wondering why were we seeing black smoke for hours and hours? was that a normal amount of time? was that something that was designed to happen because of the fire to keep the burned going? what amount of time is normal? >> we had fully trained and specialize fire crews on side. they responded, they worked the plan. all of these crews worked together. they did an excellent job in making sure that this incident did not become anything worse than what was so we are very proud of them. >> now any ground water at the refinery is already
5:13 am
captured in a system, it is a complicated thing, but basically underneath the ground have crown water captured, so none of that, we do not to have run off that is put into the environment, so that as a part of the normal day to day operations. >> what i said is nothing is being done at the refinery unless we are sure that it is being done safely. >> one that i will have to end it. we will come back out and check with you in case we have any other questions thank you so much. >> we will continue to provide updates as new

burn and smoke inhalation. there were hundreds of other people that showed up in the early morning hours to local hospitals. they complained of breathing problems and this morning in the press conference that we carried live, chevron apologize for the fire and they said it will work now to make sure that this is happening again. it did prompt a shelter and place one for thousands of people in contra costa county for several hours. that shelter in place has been lifted. the rich and bart station closed last night, but bart is open and we're not hearing about any delay so far this plan. it seems to be running as good as normal. let us go to will he is going to update us he was just at that press conference. >> will: what we did not learn is because of the fire, they say that is still under investigation. according to the
5:32 am
spokeswoman, today is just another day and they should be back to business as usual. they will conduct an investigation but do not low--but they do not know how long that will take. the the shell to employes was lifted around 11:50 p.m. last night. no breathing problems this morning and no flames. they have a controlled burn going on i asked several times about that and they say basically that was to relieve some of the pressure that delta during the processing of the fuel. this the same thing we see from time to time when we drive by the refineries, we can see the flames on top of the smokestacks. that is what is going on this morning. as far as people injured, everyone has been accounted for. we are talking about regular employees at chevron's some have problems ranging from burns of the years to end unrest--some have been burned on their ears and wrist, and some smoke
5:33 am
inhalation problems but nothing major. now we asked who will help with the investigation, people out there want transparency and for this to be fair the chevron spokesperson says it is not just their own investigators doing this but they will also have government regulators and other outside agencies coming in to help with the inspection and the investigation to find out what will happen. as far as the crew the unit, that is down until they find out exactly what happened. they also want to make sure going forward this is safe for everyone. i got a chance to ask because everyone else out there is thinking about this. how will this impact the cost of gasoline that would pay at the pump? she says that to there is no room to speculate they're just focusing on the investigation and one phylum--one final notice the use thousands of gallons of water to the out the flames
5:34 am
and people wanted to know where is that wooded glen? will the the back and the system possibly injuring the people out there and according to the chevron spokeswoman she says no, they have a system in place where all the water that they used to pull out these claims have been recaptured. so that water is at the plant. >> justine: one question for you, as you were out there this morning they were talking about the control burn that is still happening, and one that held a press conference said that people might still see and smell smoke in the area of a huge not see or smell anything. - >> will: i do not see much, but you can look over and see a puff that goes on
5:35 am
every now and then they call this a safety device. if that is happening i can tell you this is not happening at this location. but if you see that, you should not be concerned. people that live near here i am sure that they are used to seeing that so you not have to worry. not every now and then you may see in the but of white smoke, but she says that is just business as usual. >> justine: you brought up the point about what this would do about gas prices and we want to talk with robert black around 6:00 a.m. to see what he says. >> justine: this refinery was founded more than a century ago. it is the third largest in the state. the richmond refinery is capable of processing more than 242,000 bar. of oil every day. the refinery has had some fires the last major one was back in january 2007. that fire lasted
5:36 am
almost 10 hours. analysts are saying that california could have a spike in gas prices in the coming weeks due to the fire and they say everything depends on the extent of the plant damage and the ability to maintain its operations as the bay area's largest refinery they say that gas prices can be affected even by unscheduled made its pickups. meanwhile, the average cost of gas in san francisco for regular is $3.95. in oakland, it averages about $3.81. in san jose is about $3.80. we want to talk to robert black about with this fire can do to gas prices in richmond because even though the spokesperson says that they will not speculate that as we just reported the analysts say that gas prices could go up. we will go back

5:47 am
spokesperson from the hospital to give me that information. we do know that at least about 200 people were serviced last night because of respiratory problems and because of that fire. the hospital set up an incident and command center around 6:30 p.m. last night to try and treat people for those problems. as i mentioned that this morning it looks pretty empty in the emergency room. i did not see anyone went in there may be there with one person in there for a different issue. but, it does seem like most of the people that came in last night, they seem to either be in the hospital being treated for they were released. and of course, if you are still filling and a little bit irritated, or a little more like, still having trouble breathing or anything like that they tell people to try to come in and make sure that you are being treated. at this point, the
5:48 am
old shelter in place is no longer in place. the hospital is constantly checking for their quality around here in this area because they were also affected. they're just saying if you still feel any type of illness come in and be treated. >> justine: thank you so much now let us check in with erica for the forecast we are expecting triple digits. >> erica: good morning testing, will triple digits should arrive by thursday may be friday. the uptick in the clear conditions here can it did not have much in the way of cloud coverage. what we do see is hanging on to the coastline. temperatures are running about average for this type of morning. >> erica: our future

5:50 am
well. we could see some low nineties for fairfield and antioch. turning our attention to the east bay shoreline it looks like we may actually be a couple of degrees warmer compared to yesterday. >> erica: downtown san francisco has an afternoon high of 65 degrees and very similar conditions are expected in daly city this afternoon. we do have a pattern of morning clouds and afternoon sunshine. friday is expected to be the warmest day of the week. you will see on the seven day around the bay forecast the could hit triple digits inland's. >> erica: we could certainly have beach like weather on sunday and low '70s expected full-year coolest the bay area spots. now let us check on traffic with george. >> george: we are not

tracking any hot spots or delays, or problems. i want to start with a quick bridge check. taking in the epicenter tell bridge ride, the problems here. for the golden gate bridge, 101 south bound is still delay free through marin county and no problems or construction delays. looking at the traffic map we still have an easy ride for the east bay freeway. your commute through the san ramon valley is about 70 minutes now. yourself a traffic looks great. 101 north bound is a problem free. your melinda, still the playfully.--is still delay free. >> justine: san jose mayor
