still down and the power lines are still draped across. oakland police officers are blocking any first. there is some good news there rubout 700 pg&e customers that were without power we are being told only about 80 are without power. they have just been restored about one hour ago. now we have been told is around 3:00 a.m., a car came careening down 81st avenue and struck the power pole and knocking the power out. i shall do this earlier, the suspect vehicle is still outstanding obviously this was a hit-and-run accident with no suspect information. as i said, at the height about 700 customers were without power most of them have been restored. we are being told by pg&e that this could take the better part of the day to actually fix the power pole itself. it

looks as though a first avenue will be blocked off with a good portion of the morning. obviously we have developing stories as soon as everyone gets power we will pass that along. >> mark: a seven member investigative team is now on the scene of the refinery fire in richmond. this is an independent agency charged with investigating serious chemical accidents. the fire crew had to go back yesterday after a flare-up at the facility. there were no injuries reported at this latest flare-up. they say the fire that flared up was put out in minutes. we are there with the details. >> will: the fire may be out at this place, but chevron officials are still feeling the heat. investigators are combing through this place, chevron worker say they noticed the vapors two hours before the actual explosion and try to

fix it but cannot do it in time before the fire. the u.s. chemical safety board will look at all aspects of the fire including physical problems and whether there are problems with industry standards no word on how long the investigation will take. and part of the investigation is the team from cal osha. chevron is not saying how long this processing unit will be down that is already causing prices to go up at the pump. >> mark: for the first time we're hearing the 911 calls from the fire. a dispatcher seemed confused about how much aid it needs to be sent to the refinery. >> hello we have a fire. we are processing crued.

>> i do not know what that means? how much do you need? >> whatever the obstruction is for us i think it is like three. >> mark: now thousands of people are lining up to the claims forms in hopes of filing lawsuits against chevron. outside one office the line stretched all the way down the street. they say people started showing up early yesterday morning. we spoke with one woman in line about why she intends to sue. >> my family suffered tremendously from allergies and asthma, it triggered a great deal. it is causing more breathing problems and having to give more medication than usual. it was really a horrible experience that we all have to go through so i'm just down here to file a claim so that we can be compensated

for this horrible tragedy that happened. >> reporter: the you think the company should pay? >> i think they should, i think it should be responsible for the mistakes that happen because that is the only way you can learn from your mistakes is to make sure that it does not happen again. a lot of people were affected by this will definitely they should be responsible for that. >> mark: 1 law firm brought in extra staff to help with the long lines. >> mark: chevron has told people that they need to start walking down things and what specific things are those? we put those questions to the contra costa county health department. if anything was exposed to this, the issue by the down with water and mild detergent like children's play areas, toys,

investigators are at the richmond refinery trying to find out what caused the explosion and fire. company officials say vapours leaked from the processing units. will tran is at the refinery this morning with the details of the ongoing investigation. [no audio] >> will: the fire may be out at the refinery, but chevron officials are still filling the heat. investigators from several agencies combed through this place. officials say they try to fix the problem but cannot do it in time. they want to look at all aspects of the accident including physical problems like equipment failure. there is no word on how long the investigation will take.
