>> the u.s. supreme court ruled on the affordable health care act, the ruling has been historic. the court ruled 5-4 in favor of the presidents at the meeting that the overhaul will continue to take effect. one chief justice joined with the four liberal justices to make it a requirement that most americans will be required to have health insurance or face a fine. joining me now to discuss the political implications, with the election just months away, this is pretty big. first, give us your reaction to the ruling.

companies must use 85 percent or 80 percent of your premium on the actual health care, not administrative costs for profitable costs. if they did not hit those numbers, it will refund the money. on average, 31 percent of americans who have individual health-insurance plans get refunds if that average around $127, 28 percent of small businesses that and shore workers will get an average of around $76. keep in mind, some people have already gotten these checks and more of these checks will be coming out. it is a basically the government regulating where this money is being used by these insurance companies. >>grant: we have been reading some of our facebook comments about the health care rolling and people reacting to the big decision. one person said, i think it's great, thanks to obama, i have my health care. take a look at what another viewer had to stay.

affects everyone. over the next hour we will tell you everything you need to know about the ruling and what it means to you, the removal of the last legal barrier to the affordable health care act means that within two years just about every person in the country will have to obtain health care insurance. the bill signed by the president march of 2010 will take another two years to phase in. some parts are already in effect. children can now stay on their parents policies until age 26. insurance companies can no longer could a ceiling on how much they pay you over a lifetime. you know longer have to come up with co-payments or preventive care. those provisions apply for the four of five americans who have health insurance. in 18 months, the focus shifts to the 50 million americans who are uninsured. in 2014, everyone will be required to be in short, if not he will pay a fine. if you cannot afford the

fine, you can get a subsidy. newly created insurance markets will make it easier to obtain affordable coverage and medicaid will be expanded to cover more low income people. also, starting in 2014, insurance companies will not be able to deny coverage for medical treatment nor can they charge for more to people with health problems. those protections are now standard in most big employer plans, they will become available to everyone including people who get laid off or leave a corporate job to launch their own small business. >>pam: here is a look at the penalties americans will face if they do not have health insurance by 2014. it starts at $285 per family or 1 percent of income, whichever is greater. if by 2016 the fines increase to between $2,085 per family or 2.5 percent of the income. while the idea of ensuring
