in the hotel lobby? anybody with information is encouraged to call police reporting, alecia reed, kron 4. >> thanks alecia.we'll check back with you at six. let's get to grant lodes -- he's giving us a better look at where this all happened. grant? here are some key locations in the south lake tahoe area - all within about a four mile radius. alyssa byrne's body was found here.along pioneer trail. it's only about a mile from lake tahoe community college.where she was attending the music festival new year's eve. byrne and some friends were staying at the horizon casino resort in stateline nevada. it appears byrne chose to walk from the music festival back to the resort.apparently several people at the festival did the same because there was a long line for the shuttle. authorities say her body was found just off this stretch of pioneer trail, between black bart avenue and al tahoe blvd. which means if she was walking back to the resort.she presumably made a wrong turn, because the

resort is this way. keep in mind this area is covered with snow right now.and plows created snow banks along pioneer trail. the utility worker noticed her body over a snowbank.about 10 feet off the road. >> catherine: allyssa lived with her parents in petaluma. family members and friends have been stopping at the home throughout the day. reporters about what the family is going through.especially alyssa's mothe, kim. >> obviously, kim is very distraught and the entire family. we did not expect this out, and we're going to deal with it now as best we can. >> i want to think the entire community of the lake tahoe, and the police department for everything they have done and for everybody's health and the support. >> and liswas a very strong,

hi-speed chase with police tuesday had his first court appearance today. as kron 4's dan kerman tells us, the man is facing a variety of charges - >> shackled at the wrist he appeared in court but did not enter a plea. the news media was not allowed to show his face on camera. authorities say that he drove to the valencia gardens complex. shot at three people and to throw off. but it is what happened next is what the 19 year-old is charged with murder. >> one of police tried to stop him he willfully evaded the police. he ran a red light trying to get away from the officer and as he ran the red light to the collision occurred. it cost to deaths and serious injury to the third party it caused two different--gas. we have sufficient evidence to cause him with murder because it caused two deaths in

addition to the two deaths 3 counts of attempted murder. the only 19 year-old has been involved with gang activity for some time. his arrest should be a wake-up call for parents. >> any sign of a gang activity of 11 years old, 12 years old, 13 years old should be a red flag to really pay attention. by that time they get to be 17, 18, 19 they do not add up going to prison for hurting somebody else. >> reporter: if convicted, the district attorney says that he faces are round 200 years in prison. at the hall of justice and the san francisco, dan kerman, kron 4. >> catherine: three of the four suspects in the murder of a wealthy south bay businessman were in court today. kron four's rob fladeboe has the latest.

they entered department 23 in chains, wearing red jump suits for high-risk inmates. javier garcia seated in the front row, deangelo austin to garcia's right, flanked by his attorney and behind them, intentianally shielded by his attorney is lucas anderson. all three are charged in the murder of wealthy businessman ravees 'ravi' kumra, of monte sereno. prosecutors and police are saying very little about the case. former prosecutor and court observer steven clark says they could face the death penalty. >> because it was a burglary committed in the homicide occurred it makes it a special circumstance. >> reporter: garcia, austin and anderson face six felonies, including murder, robbery and assault in the november 3oth home- invasion style robbery of kumra's 7-thousand square foot gated mansion in monte sereno,as seen here in hd 7 abc news video, allegedly beating kumra's wife and stealing jewelry/+ and collectoble coins. court records portray kumra

investigators now say chevron firefighters responding to a small richmond refinery leak may have accidentally punctured a main pipeline. the fire happened august 6th sending a cloud of gas and black smoke through the area. thousands of people sought medical treatment. reports say the 40-year-old pipe already was weakened before the fire. and may have been punctured from the outside. investigators are examining firefighter tools to determine if they accidentally damaged the line. a fire at a marijuana club in san jose is being described as suspicious by investigators. it was reported around 4:20 this morning at the palliative health center on zanker road. fire crews say there was an odor of gasoline at the building, which was empty at the time. no word yet on the exact cause. a police chase in san francisco ended with a power outage in one area. police say the suspects' car crashed into a power pole. kron4's will tran has more from the scene.

>> reporter: pg&e were busy all morning restoring power. after this bmw slams through a power pole and snapped it in half. you can see the remains and this car eventually went through that offense. at its height, 100 people were without power. this loft, apartment, and they were able to restore power of around 7:30 a.m. pg&e brought out generators to try to use generators for that brick building. there are businesses including a biotech company some of these employees cannot even get inside because there employee badges do not work. they have experiences key-

a new report released today says that employees with the california department of parks and recreation intentionally hid millions of dollars from the state. kron 4's charles clifford

>> catherine: a new report says millions of dollars was *intentionally stashed away by park officials. and kept secret as many parks faced closures - why they apparently did it. people hit by superstorm sandy. could soon be getting relief money -- but others will still have to wait. and - it looked like a congressional photo-op. but this picture turned out to be a photo-shop. we'll explain - next.

(male announcer) this is bay area news station, kron 4 news starts now. >> catherine: now at 5-30. a new report released today says that employees with the california department of parks and recreation intentionally hid millions of dollars from the state. kron 4's charles clifford has more. >> reporter: last summer it was discovered that the california department of parks and recreation may have had up to 54 million dollars hidden in two accounts. the news was particularily shocking because at the time california was considering closing down dozens of state parks due to a lack of funding the news also resulted in the resignation of parks and rec director, ruth colemn. but in this new report, the state attorney generals office concludes that 34 million dollars of that money was innocently misplaced, the remaining 20 million, however, was being kept a secret and park and rec employees knew about it. according to the attorney generals office, sometime in the mid nineteen nineties, the secret fund began to grow, unintentionally, as a result of what basically amounts to complex accounting errors.

parks and rec employees were aware of the fund, but year after year failed to report the problem to the state department of finanace. after interviewing more than 40 state employees, the attorney generals office concludes that employees hid the money because they were worried that the department's budget would be cut if the money was discovered. they were also apparently embarrassed that deception had gone on for so long. the report also notes that over the years park and rec employees consistently requested, without success, that their superiors address the issue. while the report concludes that the fund was intentionally kept a secret, the a.g.'s office found no evidence that any of the money was stolen. it simply sat unused for years, a reserve of money with no purpose. in the newsroom, charles clifford kron 4 news. some superstorm sandy victims will soon be getting relief money. although others will have to wait awhile longer. lawmakers have wrapped up one vote on aid - but another vote is upcoming. sandra endo has the story. >> reporter: the damage and pain from superstorm sandy

is still taking a toll on hard-hit states. and the frustration with lawmakers on capitol hill is growing. >> i cried for two weeks when i lost this house. if i could cry again, i'd cry again. i have no use for them in washington. >> reporter: after weeks of delays, friday the house finally approved a 9.7 billion dollar relief package for superstorm sandy victims. >> the bill is passed >> reporter: larger 60- billion dollar relief package the house initially declined to consider. lawmakers are expected to weigh in on a 51-billion dollar broader aid bill later this month. >> while it is never too late to do the right thing, it is late that we are doing this thing. >> reporter: the federal emergency management agency urged congress to take action because money in the national flood insurance program was set to run out in days. >> this legislation is vital. this not a handout. this is not something we're looking for as a favor. what we're asking for is to be treated the same as victims in all other storms.

>> reporter: lawmakers put off the vote on the aid package while wrangling over ways to avert going over the fiscal cliff. while they have now passed a lifeline to sandy victims, survivors say lawmakers are out of touch. >> it's all politics, everything's politics >> reporter: but friday- the first step in getting sandy victims the help they were promised soon after the storm struck. in washington, i'm sandra endo. congress has made it official. vice president joe biden presided over a joint session today to hear a tally of the electoral college vote which confirms president obama's re- election. the final tally gave obama 51.1 percent of the popular vote - and mitt romney - 47.2 percent.

it's not often you get a historical do-over. but in a few weeks, supreme court chief justice john roberts will get another shot at swearing in president obama. you may remember that roberts bungled the words of the presidential oath - during the first ceremony in 2009. but the president says he looks forward to having justice roberts do it again. the constitution mandates that inauguration day happen on january 20-th. but this year, that falls on a sunday. so the president will take the oath in private on sunday, and again on monday in a public ceremony. what looked like a congressional photo-op turned out to be a photo- shop. a picture released by house minority leader nancy pelosi's office shows the 61 democratic congresswomen sworn in yesterday. they're standing on the steps of capitol hill. but, it turns out that four of the women weren't actually there. today pelosi defended the photo - blaming it in part on the weather. >> this is an accurate

now for today's market update. the s&p closed at its highest level in five years. as the stock market extended a new year's rally. the dow gained 43 points. the nasdaq was up one ponit. the s&p gained 7 points.closing at more than 14-hundred. new employment numbers are out. 155-thousand jobs were added last month. it sounds good, but, as alison kosik reports, the labor market is stagnant. >> reporter: the of the economy is adding jobs but that is only were the good news is. the jobs report showing that it added want hundred 55,000 jobs last month. the enough to keep up with population growth. unemployment rate state right in place with what the economists expected. the

earlier charles mentionedlast summer it was discovered that the california department of parks and recreation may have had up to 54 million dollars hidden in two accounts. the news was particularily shocking because at the time california was considering closing down dozens of state parks due to a lack of funding the news also resulted in the resignation of parks and rec director ruth colemn. but in this new report, the state attorney that 34 million dollars of that money was innocently misplaced, the remaining 20 million, however, was being kept a secret and park and according to the attorney generals office, sometime in the mid nineteen nineties, the secret fund began to grow, unintentionally, as a result of what basically accounting errors. parks and rec employees were aware of the fund, but year department of finanace. after interviewing more than 40 state employees, the attorney generals office concludes that employees hid the money because they were department's budget would be cut if the money was discovered. they were also apparently embarrassed that long. the report also notes that requested, without success, the issue. that the fund was intentionally kept a secret,in the newsroom, charles >> no more free parking
