amid high expectations their city could host a super bowl of it's own as early as 2016 or 2017, santa clara city officials confirm to kron 4 news that two current police officers and former chief steve lodge, now working as consultant to the city on security issues, are in new orleans where they are learning from their bowl security. >> from the get go, they knew that it was important to get on board with a strong and comprehensive safety plan for any type of stadium. >> reporter: in addition to scouting new orleans, the santa clara team has also been studying the new 'pat down policy' and recent security issues at candlestick park and traveling to other venues around the country but so far they're keeping a tight lid on their findings. >> the more you to evolve to

a developing story. a huge criminal settlement against b-p has been signed by a judge.and agreed to by the company. it's for the huge oil spill in the gulf of mexico almost

three years ago. b-p has agreed to plead guilty to manslaughter for the deaths of 11 workers on the oil rig.and will pay a record 4-billion-dollars in criminal penalties. in a separate civil case - b-p still faces claims that it damaged natural resources. a federal judge in san francisco today refused to issue a preliminary injunction blocking a city ban on nudity that is set to take effect friday. four nudist activists claimed in a lawsuit filed in november that the ban violated their constitutional right to free speech because nudity is a form of expression. u.s. district judge edward chen rejected that argument in an 18-page decision, saying that "nudity is not inherently expressive." "unlike the burning of a flag, burning of a draft card, or wearing a black armband in protest against the war, public nudity in and of itself is not commonly associated with expression of a particular message," chen wrote. developing right now -- the man accused of killing seven people at oakland college. is now headed to a but first tonight -- fall out from severe hazing at one bay area high school. why police are now getting involved -- after the break. and -- violence in oakland reaching a tipping point. this month -- police officers shot -- children shot. the drastic measures some city officials are now calling for. police released these sketches of two susects in the shooting that injured four teenagers in brentwood last week. the driver-- is decribed as a white male between 18 and 25 years old with blonde hair. and the passenger-- is described as a hispanic man around the same age. this is video from our helicopter partnership with abc 7 new --where the shooting happened. three to four males driving opened fire on the teens. police say this all happened after the teens commented on their clothing. >> reporter: a catholic high school football coach has been fired and a number of his players have been expelled.and it's all because of hazing kron4's maureen kelly explains what happened.and why the police have been notified. i'm here at st patrick-st vincent high school in vallejo where the alledged hazing took place during

football season this past fall. a spokesperson for the school says there were multiple incidents between members of the varsity and junior varsity players inside the locker room during unsupervised practices. the school got wind of it after the head coach overheard a student complain of the alleged abuse in mid december. he in turn reported what he heard to school officials who put the entire coaching staff on paid leave and suspended the alleged perpertrators of the abuse. after they concluded their investigation they decided to expell five players.for alledgedly abusing and bullying six underclassmen.and then contacted the vallejo police. the school would not go into detail about what actually happened during the hazing. the lieutant in charge of investigations for the department says they are waiting to hear from the kids involved before they launch an investigation.and so far no one has come forward so it's unclear if any criminal charges will come out of this. here at the school.four assistant coaches were reinstated after the school established that they had no knowledge about what was going on. the head coach was firedbut not because he was aware of the hazingbut because the school says he was ultimately responisble for the teamand they should have allowed to be left unsupervised. maureen kelly kron4 news. >> jacqueline: noticeably warmer tomorrow and this will continue for the extended forecast. even though morning lows. 40's but we will still be stuck in the 30's. for the

today. police issued a search warrant in san francisco. near the location where kevin collins was last seen in 1984. collins was just 10-years- old at the time. his disappearance drew national attention. kron 4's justine waldman is live in san francisco with the latest. justine? >> reporter: people are saying that this is a property management business. according to reggie kumar the people that are living there now to not have any relation with the disappearance of kevin collins from 1984. what if they have done is issued the search warrant. the basement home and use it jackhammers to take out a large extractions of cement. there were things that were found that were taken to a laboratory for further investigation. portions of that cements were also taken into trucks. we are waiting for police, fbi to
