(male announcer) this is the bay area news station, kron 4 news starts now. >> right now in san jose. a kidnapper on the loose, a neighborhood on edge. >> soon as i heard the scream i ran outside and said which way did he go. >> people shocked at what this surveilance video reveals: >> a guy sitting around my neighborhood, waiting to attack little girls. >> pam: this woman says her camera recorded the crime in progress, a 13 year old girl on her way to school disappears before daybreak. you can see the scuffling as he pulls her back into this driveway. suddenly. headlights appear. she breaks away and runs down the street, >> if it wasn't for that car coming it wouldnt be a good ending >> pam: the young girl's escape did not end the story. right now -- the manhunt for the kidnapper is ongoing,. tonight, kron4's rob fladeboe takes us to the scene of the crime for a closer look. >> reporter: it happened

right here. this is the tree and the sidewalk shown in the surveillance video. police say the girl was walking along the sidewalk here when the kidnapper came out of nowhere and grabbed her. as you have seen, there was a struggle and the girl escape, running away up the sidewalk. the surveillance video was shot from this camera mounted on a house directly across the street. when georgina tavares saw what her camera had captured she >> i cannot believe this man has to is been a waiting to attack little tolerance little girls. >> reporter: description, a police artist made this sketch of the suspect. another neighbor, meliss manuel alves heard the girl's screams and tried to go after the kidnapper. even though the girl escaped, police say this was a kidnapping because the girl was /+dragged some 25 feet into this driveway. no jogger were attacked and dragged off into the bushes. >> i have seen that man in

voice on the other end of the phone was do you think that it could have been a man? >> well, it did not sound like a man. >> in september, he was told that she died and knowledge he he found out that she was alive. however, he he thought that she had died. >> you knew that something was wrong? >> correct. >> my whole world told me that she died on september 12th. everybody knew that. this girl that i committed myself to died on september 12th. now i get a phone call that she is alive into wants to be on national television. and she wants me to ask for the same

last year -- the remains of three people were found in an abandoned well. kron4's terisa estacio is standing by with new information on the search. happening in central california. terisa? >> reporter: i just spoke with an fbi spokesperson they have been digging through the remains. however, as they finally tried to find out if there are human remains, there are accusations that they are possibly taking of the wrong spot. sherman time, the convicted killer said that they are making huge mistakes. take a look. shermantime he says the this is not where he told them to dig. he said that this is yards away from where to dig. from death row, he said that this was wrong. and if they did not find car parts or trash than there were and are wrong spot. it is not clear if

s. you're looking at video from the salt lake city airport -- runways had to be closed it's not just uncomfortable or inconvenient. the sub- zero temperatures have already turned deadly. tonight -- catherine heenan is standing by with the dramatic images from the places hardest hit. but first jaqueline bennet is tracking the extremely cold temperatures. jaqueline? >> you know it's a rough winter when people in upstate wisconsin are impressed. wisconsin residents know lots about brutal winters. but there's so much ice at lake winnebago right now.it's become a tourist attraction. this is called an 'ice shove' - with chunks of ice piled as high as 20 feet. take a look to these temperatures. teens. and even single digits there is

a disturbance from canada noted that will be pushing down to the south and even towards tomorro. bringing snow and cold air that we are going singing some very dangerous conditions, sleet this does not happen that often. watches and warnings because of the weather. it looks like it will stay with us. >> catherine: there is so much ice on the lake winnebago that it is becoming a tourist attraction. it is called and ince shove with chunks of ice piled as high as 20 ft.. people are driving up to take photos. but a deep freeze is also gripping other parts of the country. millions of people from the

midwest to the northeast are enduring frigid temperatures. there are places where the wind chill is reaching 85 degrees below zero. in ohio - there were so many accidents on this icy highway - it had to be shut down for hours. in chicago - firefighters had a hard time putting out this warehouse fire.because the water from their hoses coated the building in a thick layer of ice. deep inside the building.the fire was still simmering - and it reignited overnight. >> climbers in utah thought this frozen waterfall would be fun to climb. but at least two of them have been injured and had to be rescued. a lot of places are getting huge snowfalls. in erie pennsylvania.the plows can barely keep pace. and in new york city among other places - dozens of warming centers have opened. these new yorkers were still making home repairs after superstorm sandy. and still don't have enough heat. one of the only places where people seemed to be having any fun -- this new york lake where the ice-boaters were out.going as fast as 60 miles an hour. but most people are not enjoying this. and the forecast suggests

they're not getting much relief anytime soon. the cold weather is being blamed for the deaths of at least four people. including a 70-year-old illinois man found frozen in his unheated home. >> pam: saying california did the impossible, governor jerry brown trumpeted his balanced budget this morning in his state of the state address before the state legislature. the governor praised lawmakers for making tough spending cuts, and he praised voters for approving temporary tax increases. but he also said lawmakers must fulfill a promise to voters by not over- spending, and instead paying down debts, and storing up reserves for the leaner times ahead. the governor also called for a special session of the legislature to deal with those issues that must be decided immediately if california is to get the president's affordable care act started by next january >> it is cruel to leave people on to provide programs and then cut them back when the funding disappears. this is not

the number of people filing for first-time unemployment benefits fell last week for the second week in a row. 330-thousand people filed -- which is down 5-thousand from the previous week. that marks a new 5-year-low.
