained right now it started back on june 9th and so far has cost more than $31 million to fund. >> mark: will be a setback

concord, we have all of the sun shine up to 84 this afternoon. >> darya: orenda is investigating its first murder in a decade a 52 year-old woman was found dead in her home and police think that her 62 year-old live-in boyfriend was the one that killed her. around noon yesterday police received a 911 call from a neighbor. the neighbor was not making much sense, but then they heard a second male voice in the background now they believe the man was the boyfriend telling the neighbors that he had killed his girlfriend. another neighbor says that the couple fought constantly. >> mark: the search has been called off for in then that is believed to the fallen in the water after a game and at&t park on monday night. they said the man disappeared shortly after he and his friend wall to the car that was parked on pier 32. authorities believe the man fell off the pier while his friend was on his self on and the man looked up and his friend was going. no

of occupy protesters at uc- davis last year will come out. the decision was made to do this by an alameda county judge, here's the scene from november 18th you can see the line of students and other protesters sitting there being sprayed at close range in the face back-and-forth by a police officer in right here, the police officers' union did not want the names release for fear of harassment now they have one month to appeal this decision. >> mark: right now about 90 officers cannot be deployed because of injury or illness that number often is about half of that. if it is because officers carry an incredibly huge work load. we spoke with the chief and he said that the department is working to fix the problem. >> this is a very poor nation. with a officers

being now that means we have about 90 less officers able to manage what is going on in the city we are asking the city to fund an additional position to help manage the workers' compensation claims. we have also hired human-resources supervisor and her job is to help us organize some of our return to work strategies such as increased training and awareness for staff in terms of you know, how do you prevent yourself from getting injured. we want to have a wellness program and things like that so that we can do a better job of prevention at the front end versus waiting until someone is injured before we have to manage these high numbers. >> mark: on an average day in oakland there are 100 officers on patrol and they have to respond to about 655 calls. >> darya: last night the

city approved a budget aimed at fixing a $3.5 million deficit. this included a plan to eliminate school crossing guards because that would save the city about $90,000 but the city council decided to use revenue from measured q, that was a half cent tax increase that was passed by the voters. >> justine: the coast guard suspects that there may be some stowaways on this ship. here is what we know that already happened today. the coast guard said a container that was loaded in india they started to hear some sort of sounds, they said it sounded like people inside of it. so right now they're starting to investigate immigration and customs investigators have been notified they will meet with the vessel assumed as in the talks. it is scheduled to dock little later this morning the ship has been going a pretty long way. it started its voyage several weeks ago in pakistan its

cloudy conditions for the weekend temperatures start to rebound and we are back into the upper 80s for the warmest in the areas as we start the next work week. let us see how traffic in shaping up. >> george: we have been monitoring of potential hot spot at the market street off ramp from interstate 880. we have yolie providing us this picture of the big rig now yolie, this was early in the commute and there was a lot of concern that this will become a huge problem because this was a big fire. >>anchor: absolutely it started about 5:00 a.m., and you can see the truck right behind the tow truck there. the doors are kind of blocking it, but you can see where it is kind of burned up there. he probably did the smartest move possible and pass saved that big heavy traffic jam had this been on the freeway, he saw,

or felt something fall from underneath his truck. he decided to get off the exit as he was getting off the exit he said smoke started to pour out from the sides of the truck. he just decided to parking right here on this market street exit and get out of the truck and he said before you knew there were flames everywhere. the fact that he was able to get off the freeway really did prevent some big major traffic jams. >> mark: -- >> george: is the cab in good enough condition that they can tow it out of the way or where they have to separate the two? >>anchor: they will have to separate them, the cab is melted down all the way to the grill almost. luckily the towing operator says the back tires are still good so all he has to do is lift the front part of the cab and be able to tow it away. he is in the process of doing that. another tow truck will be here ready to take the

back of the truck away as soon as the cab is clear from the front. >> george: i will show you on the traffic map the locations so that you can see this is that the off ramp from the nimitz freeway north bound and market street. take a look at the map, here's the good news because he managed to get to the end of the off ramp there is no impact on the 880 commute in the northbound direction. another potential hot spot here, not far away in berkeley 80 west bound there was a motorcycle accident. it is our leaving clear to the right-hand shoulder. he is garnering some attention to and if you can see it coming down from albany their kids that short stretch of slow traffic. this could be enough to create a big traffic jam on the nimitz, excuse me i mean on the seashore. now here is a check for you. here at the bay bridge no back up to speak of all the metering lights are active. at the

to change the way the state government manages its budget. it's headed for a vote in november, they certify this measure after proponents' gathered enough signatures. and the initiative will move the state to a two-year budget cycle and give the governor more power to act in fiscal emergencies. this is a 12 measure to qualify for the november ballot. >> mark: any help will be getting more police officers at the the city convince the federal government that they needed those officers to help to keep the residents more say. the government agreed and they gave antioch one-and-a-half million dollars. will tran will tell us how many officers that money will bring to the force. >>anchor: police services make up more than half of antioch the budget and my most cities, this one is facing budget problems forcing it be down more than 30 police officers in a place where residents say crime is a huge concern for them. city officials and not know when they can get the money to start hiring there were already in the process

yesterday two men approached another man and shot him in the stomach the victim was taken to hospital. this happened at the corner of 24th and harrison in the mission district and no arrests have been made. >> darya: the man accused of assaulting demonstrators and officers with bricks and pipes goes to court today. here is video, you just saw him throwing a brick right off the top of that building. he was throwing bricks and other objects in the direction of protesters and police officers. in fact the break hit a protestors in the face. there is one. you can see the video where someone has been hurt there, he is not charged with two felony counts of assault with a deadly weapon and he will face other charges as well. >> mark: a new wall street journal poll shows the president obama and mit romney remain locked in a tight contest. >> mark: in this poll, president obama is stronger

and that wide range is indicated by the yellow on your screen by 3:00 p.m. it looks like the yellow starts to turn into orange that does indicate where we can see some 80's for places like naca and fairfield and now in the livermore valley and those situated in the south bay as well. we have police replaced by mountain view, 84 on tap for sunnyvale and one degree warmer in through los gatos. it looks like the warmest spot on the map is coming in at 87 degrees. >> erica: we are almost 10 degrees cooler than that into castro valley. we will experience slightly breezy conditions in the north bay. we have low 80s expected for navato and downtown san francisco is at 69 degrees. the same goes for daly city. we have mid-60s and believe it or not clear conditions. the satellite and radar shows clear conditions over the bay area right now for the most part. however, we

could see the fog may come back as we head into the evening hours. for those of you headed to the baseball game, the first pitch is that 12:45 p.m.. temperatures are sitting in the upper 60s. we will continue to gain a couple of degrees. the wind speeds will be at about 15 mi. per hour. the seven day around the bay extended forecast shows the the temperatures will dip a couple of degrees heading into the weekend. we could still see some low eighties for the inland areas. it looks like we warm up as the star of the next work week. >> darya: thanks a lot erica, a las vegas man was sentenced to spend two years in prison for illegally copying software from san jose based company adobe. then he sold the duplicates on the internet. roosevelt anderson was given a prison sentence on monday. prosecutor said he may more than $70,000 from selling copies of the adobe creative flow software. he

>> george: welcome back to the kron4 morning news. we are tracking hot spots. this vehicle blocking two right lanes has backed up traffic in walnut creek. we have a minor incident occurring with vehicles on the shoulder of interstate 80 at berkeley and university avenue to traffic has been back up and 31 minutes is your drive time. we had an early incident from the market street off ramp. it was a vehicle fire, here you can see the cleanup operations even though the big rig is clear the right lane of the off ramp will remain shut down some of the clean up this diesel spills. just one month to go until the start of the winter olympics darya take it away. >> darya: look at this. these were just unveiled and lowered into position one of the city's most recognizable landmarks. that is cool. >> mark: we will be right
