plan to build to nasa but water pipeline south of sacramento if. it is part of a new multibillion-dollar effort to upgrade the aging water supply system. trawl clifford has the details. >> a network of palms, canals and levees draws water off of the delta and distributes it all across california but as the state's population has grown, so has the strain on the ecosystems and wildlife. if the governor gets his way the state will build a new $14 billion water pipeline system designed to secure california's water network and relieve pressure off of the delta. the new pipelines would start the of the sacramento and intake stations would be built along the sacramento river capable of drawing 9000 cubic feet of water per second. the pipes would run 35 mi. south underneath the delta tool holding base near tracy.
