cameras here in san francisco and walnut creek. wet weather all around the bay at this hour. for a look at where that storm is heading right now, i'm here at the weather center with brian. i was on 101 at the airport coming down in sheets. >> we have ponding on the roads and minor flooding in some places. notice what we're seeing on the radar. a lot of yellow and red color showing moderate to heavy rain and the main storm front is on top of us right now producing areas of torrential down tours in some spots. the heaviest rains through about half moon bay through san francisco to the east bay and up here into the inland spots like walnut creek, dublin and livermother. quite most of the day with light rain but now it's beginning to pick up here. notice we're transitioning from the greens to the yellows and even the reds but we are

beginning to see improvement for the north bay. the showers breaking up as the storm front departs. it's going to move out of here pretty quickly for tonight and about the next two to three hours we should see the rain start wrapping up but showers are expected to continue through tomorrow. rainfall amounts heaviest in the north bay so far about a half inch. lesser amounts for the south bay. i'll let you know how much longer this is going to stick around coming up. >> lots of rain falling in san francisco at this hour. storm drains are starting to overflow and flood streets. scott is live for us along with pretty dramatic pictures. >> a lot of streets when i was driving in here were flooded out. drivers having a hard time trying to get their cars through the ponding that's starting to form. down here, there's a lot of people out. they're walking around and enjoying the shops. but i want you to take a look at this video here. i shot this about a half hour ago. you can see water gushing out of the street here. this is at bay street here and

you can see how bad the ponding in the water is on the streets. so the cars are struggling to get through the water. as the rain continues to fall here. so it's definitely been a lot of water being pushed up on to the streets here and drivers are having to contend with that. so we'll come back out here live. again, still several people out here, they're coming out despite the rain and enjoying it. if you do have to come back out on to the street or you want to drive you have to slow down and be careful as the water continues to pile up. reporting live, kron 4 news. >> people on the peninsula are keeping an eye on a creek that breeched a levey sunday night. this is video of the clean up yesterday. crews have since been working to fix the levey so ensure that the water will be held back for the latest storm. alicia has more on that. >> with tonight's expected rainfall the city has taken steps to secure this levey like with the sandbags you see over

there, they are there to protect the creek. the community development director tells us crews were here throughout the night laying down these bags. sunday night's rainstorm flooded homes near the levey. 7 of them had to be evacuated. >> the 7th home where the fence is broken there had significant water damage inside and it's been deemed unoccupiable at this point and electric has been shut off and those folks sought shelter with friends or family. >> they are confident it is sufficient and will prevent further flooding. in any event it will be monitored throughout the night. while rain turned to the bay area, drivers and skiers are having a white christmas. charles clifford has a look at conditions as well as details

on an avalanche warning in effect around lake tahoe. >> snow returned to the area. the area is very unsettled. it's in effect along interstate 80. let's take a look at a couple of cameras. this is actually where there is a snowplow working on the side of the road to clear the off ramp. lots of fresh snow on the road and it's very slow going for drivers. this is pretty much a blizzard and this is a few miles to the east along interstate 80. you can see a long back up of drivers trying to turn off of the interstate. to the south, here's a view along highway 50 at myers. cars are pulling off here to put on snow chains and is requiring chains on 50 all of us triggered an advisory around lake tahoe. this is north across the lake. the warning area here stretches 80 miles in the north to the south. that includes all of the tahoe

area ski resorts. on sunday two people were injured in an avalanche and yesterday on monday a snow border was found dead under two to three feet of snow. late this afternoon we learned that a ski patrol member from the ski resort died as a result of injuries he suffered after being caught in an avalanche on monday. now that avalanche advisory is set to expire on wednesday morning. >> stay with us as we continue to track the wet weather and storm damage. for the latest updates check our websites kron 4.com and facebook and twitter pages. >> a man is fighting for his life after being hit by one of two cars that were apparently street racing. he was crossing broadway street last night when he was hit. neither vehicle stopped. she has the latest on the search for the hit-and-run drivers. >> right here where you see the word hat written on the ground,

that is where police investigators is a a 54 year old man was critically injured in a hit-and-run incident involving two vehicles street racing here in the 1900 block of broadway monday night. this is video recorded at the scene. >> a speed contest. there was an individual attempting to cross the intersection. unfortunately struck by one or two of the vehicles. >> police estimate that the two vehicles were traveling between 50 to 70 miles per hour upon making contact with the pedestrian. >> investigators is a the victim was struck as he was in the crosswalk right there and the force of the impact knocked him nearly 100 feet up the road. >> his body landing here with the words feet are marked on the ground along with receiving several calls from eyewitnesses, investigators say they recovered key evidence at the scene. >> which will ultimately help us identify the type of vehicle that was involved. >> in the face of this tragedy on this holiday, there could be

a christmas gift if you will from someone who may have witnessedded this and call in and help you guys catch these persons. >> absolutely. any time that something like this happens on christmas eve or any day for that matter, it's obviously very unfortunate. no doubt about this. this person that was involved in this traffic incident is somebody's son, somebody's father, somebody's brother, somebody's relative. he is somebody. in order for us to put this puzzle together, we rely upon the community. >> a sobering reminder tonight not to drink and drive. a family is celebrating christmas without their mother after a drunken driver ran her over on twin peek peaks last week. he talked about her son and the loss and message for anyone thinking about drinking and driving. >> the first three days i just kept crying and now there's no

tears. >> in a split second a family was torn apart. on twin peaks last week a drunk driver hit three people and then sped off. the car crashed into them so hard the victims plummeted 30 feet down the hill. rescue worker hearsay to pull them up and tried to save the life of the oldest victim that later died at the hospital. >> i didn't hear anything before and after the accident. >> only child lost his mother, 54 year old that night. she came here from china to beliefly help her son and wife take care of their 18 month old baby. they wasn't to twin peaks to show friends the beautiful views of the city and instead -- >> this tragedy just happened because of the period -- [indiscernible] -- took my mom from me. >> he spent christmas cleaning out his mother's room and planning how to return her body

to china for a proper burial. the sadness he feels is not something he wants any other family to suffer through so he has a message for anyone thinking of drinking and getting behind the wheel. >> think about the consequences. my family -- i had a perfect family. i perfect mom and now everything is gone. >> police did catch the driver of the car. 23 year old seen in this video here. she now faces several felony counts including vehicular manslaughter while intoxicated. her arraignment is scheduled for tomorrow. >> statewide the chp says more than 1,000 drivers have been arrested on suspicion of driving under the influence since friday. the start of maximum enforcement period. that number is up from last year. there have also been 26 deaths on the roadways, also more than last year. here in the bay area.

151 driver versus been arrested on suspicion of dui. that number is actually down from last year. three death versus also been reported. >> it's back open tonight after it was shut down because of a major water mane break yesterday. firefighters say a 12-inch mane ruptured late in the morning and spewed about 1,000 gallons of water a were stacked to prevent flooding at at least one home but no other damage reported. water service was restored last night and the road was reopened early this morning. it is of course christmas day and americans around the country around the world are celebrating in their own special ways. in afghanistan the u.s. troops at forward operating base lightning got into the spirit of christmas. leadership personnel did the honors of serving up a traditional christmas meal to give troops a true taste of the holiday. they carved turkey and others to the sounds of christmas tunes.

in newtown an all davey jill honoring those shoot at sandy hook elementary school. the candles were lit last night and volunteers are taking three hour shifts to make sure they stay burning. police officers are filling in for newtown police so they can have the holiday off. in the nation's capitol 20 child like angels adorn the altar inside the chapel and each one represents one of the children killed in newtown. they will be on display through january 6th. >> disturbing new details about the man that ambushed firefighters in western new york shooting four of them and killing two before taking his

own life. grant is here with the latest. >> well, before setting fire to his neighborhood the shooter left a note in rochester, a little town of webster indicating his intention to kill as many people as possible. one of the weapons, the same semi automatic rifle as those used in the connecticut school shootings next week. also the remains of another victim believed to be is shooters sister have been found. >> william was hoping to kill more people than he did. that's the impression police are giving after reading one sentence of a three page typed note they say he left behind. he wrote, i still have to get ready to see how much of the neighborhood i can burn down and do what i like doing best, killing people. >> mainly to the intent that he intended to burn his neighborhood down and kill as many people as possible before stopping. as far as motive, all kinds of speculation and truthfully we do not know. >> police believe his 67 year old sister also died in the

incident. they lived together in one of the houses that burned. he started the fire luring firefighters so he could kill them. >> a clear ambush on first responders he had armed himself heavily and had taken up an area and natural depression on a bank near a tree and immediately started firing upon first responders. >> authorities say he shot and killed volunteer firefighters. two other firefighters were shot and earned are in serious but stable condition tonight. he served 17 years in prison after being convicted of fatally beating his 92 year old grandmother with a hammer back in 1981. >> there's also a gun control element to the story. the gunman had three gun with him. among them a bush master semi automatic rifle. the same used in the newtown

school shooting and the same kind many lawmakers were currently trying to outlaw. >> maybe a wet and windy christmas here in the bay area but things are a lot worse in other part of the country. this is video just into the news room from alabama where a line of thunderstorms spawned this massive funnel cloud near mobile. no word yet tonight on injuries or damage. elizabeth take ace look at the situation in other part of the country. >> it was not the merriest start to christmas day in oklahoma. more than 20 vehicles mangled in a massive pile up that shut down interstate 40 west near oklahoma city. at least ten people were taken to local hospitals. authorities is a freezing rain made for treacherous travel. it also spawned two possible tornadoes in texas. one person died when a tree fell on his car. >> all of these storms moving east northeast and will continue to push east and take their severity with them. big picture for tornadoes,

really quite a serious tornado outbreak. dama80 miles per hour with straight line winds and hail. >> in some areas there could also be significant snow fall. forget the eggnog and cookies. this years holidays supplies include shovels, and severe weather radios. it's a working christmas for the department of public works. crews say they're ready for whatever comes their way. >> there's a lot of people traveling and then they have to get home at some point. >> as this white christmas mess pushes onward, millions more are in its path. plans for the latter half of the holiday week could be in jeopardy. >> here's where the snow is falling 3 to 5-inches in oklahoma city but that's just the beginning. here's where the threat will be. blizzard warnings posted tonight. we're going to watch all the snow move into the northeast. we could see apholate plus of snow in western new york tomorrow. >> one person who is not complaining about all the snow,

santa. he earned one long vacation. >> lots of snow falling in the sierra for tonight. lots of rain here in the bay area. here's live storm tracker 4 and we're watching the heaviest band of rain stretch to the peninsula through heyward and livermother and concord. we have to deal with the steady heavy rain for another two to maybe three hours before transitions to showers. right now some of the heaviest rain located in and around oakland and into the east bay where we see the yellow and red colors. that's where we have significant downpours and hydroplaining a problem on the roads for tonight and even minor flooding. for the south bay things not as bad. the rain has been relatively light so far today. it has picked up from time to time and we'll continue to see the rain through about 8:00 to 9:00. this is where the rain band will exit the bay area before it moves out to the east. live view right now, golden gate bridge and rain is really

heavy right now. it is beginning to lighten up just a little bit as the back edge begins to move through. for tonight look for steady rain the next few hours. heavy at times, maybe even a thunderstorm and then off and on showers later this evening. for wednesday tomorrow the showers continue much of the day with clearing expected for the late afternoon hours and then for thursday, finally, dry weather and mostly sunny skies. here's future cast, 7:00 p.m. and the forecast model is putting the tail end of that main rain band i was just showing you into the south bay. notice the rain becomes spotty behind it. that's going to be the trend through the rest of tonight where we have occasional showers move ago cross. they're not necessarily going to be light showers. they could contain heavy rain at times and we'll see break with maybe even partial clearing. breaks in the overcast. that's tomorrow morning at 6:00 a.m. off and on showers for the morning hours and then low

raining the heaviest and there's worry that all the rain will cause flooding. i'm here at the weather center and he is busy tracking the storm for us. >> the heaviest rain is on top of us right now. we're look agent the band, the main frontal band is over the bay areaened you can see it here on live storm tracker four. it's where the yellow is in the east bay through hey ward and this is moving to the east pretty quickly. so we will start to see this rain taper off in the next few hours but in the meantime we're under the gun. danville, dublin getting moderate to heavy rain currently. also in toward heyward on the other side of the bay, san bruno, pacifica this is where we're getting the downpours pond tong roadway. it's relatively light. notice off to the west t blue, that's the ocean and dry

>> merry christmas. >> along with the church service they also served up thousands of hot meals for the city's needy. will spoke with some of the volunteers. >> volunteers showed up bright and early. some as early as 5:00 in the morning carving up ham and turkey. by the time they're over they will serve 5,000 meals and of course there are new volunteers that want to help out but many of the people we spoke to today this is their tenth, 20th year, including this gentleman here. how many years. >> 20 years. >> what do you get out of it. >> satisfaction in knowing that i'm doing the right thing to help other people, you know, as we all know, many of us are fortunate, we have good lives and there are people that need our help and this is one small way to do it. not today but every day and there's just no place like this. the feeling, the vibration you feel in this room is what life is about. >> there's no way you would

wake up on christmas morning and not be here. >> this is part of our christmas routine, part of our thanksgiving routine, just part of our routine. what you do as a member of the community trying to help out. >> thank you. he spoke about those in need. let's show you those in need. directly downstairs from us is the cafeteria and you can see how busy it is. they started serving around 7:00 in the morning and people were more than welcome to come back for lunch and dinner. that's how much the need is. with a little bit different according to organizers. in the past you would see a lot of people homeless or jobless but what's different now is they're seeing more families with a roof over their heads and with a job but the problem is they're not making enough money so most of their money goes to rent and to make a little bit of wiggle room to make ends meet. a lot of families are coming here to receive their meals where they can receive the money on other things like toilet tries or necessities that the family needs. keep in mind the need is not

just for christmas or thanksgiving or the holiday season. the need here is year round. reporting from san francisco, kron 4 news. >> around the world people are celebrating christmas in very different ways. grant is here to show us some of the holiday imagines. >> well, we'll start where pope he benedict delivered his annual christmas message. about 50,000 people gathering at st. peters square to listen to the pope. his message centering around peace. he sited conflict from syria to northern nigeria encouraging dialogue. he gave christmas blessings in 65 languages. >> in japan, residents displaced by the tsunami celebrated their christmas together. they gathered gifts for many like these. many in japan are still living in temporary housing after their homes were destroyed.

>> in poland they're calling this the largest mechanical christmas crib in all of europe. it's 52 feet high and contains more than 200 figures. the largest figure being st. joseph standing nearly 6 feet tall and santa was probably enjoying the cooler than normal temperatures in australia. temperatures were in the low 70s. much cooler than normal there, however a few souls braving the less the tropical temperatures even sporting some santa hats, you see all the wind right there but these guys don't seem to mind too much. the holiday spirit being felt across the globe tonight. >> coming up, i'll take you on a sobering tour and talk to one of the residents in the next edition of people behaving badly

there's a housing related tax cut that has homeowners attention. it is just day assistsway from expiring. it was established in 2007 in the middle of the foreclosure crisis. if congress doesn't extend it by the end of the year homeowners will have to start paying income taxes on the portion of their mortgage that is forgiven in a foreclosure short sale. >> netflix streaming service is back up and running after being knocked out for most of the day yesterday. netflix blamed amazon's cloud infrastructure for the problem. they're saying the outage was across the americas. they apologized in a tweet yesterday calling it terrible timing. wired magazine reports that this is the third time this year that an amazon outage has disrupted netflix. >> stanley roberts found people behaving badly. >> this isn't easy. the man made bridge that i'm trying to cross mid to feel

coyote creek with a camera. i'm not liking this but it is what it is. >> this is just one of many bridges that allow the homeless to go back and forth. >> i'm not worried about the camera, i can take a dunk but the camera can't. >> there's 8 miles of homeless encampments what i'm about to show you is a small bit. they're all along the creek which is a delicate ecosystem that is in grave danger. this water looks okay but this is what is floating in it and see that shopping cart? there are literally dozens just like this. the shopping carts are often used as metal nets to catch salmon and other wildlife. some have been destroyed by flood waters but others are still intact. this one is built on stilts and while it looks like any camp site you might see, i had a

here's future cast going through tomorrow evening until about midnight tomorrow night and into thursday morning, perhaps one to two feet for the highest elevations along with gusty winds, a winter storm warning in effect for tomorrow night. snow levels dropping to 2500 feet later on this evening. winds could be gusting 50 to 60 miles per hour producing blowing snow and requirement tons highways. 50 and 80. live golden gate bridge and lots of rain drops on the lenses. the rain doesn't seem to be as heavy as about five minutes ago when i was checking out the cameras so things are getting better here soon. that's what future cast is showing as well. here's 7:00 p.m. and the forecast model pushing the main rain band out to the valley. so we'll see the spotty showers for the rest of this evening but they're going to continue for much of the day tomorrow. heres midnight tonight. still off and on showers and they could produce heavy rain at times. there's still the chance for a

rain swept through the bay area christmas day. it's the third storm system that's hit the region. it's expected to move through quickly but crews are keeping an eye on the rivers and streams for possible flooding. it also brought more snow up in the sierra. i'm here at the weather center with brian. he has been tracking the storm all day. what's next week going to look like? >> it actually looks a lot better as we go into new years eve and new years day. can you imagine this? sunshine in the forecast. >> something to look forward to. >> absolutely but in the meantime we industrial the rain. that's what we have got on storm tracker 4 although it's not as heavy as it was about an hour ago. notice we're not seeing the widespread steady rain. now more off and on showers for this evening but we still have a batch of heavier rain right here around the east bay as we get into oakland as well as walnut creek. the yellow shows where the rain

is moderate to heavy for the south bay. a few pockets of moderate rain here like to the east, this is in toward sunnyvale but for the most part it is on the wide side and to the west as we get out over the ocean here to the west of san francisco notice that the rain is lighter, not as heavy. this is the back edge of the rain. more showers to deal with for tonight but the worst is starting to wrap up. look for the steady rain for about another hour or so and then we'll see the showers. still flooding possible and gusty winds for tonight. i'll let you know how long longer the showers will stick around coming up. >> rain is continuing to fall. in san francisco storm drains are starting to overflow. scott is out live where they're doing a whole lot of work on the sewer system. it has to be a mess out there scott. >> yeah it is a mess, the rain is starting to slow down a

little bit. an hour ago it was happening it has slowed down a little bit but this was shot about an hour ago and you can see the water gushing out of the ground here. this was at bay street. drivers that were taking the street there had to slow down and find themselves going through puddles and it was just really a big mess up and down there as the water just continues to pond on to the street. now people came out here today and were enjoying themselves walking up and down the street using their umbrellas. the rain didn't bother them much. they wanted to enjoy themselves on this christmas day and i talked to a few folks out here and it's not all that bad. >> yesterday i walked the bridge and it was nice and sunny but today it was rainy but i have the umbrella and i'm good to go. take the good with the bad. >> you bet. >> and that's pretty much what everybody says out here. just a little bit of rain isn't going to stop them from enjoying themselves. if you have to come out on to

the streets the streets are very wet as you saw there in the video. there's ponding on the roads so slow down and be careful. that's the best thing you can do this holiday. conditions have been wet all around the bay area, especially north of the city. he continues our team coverage. >> weather conditions here in the north bay, anything but pleasant, wet, windy and very cold outside. according to what you see here that measures wind speed, sustained wind speed of 13 miles per hour. that may not sound like very much but keep in mind it is 45 degrees outside and the rain is coming down. directly behind me there's a light that's flashing on that sign. it says flooded. this section just off highway 101 has been blooded for much of the afternoon. there was an accident at one point this afternoon. no major injuries but cars here are dealing with all sort of problems. as i drove up to the area there

spent christmas. cleaning mud from in front of their homes after the creek overflowed its banks this past weekend. >> i had to clean around the back because somebody -- water and mud. >> it was a scary sight for many as homes flooded with water and seeps on to the street. since then the city has placed sandbags around the levey to prevent further flooding. several homes were evacuating and his family left like they were told. >> when i walk out its like it's already 5-inches high. it's like wow, this is really fast. >> six of those seven families returned home yesterday. one of them could not because their home is deemed unoccupiable. their electricity was turned off and they're now staying with friendsor family. state highway 11 closed

today because of a major rock slide on sunday. official sauce the emergency contractor will clear the large debris field and repair a 50- foot section of the roadway. the highway is shut down just south of mile marker 42 near mile parker 23 in the community. official sauce one lane is expected to reopen by tend of the week. routes include ferguson road, u.s. highway 101 and state roots 68 and 46. snow is returning and creating dangerous conditions for skiers. someone has died and two others have been injured. >> because of the heavy snow that has fallen over the past few days and continues to fall, the avalanche center issued a advisory for the area around lake tahoe. let's take a look at the goggle earth map of the area.

this is looking north across lake tahoe. the advisory area stretches 80 miles this includes all the ski resorts. this past sunday two people were injured by an avalanche and on monday a snow border was killed at the ski area. because heavy new snow is sitting upon a weak snow pack there is considerable danger. they're asking people to be careful in the back country and to heed snow patrol warnings at local ski areas. >> they're monitoring the weather, the wind, the snow deposition. on a daily basis they have their noses in the snow. they have a very good probability that their in bound area for their customers is safe. >> late this afternoon we learned that a ski patrol member from the sierra nevada ski resort died as a result of injuries he suffered after being caught in an avalanche on monday. that avalanche advisory is set

a street race between two vehicles leads to a hit-and-run incident sending a 54 year old man to the hospital in critical condition monday night. neither vehicle stopped after hitting the pedestrian. >> we received multiple 911 calls and each person that called indicated that there were two cars involved which

were racing down broadway street. once we got out there we did neighborhood canvas and talked to a variety of different people who indicates these cars were speeding in what appeared to be involved in a speed contest investigators are checking surveillance cameras for any clues in the case. anyone with information can call the police department. the san francisco family spent christmas without their mother and grandmother because an alleged drunk driver. she died after a car hit her at look out point. the driver was intoxicated. the victim's son told us he doesn't want another family to suffer through the sadness they feel because someone drank too much and decided to drive. >> think about the consequences. my family. i had the perfect family and perfect mom and now everything

gone. >> the driver of the car, 23 year old gina who you saw there faces several felony counts including vehicular manslaughter while intoxicated. her arraignment is scheduled for tomorrow. >> national news now, chilling new details about the man that set fire to his neighborhood yesterday before shooting two firefighters, two of them fatally in the western new york town of webster. the shooter left a note indicating his intention to wipe out as many people as possible. he was hoping to kill more people than he did. the three page typed note they say he left behind. he wrote i still have to get ready to see how much of the neighborhood i can burn down and do what i like doing best, killing people. >> he spoke mainly with the intent that he intended to burn his neighborhood down and kill as many people as possible before stopping but as far as

motive, all kinds of speculation and truthfully we do not know. >> police believe his 67 year old sister also died in the incident. they lived together in one of the houses that burnt. he started the fire. >> a clear ambush on first responders. he had armed himself heavily, had taken up an area and a natural depression on a bank near a tree and immediately started firing upon first responders. >> authorities say he shot and killed volunteer firefighters. 43 year old mike and 19 year old. two other firefighters were shot and are in serious but stable condition tonight. he served 17 years in prison after being convicted of fatally beating his 92 year old grandmother with a hammer back in 1981. >> there's also a gun control element to this.

the gunman had three weapons with him. among them a bush master semi automatic rifle, one like you see right here. the same weapon used in the recent connecticut school shooting. the same kind many lawmakers are hoping to out law. >> former president george h.w. bush is spending christmas at a houston hospital where his wife barbara and other relatives are visiting him. the 41st president has been in the hospital since november with a lingering bronchitis like cough. a hospital spokesman said he was likely to be released to spend christmas at home but then the former president developed a fever. doctors are cautiously optimistic that he will recover but want to keep him a little while longer. parts of dallas are looking a lot like christmas. rain quickly turned to snow and forecasters estimate that the area may get to nearly 2-inch bus the end of the day. there's also the possibility of thunder snow. they extended a winter weather advisory for north texas. forecasters say the expected storm will likely bring, snow,

rain, wind and chilling temperatures. and get a look at damage done by two tornadoes in east texas today in houston county. you can see the debris is everywhere and some buildings are really unrecognizable. in harris county authority sauce one person was killed when a tree fell on him. utility companies report that thousands of people are without power. >> the rain is still falling across the bay area. it is beginning to slow down but it's far from over. here's live storm tracker 4 still showing steady rain for the east bay as well as the south bay but it is becoming more intermittent from san francisco into the north bay but we do have another rain band that's offshore right here and this is moving to the east at about 35 to 40 miles per hour. so it's going to come into san francisco and the peninsula in about another 60 to 09 minutes. in the meantime, still showers falling and we had some heavier rain beginning to pick up here in the south bay. notice that we have mainly green on the map which shows
