will take time and consistency but changes are on the way. >> we will look at the programs or services that we will not provide that means we can free up some officers to be out in the field more often. and we can consolidate some of the problem-solving officers inform crime reduction teams to be proactive. >> mark: the chief says he does not have a timetable when the changes will happen but he says his officers are dedicated to turning things around. >> darya: the city council of san bernardino has voted to seek bankruptcy. it is about 50 mi. east of los angeles it now becomes the third city in our state to opt for bankruptcy protection in recent weeks. the city manager says that the city will not be able to make the pay low due to the

solo reporter out there to give you more news faster. it looks like they are done on the cleaning up there? >> reporter: the for then he they have to make sure that there are no hot spots. it is definitely under control. i just spoke with one firefighter who told me that maybe there were like four young guys in their early 20s and they will go because the fire along with off. the house was full of smoke. turns out that they left a pan on the stove it was still cooking and that this will cause the fire. they were very lucky that they had fire alarms and that they were able to get out safely because you can see how quickly this fire

started. i am not sure where the location of the kitchen is the for nearly it would be on the first floor and you can see how when up to the second for. this was a fire that spread pretty quickly but luckily no one was hurt. so what is the firefighters doing he is cutting into the roof to look for hot spots? >> reporter: i am not sure exactly but i have seen this routine before they have to break through the ceiling of the wall to make sure that there are no hot spots so that it will not later on flare up. they have to make sure it is not trapped in between the walls or in the attic. >> mark: a nother story that everyone is talking about, for the giants players
