massive show refinery in martine as behind me. we are going to video to show you some of the fumes and smoke that was spewing from the refinery. the small fire started in the oil processing unit. it was that out in about 10 minutes. firefighters rushed to the scene to distinguish the fire in and continued to pour water on the unit tried to cool it down as a precaution. there was some clearing and fumes spewing from the refinery. caught >> here is the spokesperson from the refinery talking about the impact that this fire might have. >> it is too early to say with the impact on the refinery will be.

perspective, look at all of this small. it looks as though there are several different sources. these are only a couple of the pictures. this one shows the eastern portion of the fire burning as we speak. thick, gray smoke. tough conditions with hills and attendance rocky terrain. >> humidity was at 4%.

if it is now at 9% which is awfully dry theory that if one of the big concerns that they have. the fire is moving rapidly with winds coming from the south southeast. we expect the winds to stay on my outside overnight. it will stay warm welcome the overnight hours. >>pam: a controversial law is going into effect, it mandates that homeowners will have to pay an extra bill for a fire detection. that law targets of rule homeowners. the amount is $150 a year.

bill will 4213 homes in alameda county, 5680 and santa clara county. 4003 has a 36 homes as a contra costa and nearly 13,000 homeowners in marin county will be affected. terisa estacio filled with fire officials who opposed the law. they say it doesn't make any sense. >> this is paradise cape. but the residents of the city has about 439 homes. pretty soon each homeowner will be getting a bill for fire protection services. that is because this area is located in the unincorporated area however as the fire chief says, the bill will be for nothing. everyone here already pays taxes to have to draw fire department the their needs. >> it is unfortunate. it has no direct benefit.

>>pam: highway 20 is now partially opened for people who were escorted through the area. with hundreds of homes threatened at least 25 people have been evacuated. >> the fire marshal came in and fish and game and then another truck and another truck. we just dropped everything. we locked the doors and left. fire is coming way up the hill and growing. it went from a little bit of a row -- close to an ominous glow.
