about gas prices going up since last friday's refinery fire, now we have a new look at how much. here in california gas has jumped up 235 in the last week. our state averages $3.99 per gallon. >> justine: the national average is $3.70. now on to the refinery fire, prices for crude oil also is to blame for the jump in prices. >> justine: mitt romney announce his vice presidential pick over the weekend, congressman paul ryan. the pair hit the campaign trail together.

[music] >> justine: good morning, 5,000 a. and counting a fire is burning out of control in lake county. that is our story this friday morning-- this monday morning. >> justine: now in clear lake about 50 mi. north of santa rosa, 5,000 a. are burning, it is 0 percent contained. here is video and it is burning on both sides of highway 20. we are learning more about the structure that has been destroyed. there are mandatory evacuations are underway. there is also a second wildfire in lake county. is on the other side

of the mountain range. we are calling that wendy walker fire it has burned 400 a.. they are working really hard right now to get this fire under control. now we want to send this over to erica and the weather center to find out what the current conditions are in lake county. the you see anything that may be helpful to firefighters as they try to contain the flames? >> erica: we still are not dealing with ideal conditions however they're much better than what we have dealt with last night. 78 degrees seems pretty warm for this time of morning but it is all relative considering what they were dealing with yesterday. humidity is that 27 percent so we have dry air and a lot

of dry brush. it looks like caltrans has closed between highway 16 and highway 23. hopefully they can get a handle on the fire in the meantime expect more evacuations and some smoky conditions in the area. >> justine: more than 800,000 californians will soon receive a bill in the mail for firefighter protection. the state will send out a bill today to rural homes that could cost up to $150 just for one property. but those that paid in local fire tax will not get--fired tax will get a discount. at least one group says they plan on filing a lawsuit as soon as the old bills go out. >> justine: today marks one

week since the fire at the chevron refinery at richmond. maureen kelly spoke with federal investigators about why they have not gain access to the location where the fire started. >> reporter: the seven member team deployed by the u.s. chemical safety inspection still have not see where the fire started. they are not being kicked out of the area by chevron they say that the oil company has so far been cooperating with investigators. they have been kept from that area due to cal old show who is leading the investigation who says that the area is still unsafe to enter the >> it is the remaining materials that are in there

that they did not want to come out and cause a hazardous environment. >> reporter: a structural engineer and air mom a train manager are arriving on monday and they would do a separate investigation. until then, they're continuing to interview people who were at the plant before, during and after the fire ignited. they continue to request documents from chevron such as maintenance logs. >> reporter:how long investigators remain on the scene at the richmond refinery depends on how long they have to wait to get inside where the fire started. they still plan on being here till friday that even then their work is far from over. they say similar

investigations have taken a full year to complete. >> justine: the one about gas prices going up since last monday's refinery fire. now to give you more news faster we turn to our solo reporter yolie is live right now and san fra ncisco and a gas station showing us the prices. >> reporter: prices have gone up about 235 more cents last week. here are the numbers at this particular gas station. you can see that it is $4.17. that is pretty much on monday of what the average fee is in san francisco. and california, the averages $3.99.

>> reporter: oakland is lower than san francisco and in san jose is lower than oakland. still, the prices are up considerably everywhere. it is not just because of the refinery fire that happened last week but because the prices of crude oil are higher right now. if you combine those two things this shows why we have higher prices and gas right now. >> justine: i was driving around over the weekend trying to find cheap gas and i cannot find anything. i was wondering if it was even worth it to keep driving around. $4.17 is so much. >> reporter: it is kind of hard for me to comment on it because i have an electric car and in this case i am very happy about it. have enough personnel to contain the fires? >> we have additional personnel i know we have sent some from cal fire in route throughout the night to come in to help. >> mark: 80 for joining us we are following the fire is that burning in lake county. we have some pictures that are coming in. you can see the massive size of this fire that is burning we are also watching the weather conditions up in lake county. we have an update on our forecast with erica. >> erica: the morning market, hopefully firefighters will continue to make progress throughout the morning. right now is the coolest that it has been. temperatures are at about 70 degrees that does seem a little warm, but compared to the temperatures from yesterday we are making some improvement.

where the fire broke out at the chevron refinery. >> reporter: that seven member team of the chemical safety board has been on site for a couple of days doing interviews and checking some records, but today may be the first day they're able to go into that israel is the fire actually began. i am out front at the chevron refinery.as you said, the chemical safety board is coming in town to see exactly what caused the fire one week ago today. they are looking at the 8 in. pipe that led to the disaster the one that started to leak and started the fire. part of the process is they're not able to go in yet because cal osha is leading the investigation to makes sure that it is safe for anyone to enter. once they turn this over to the second war they have their own investigators to go in and

obviously did not want to go in where it is structurally unsafe. the hope is that they will get in there and start the process, and then start the process of collecting evidence to figure out exactly what started the fire. we expect that they will be on-site at some point this morning. as soon as we see them and get a chance to talk with them we will pass that information along. >> darya: we warned you about gas prices going up since the refinery fire. in a tin numbers to show how much the gas prices have spiked. gas is up 235 in the last week. our state average is now $3.99 per gallon. in the san francisco area is $4.17. in oakland and san jose there are one penny of parked at $4.13 and $4.12.
